Stability is going to go down due to the refugees we're taking in. It'll go down to 1 and maybe 0. 1 isn't bad, but we want to be higher, especially with tax reform coming.Explanation of benefits, yes, but they didn't strike me as necessarily better than the other available options.
Stability, for example, is already positive, so it's not urgent, and may be increased by other things, eg the Dam. Helping the Census...eh, I don't see how it helps count people, and especially it doesn't help us to know where those people live. Sure, our new trails will help it, because trails help everything; that doesn't necessarily give it the edge over other plans.
Festivals teach communities what stuff to do and how to do that stuff. It helped in our last tax reform and back when we were doing Create Annual Festival one of the festivals was to teach people how to do admin or law or something like that. Improve Annual Festival will impress upon people why they should participate in the Census and it'll teach them how to do so.
Trails help everything, yes, but the amount of connections it's making provide the perfect opportunity to spread and cement proper Ymaryn values. The northern provinces and Hatriver are the most likely to break away due to differing cultures, and while the trails will slowly improve that situation, festivals will provide a big boost to cultural unity. The northern provinces and Hatriver are also adjacent to more culturally problematic areas - the Stallion Tribes, Heaven's Hawks, and Hatvalley - and the trails when combined with the festival will allow for proper Ymaryn culture to begin leaking into those areas as well. On the flip-side, just doing trails increases their connection to those areas, potentially balancing out the culture bonuses of the trails with the cultural pressure from those areas. Festival will help push momentum the other way.
Finally, one of the oldest uses for Festival has been that it allows refugees to more easily integrate into Ymaryn society. In terms of stats this has no effect that I can see, but its narrative effects are present and not to be ignored. This will be especially important this turn as the refugees are not used to Ymaryn ways. The Census will apply to them to and they who are not used to the strict and organisational way of the Ymaryn will find it especially difficult to go along with it. If there was a mechanical advantage to this, I'd guess that it would prevent a possible Stability drop from happening, but the narrative effects are certainly there and ought to be taken into account as surely as if if they were mechanical effects.
