Which stability actions can the provinces actually do, all but the festivals sound a bit as if only the king can initiate them?
I wonder if they will distribute land by themselves to get the wealth needed for the festivals though. Would be hilarious after all the discussions we just had.

My current estimation is that the Mega is 8-10 actions. We will have to take at least a secondary Art patronage.

As to the Climate thing, where it is 4 to 12 turns? Hmm... I think it is also edging to much more than 5 turns (so more than a century)

If the Mega is eight to ten mains then we can finish it in that many turns if we stay on restoration.

We also know what they are using the Main for: the Mega.

So the next turn is looking to be.

Secondary ??? (possibly enforce, maybe art patronage)
Secondary Restoration switch.

It may be that rushing this megaproject is inadvisable. It might be more of a "take a main action every turn to observe possible negative impacts and counter them" thing.
 
Guys, we've got three Heroic leaders -- we're not going to get to decide the main turn's actions for the next turn or two. Hopefully the three of them are capable enough to get some serious benefit.

This is something that has been niggling me too. I think you are on to something here, since from a certain lens what we are doing is a limited form (very limited) of terraforming.

If the provinces stay on restoration we have much less reason to be concerned by !!Suddenly Stability Drop!!.

This lets us do it the slow way, which might actually be the most optimal, because it makes sure we don't die.
Also, we can kick Megaprojects at the cost of stability.

So yes, we can in theory treat Restoration as Megaproject Support.

Mystic, martial, and Diplo. Putting their heads together, they oughta be able to pull at least 1 stage below heroic admin together between them.
 
Also on the bright side, we have enough province actions that being on Restoration full time might not only mitigate the constant loss from climate change but make constantly taking in large numbers of refugees very effective-we can supercharge our overflow over the next few turns, and end up with as many as thirteen provinces for actions.

What do you mean Glassware? Thirteen provinces?

Anyway, yeah the more I think about this Restoration actually makes a lot of sense. Let the Provinces work on making sure we don't explode since they technically have more actions than us to do it.

We focus on the Megaproject and both pieces of our government (state and provinces) suck up the massive refugee flows to overflow into everything. We definitely want more Diplo, soon, because that's a "stopper" in our overflow since it will be at 1 [+1] next turn.
