They can EASE the transmission of messages and commands through horse couriers, but trails going through hilly and mountainous terrain are inherently limited in speed even for a horse rider, until we have the explosives needed to move hills out of the way.

Rivers and coasts govern bulk trade, the movement of commands, messengers, armies and information. They are thus tools the state uses to demonstrate it's value to the people administrated.

A study of RL empire will reflect this. No matter the quality of your roads, empires grow along rivers and open plains, they may carve their way through forests, but never through mountains. Mountains are natural dividing lines, where a small force can prevent a large force from passing.

It is not coincidence that Rome spread across the coasts, then rivers, then finally...more rivers. That China spread along the rivers, then the coast, then finally the plains. That Greece spread along the coast or Egypt spread along the Nile.

Dam megaproject will be done after law, making it useless as far as handling tax reform goes.
Trails which go from Valleyhome into mountainous/hilly Redhil which then go to the East Hills near the Thunder Speakers which then go to the Txolla in that area.

We have zero indication that the trails has connected up all of them to themselves, especially with this new province they have got.

I will also note that they are getting iron now because a colony has rights to import it. So leaving them be is a really bad idea.

And it has been said already, but we took Valleyhome, so we have to work to make it suitable. However, grabbing the settlement is all we need to do at present. If you feel that all actions must be wholly focused on the Tax and Trelli, it is not feasible. Heading off problems before they arise(sudden urge to do Arise Chicken! meme) is another part of crisis managment.

This, is highest grade bullshit. You cannot remotely handle a periphery state perpetually. That's what got us into this position we have with the Stallions.

So, from your arguments so far what I am seeing is that you want to retract all efforts in regards to the cataracts letting the HK expand into them and regain their former threat level. This is coupled with not putting in the required effort to make Valleyhome suitable for all our peoples. Then you want to never integrate a foreign colony which is now going to have iron and is expanding quickly in semi-fertile soil helped along by our greatest farming techniques.

I find this a series of very bad ideas, for several reasons people above me have laid out, and because it seems to be repeating history which we are dealing with the consequences of now in the Stallions.

:D Basically, the coolness of multi-hulls was already established when we were simply discussing size vs speed, and then AN was nice enough to drop in multi-hulls as a specific innovation option, so they won pretty handily.

I see, now. I accept the need for the cataracts settlement. I remain firm in my belief that we should do a festival this turn, however. The synergy opportunity is too great to ignore, its effects too helpful in alleviating multiple issues. Whatever else you have planned besides the settlement, I implore you to put it off so that we can take advantage of the festival opportunity so we can handle the refugees and the census better. The trails we're doing this turn will improve its cultural effects (very important for northern provinces and Hatriver) and it'll give us Stability to weather the tax crisis.

We spent ridiculous amount of time discussing the pro and con of multi-hull boats(not good for bulk cargo, speedy and stable, practically unsinkable, though capsized stay capsized). So it is obvious to everyone to what they are voting for: ridiculous fast boats.

I'm not seeing this, though, more than all sorts of other synergies.

More trails would help the census takers get everywhere, for example. A trade mission or salt gift to the Highland Kingdom would make sense if we're expanding in their direction. Sending support to Tinriver would be an excellent bolster against looming conflict. A mercenary company at the same time as a propagation gives discontented souls somewhere else to go.

Can you explain what makes festival synergy better than all the others?

Well, the first choice was already made a while ago when we picked Outriggers. Sunk costs helped a bit because we already invested into them and are not feeling like dumping that investment. :)

The other event is propagating Hatvalley to contest Trelli colonization, so unfortunately there is still a conflict.
