Well, we are pretty much locked into kill Orks for profit and because the cardinal says so. That and a reroll for the crucial Mind Shackle scarabs roll. Another two points of research locked into Psionics and Drives. This shows how little I care for increasing upkeep for Marines.
 
At least we can start raiding the imperium with the captured ships without much suspicion, maybe even train up some pirate clones lol.

Though, ill make you aware that the Imperium is doing fairly regular sweeps of your systems as they are allowed to under the terms of your treaty. If you refit your imperial vessels and then use those same ships to raid them. The Imperium will have some Very pointed questions. Your best bet for building a raiding fleet to use against the imperium is to acquire a planet they don't know about and start making that a capable shipyard.

If we aren't doing piracy, we might as well scrap the captured Imperial Hulls. Unless the Imperium is willing to pay for them back? I'm fairly certain it would cost them much more to make a new one (both in the cost of limited production facilities, logistics, and political cost) then simply buying it off us.

Oh and while we would be obligated to giving the conquered Ork worlds to the Imperium, it doesn't specify which faction of the Imperium. We could sell the "rights" to a Rogue Trader, Navy Commander, Mechanicus Representative, the Church, the Inquistion, etc.

It's a shrine world you would be liberating on behalf of a request from the faith. For that specific world you would be handing it back to the Ecclesiarchy

Clear our in progress work, make sure we don't fuck up this treaty in a single turn, and get ready for five year turns. Ashtaka and Sivana have the highest potential of our holdings, so we'll start with upgrading them. People have stated they'd rather have escorts than forts right now, so build 4 escorts instead of 2 forts. I don't know how many ships are needed for Golgatha, someone else can come up with a reasonable number. Someone remind me, why does our diplomacy guy have no actions available?

Do we have an option to renegotiate with the Agrekun prince? We're currently under no obligation to retake his homeworld, but I imagine he's not just going to sleep on our couch forever.
He's been here a year and has been active during it. But you can send a diplomat to have a chat

So question to @Lonkas. What are the current fleet numbers of our fellow Necron Dynasties? I am thinking of attacking The Xephon because of their recent crippling civil war orThe Nilankh as their in the middle of retrofitting mothball.

Edit: Furthermore, I'm also constructing 6 escorts and 2 Light Scythes. If that is feasible, I'll move onto the leftover budget and see what infrastructure options are viable.

In general. You are still significantly smaller than most dynasties. With the fleet to match. Most dynasties have 20 - 30 world's as beyond that they would be spreading their legions quite thin on the ground. Though this may change as some realise what they can accomplish with some human slaves/soldiers

The Cardinal, in what is perhaps her first truly honest show of genuine faith has come to you with a request. It seems the Shrine world of Golgatha has long since fallen to the Krork menace. It seems, with some thanks to your own efforts, that the Imperium has for decades been too overstretched to address the issue of the fallen world. Thus The cardinal requests that you liberate the ork world and hand it back over to the imperium "In hopes that you may relieve some small portion of your damned soul"

Yeah, I don't see what Planetary industry and refinement lvls (or what they do). That and me having no idea how you plan on how inertia lanes actually work economically. My advice is to just throw out inertialess lanes and shove said option as a "build roads between this system and your capital in return for this much cash from increased trade and upkeep".
