The decanting process is successful, but Steve is haunted by his past and obsessed with training in the gym. Phil's approach to him, unfortunately, comes off as desperate fanboying, pushing Steve further toward an independent pursuit of the decades of culture he has missed. The recruitment effort fails outright. When pressed, Steve says Hydra is dead and World War II is over, so he has no need to fight anymore. Further work on Phil's part uncovers that Steve had an old flame back in the war, a British agent named Peggy Carter. This could be potentially useful information as to Rogers' motives.
