There are times in which the noblest of ideals can be born out of the most peculiar of settings.
It was the city that never found peace. A place in time where criminals flourish in their devious exploits. The streets are smeared with blood and the air is filled with echoes of desperation. The city government with its police forces tried to mend the falling order only to reach a stalemate with the devilish circle of ambitious syndicate leaders.
Considering the situation as a failure, the seat of the city's government, Autumn Hall has exiled itself to the capital and has bestowed all power to the Police Department and its chief, Lily Highway, the daughter of the famous general and war hero, Titus Highway.
But this would not solve the threat that is the growing influence of the criminal organizations. Among the masses of eager lawbreakers, four rose to the top represent the Syndicate Cartel. Versailles Corporation, The Tri Brothers, Elementary and the Unnamed. Divided, they fight against each other for control, against Autumn Hall and the Police, they stand united and this has kept the stalemate between the two. For many years, the war raged on with each side refusing to give up. Deaths mount into thousands and no one was spared in the conflict, even the Universities, the hubs of learning are caught in the angry blaze of hatred and destruction.
But in the seemingly dark end that the city faced, a spark of light is seen. The leader of the Unnamed, Reinhard Slovst wished for peace; a future for the students to walk freely without fear and for the people to live their lives to the fullest. Thought to be the most powerful group at that time, he is perhaps the most feared and the most respected out of all the four of the Syndicate Cartel and thus everyone was shocked when he decided to invite Lily on a date to try find a peaceful solution to what is happening and to end the violence and destruction that is tearing the city apart. This also earned him the title "Conspirator".
Getting help from an unlikely ally, a series of joint operations was then carried out by both Unnamed and the Police, striking major syndicate factions such as the Versailles Corp, the Tri and Elementary. Along with this, Lily and Reinhard's forces were also able to subdue and capture several dangerous individuals and placed them in Maximum Security, the city's most secure prison. It was no easy task but nonetheless, everything went according to plan and after the longest time, the city has established peace.
All of this turned out to be for naught however when Reinhard was arrested and imprisoned on charges of rebellion and terrorism. The details were never revealed but the once champion of the people was incarcerated and placed in Maximum Security. With this however, violence has swept the city once more. The Unnamed crumbled, the police stagnated and ambitious gangs began to carry out violence, eager to shatter the peace that was briefly felt by the city.

At the peak of 50,000 members, this girl has shaken the entire balance of power with their overwhelming numbers. Currently holds the biggest of territories and lines of business. A character famous for childlike appearance, most would often not believe at first that she controls largest force in the syndicate arena but this power was a double-edged sword. A frame-up by one of her own has led her being captured and sentenced to Maximum Security Prison.
The girl peered outside to feel the prickling sunshine. There was one thing on her mind and it was reconquest. To take back what is hers and to unite all under her name and banner.
Lily Highway - Chief of Police and serves as the acting governor as the main seat of the government is in exile. With the syndicate overpowering authority, the governor has relinquished his control to the chief of police and was forced to move out of the country citing fears of assassinations. The once extravagant seat of government, Autumn Hall has now become the impregnable fortress of the of Police
The daughter of the late field commander and war hero, Titus Highway, Lily was famous not for her exploits nor maintaining order of the territories that the city holds. It was the famous negotiation between her and the notorious leader of the Unnamed Circle, Reinhard Slovst that brought her name on the sights of the Syndicate Circle and Vigilantes alike.
Lily can only heave a sigh as another prisoner gets his freedom. She worries of the fate of the city put asunder by greed and corruption but she is not to be discouraged, if she was able to talk through Reinhard, she's confident enough to talk it through with the others.
Alexander -- Head priest of the Buddhist sect and controls the eastern part of the city. Famous for his brutal and borderline fanatic stance in cleansing the city of all the non-believers. Thoughts to have eradicated the other major sect of faiths, Christianity and Islam. Not aligning his sect on the Syndicate or the Police, the great Dalai-Lama is on a warpath to ensure that Buddha's will is carried out to the letter.
It was but one obligation, to follow Buddha and his wishes.
Perrine Thea -- Current Governor of the Hlists Lyceum and elected Chancellor of the Academia Coalition, a circle composed of the 5 Major Universities in the city. With crimes and violence escalating at dangerous level,s the students were the first ones on the cross-hairs of criminals. Murder, rape and robbery increased tenfold the different Student Councils, with the blessing of General Lily Highway the group was formed with an aim to protect the students from the threats of everyday life. Originally thought to be a force that will engage in battle, Unnamed Syndicate Leader, Reinhard Slovst has forbade the armament of the students citing that the children should focus on other things other then fending themselves but with the charismatic commander behind Maximum Security Prison and his group greatly weakened, the gangs have began to rekindle their desire to harass the students and covet the entire schools' territory as their own. Perrine Thea who was just elected is now standing at a point whether to pursue the original endeavors of the coalition that is to fight and fend for the students or to continue on following the peaceful approach.
The girl was in a state of dilemma. Hearing the threats of the unruly criminals, she has to make a decision and to make it fast. Peace and order can only last for long without Reinhard and the Unnamed protecting them.
Reinhard Slovst -- Leader of the infamous Unnamed, once dubbed as the spearhead of the Syndicate group and known for his neutral policies. Called conspirator in his early years, he has successfully brought to ruin many long-standing organizations that ruled the city. He was also the only syndicate member to openly talk with the police in the form of a "date" with Lily Highway. Not much is known about their negotiation but the effects of it came in the form of peace and the elimination of problematic cartels, namely Tri Brothers Group, Versailles Corporation and the Elementary cult. Everything seemed to be going well for this young leader until a series of events has lead him to be imprisoned and placed on Maximum Security Prison. Up to this day, no one was able to explain the reason as to why he was incarcerated but for sure, this has caused his group to crumble and weaken.
