If we aren't doing piracy, we might as well scrap the captured Imperial Hulls. Unless the Imperium is willing to pay for them back? I'm fairly certain it would cost them much more to make a new one (both in the cost of limited production facilities, logistics, and political cost) then simply buying it off us.
Oh and while we would be obligated to giving the conquered Ork worlds to the Imperium, it doesn't specify which faction of the Imperium. We could sell the "rights" to a Rogue Trader, Navy Commander, Mechanicus Representative, the Church, the Inquistion, etc.

Yeah, I don't see what Planetary industry and refinement lvls (or what they do). That and me having no idea how you plan on how inertia lanes actually work economically. My advice is to just throw out inertialess lanes and shove said option as a "build roads between this system and your capital in return for this much cash from increased trade and upkeep".Edited down for clarity and brevity
