[X] Action Plan: The Grind Never Stops
Word Count: idk, <300
  • Sanity check/optimize with Mari/Kei/Snowflake
  • Multithread with SC
  • Noburi
    • Explain the Orochimaru deal. We strongly suggest that he gets examined by Orochimaru.
      • We'll be with you.
        • Orochimaru strongly prefers we teach him lithosealing. He knows we'll stop if he tries anything.
      • Orochimaru wants a reputation of honoring his word so people will work with him.
      • Kabuto's research on your bloodline has likely been given to Orochimaru, decreasing the value of Noburi as a research victim.
    • Be empathetic, listen and address concerns about weaponizing medical skills.
  • Haruhisa
    • If Ino wants to learn Hacking with Hazou, invite her to the meeting.
      • Workshop in tandem with her, approach negotiation as a team.
    • Thank him for abortively working on that jutsu - we found an alternative.
    • Ask to be taught THing, begin ASAP
    • If our finances won't allow normal purchase (or Haruhisa's disinterested in cash), offer a jutsu from our vault
      • Examples:
        • Bleeding River Impalement (strong Earth AoE, solid base for Hacking)
        • Burning Vortex (Fire Element, but easy to TH. Should pique a researcher's interest.)
      • Get Ino to offer something reasonable too.
    • [LAST RESORT] If Haruhisa is still genuinely on the fence (rather than simply trying to get everything), allude to Orochimaru's THing theory notes. Gauge interest, offer to let him read them.
      • While he's at the Goketsu estate, of course.
  • Mari
    • Have Haru reach out to the Minami and their jutsu trade network partners. Get a feel for what's on offer, and what they want.
  • Research
    • Prime copies notes for Minato Seals 11-32
    • SC researches force walls (Prime draws blank for infusion)
      • Request Kazushi's help
      • Invoke once on the Sealing roll, FP permitting
      • Prep 5 days, or more, if Hazoupilot wants
      • Use SSA
      • Reroll per Hazoupilot.
    • Continue teaching Orochimaru lithosealing.

Hazō makes good progress! While he's far more exhausted than normal with the injuries and the intense healing regimen, the seal is easy enough that he's not struggling at all. Still, he expects progress will be slow. He thinks he's at least 10% of the way through.
I'm questioning whether doing this research for another 7+ weeks is worth it (10% per 6 days).

I feel very safe in saying, without speaking to the other QMs, that we are not going to hand out mechanics for jutsu that Hazō doesn't have. Sorry. Nice try, though. :p
Even a jutsu that Kagome read the notes of and later described to Hazō while cleaning out Jiraiya's office? One that was stored seperately from Jiraiya's other jutsu that we immediately handed over to Naruto.
More stuff that's been sitting in QM QUINOA for months, already signed off:

Things in Jiraiya's Notes

This is a partial list of what Kagome has discovered in Jiraiya's notes.

  • Seals
    • Instant Darkness Dome: Blanks out all light in a certain radius
    • Electrocution Seal: sends a surge of raiton energy (which works exactly like electricity except in cases where that would make the QMs lives difficult, at which point it works differently) into whatever they are attached to for some period of time. Touching the object is harmful but not lethal.
    • Substitution Seals: Two-element seal. Swap the positions and velocities of the objects the seal elements are attached to, so long as those objects are close enough, have LOS to one another, are below mass and volume limits, and are similar enough in mass.
  • Jutsu. These went to Naruto and are no longer available to you.
    • Earth Element: Swamp of the Underworld jutsu. Create a massive area of chakra-infused sticky mud / quicksand for enemies to fall into.
    • Needle Jizō jutsu. Use your hair for protection or to throw needles. Requires a lot of natural hair
  • Detailed instructions on how to learn each of the Elemental chakra natures
  • Recipes
  • Personal information on various people that he wants to be on the good side of -- their food preferences, birthdays, etc
  • Philosophy and musings about the Will of Fire, the future of the EN, etc
  • Self-flagellation
  • Notes for Icha Icha -- plot ideas, character sketches, etc
    • Details of Jiraiya's various less-classified adventures with the name changed to Jun, his protagonist
  • Political/espionage stuff
    • Blackmail on various Leaf people (ninja and non ninja)
    • Blackmail on various non-Leaf people (ninja and non ninja)
    • Lists of agents across the EN
  • His Lightning Lash jutsu from Chapter 223. Creates a weapon, much like Noburi's Water Whip, but more flexible:
    • Will cut through things or wrap around them as you choose (e.g. it cut Hana's sword but wrapped around her neck)
    • Will send non-lethal shocks to a person it's wrapped around.
  • Lots and lots of seals
    • Earth Pillar Seal: when activated, extrudes a 50cm thick pillar of chakra construct stone at a respectable speed.
    • City of Pillars. Causes 1d6 dozen stone pillars of various randomly-chosen heights (5m to 30m) and diameters (10cm to 500 cm) to erupt out of the ground in a large area. For some reason, they all have either the kanji for 'Dream' or 'Sunshine' on them.
    • Twin Repulsion Seals: When both are active, they repel each other when they get too close.
    • Naruto's bijū seal. Not complete information but it's a good start.

Everything in the "Political/espionage stuff" section went to Asuma and is no longer available to you. Basically, Mari said "Given our precarious position after you nearly got executed, we are not going to fuck around. Give him these things, don't keep copies, and don't try to recreate them. Do not give him any excuse to be angry with us until we've had time to win back some points."

  1. Your monthly tax disbursement.
  2. Selling tags to the Tower/general population. See the "Partial Sealing License" Informational threadmark for details.
  3. The Gōketsu receive a theoretical 50% of all sales of skywalkers to the Tower. (see below) This is rolled into your tax disbursements, meaning that you get 10% in cash as the non-conditional payment and the remainder goes into your conditional-payments fund that you get in the form of mission bonuses, tax refunds, and equipment draw. Because of the strategic importance of the seals, the Tower is bearing the costs of these payments instead of the seller as would be normal. The intent is to maintain the incentive structure for people to sell them without bankrupting the Tower.
  4. You are gearing up for salt production but there is no actual revenue from that yet.

+1 XP if someone figures out how many skywalkers are being made per month.

Economics
The following questions are from the wiki and player-suggested answers Economic Questions

Q: Salt production rates, sale price, and other major factors in the enterprise.

A: Depends on how many salterns you have in place. Relevant facts:
  1. Normal price for salt is 650 ryō per kilogram. It varies, but that's a reasonable average under current market conditions.
  2. Salt production rate is roughly 2kg/day per 10'x10' saltern as per @Inferno_Vulpix's post.
  3. There will be a 15% fee paid to the distributor per sale.
  4. There will be a 50% bribe processing fee paid to the Merchant Council per sale, in order to keep them from hassling you your sales permits in good order. This will obviously be on the gross, not the net of fees.
  5. Total income for the day is therefore: 2 kg/saltern/day * 650 R/kg = 1300 R/saltern/day - (1300R * 0.15) - (1300R * 0.5) = 455 R/saltern/day
  6. These numbers are based off natural evaporation and assume optimal conditions; actual income will depend on evaporation conditions (weather, animal attack on salterns, etc). If Akane gets involved then the cost of her time must be factored in.

Mari has said this is a bad idea already and made worse if we actually do go missing imo
Ah, but you see, if we go missing, then it's not our problem :p

The serious answer is that it's currently early April, and adoption tickets don't go out until January. Assuming it takes a full 6 months to learn TH, then it'll still be 3-ish months until the Goketsu Clan gets adoption tickets... and that's assuming that KEI doesn't do something to stall the dispensation of those tickets, like they've been doing thus far.

Either way, we're planning on going missing as soon as Hazou learns THing, right?

  • Haruhisa
    • Ask to be taught THing, and begin immediately.
    • If clan finances won't allow normal purchase (or it Haruhisa is disinterested in cash), offer a jutsu from our clan vault
      • Examples:
        • Bleeding River Impalement (strong Earth Element)
        • Burning Vortex (Fire Element, but easier to TH than it would otherwise be)
    • If Haruhisa is still on the fence, precommit an adoption ticket next time they're dispensed.
      • Write the contract using neutral legalese like "Goketsu Clan Head" instead of "Hazou," so that the contract remains valid if we die by Orochimaru (meta: or if we go missing)
      • In addition to the above sanity check, optimize the wording with Kei, leveraging her Nara-esque expertise.
I'd like to suggest some changes. Offering adoption immediately is likely to backfire as @Shrooms said. What I think the optimal thing to do is offer to let him look at one set of Oro's TH notes while he's teaching Hazou.

We can let him know we have more and dangle the thread for adopting him in the future.

Also I think we should invite Ino to learn with Hazou. This is a great way to get her on-screen more, and Ino is great.

So my suggested edits are:
  • Haruhisa
    • Bring Ino to the meeting. Workshop it in tandem with her, approach the negotiation as a team.
    • Thank him for abortively working on that jutsu - we were able to source an alternative.
    • Ask to be taught THing, and begin ASAP
    • If clan finances won't allow normal purchase (or it Haruhisa is disinterested in cash), offer a jutsu from our clan vault
      • Examples:
        • Bleeding River Impalement (strong Earth Element)
        • Burning Vortex (Fire Element, but easier to TH than it would otherwise be)
      • Get Ino to offer something reasonable too.
    • If Haruhisa is still on the fence, offer to let him take a look at a set of Oro's Technique Hacking notes
      • While he's at the Goketsu estate, of course.
      • In addition to the above sanity check, optimize the wording with Kei, leveraging her Nara-esque expertise.

Well, that's on a -6. If we assume the TN is somewhere between 40-50 (reasonable general assumption given the 10+% progress benchmark if you take "no additional veterancies" to also specify the Complexity being the same as the TN) then Hazou's roll of 63 is getting like 5-8 shifts, and on neutral FD we'd bump that up by... another two.

So yeah, agreed, it's probably going to take more than just a couple more cycles.

We haven't managed to get much information about Sage Mode from the toads so far - have we tried asking Cannai or any of the other bosses?
We did, and Cannai had no clue what we were talking about, and Spider Wife flatly refused to talk about it with Hazou (who wasn't the Arachnid Summoner). Maybe Kagome would have better luck, since he's her Summoner, but I believe that (with as serious as Spider Wife is taking the Dragon threat) if she knew about Sage Mode, she would have offered it to Kagome, already.

2) Speed of the Storm (or similar earth or lightning reflexive alertness buff)
3) Strength of the Storm (or similar offense+defense melee lightning buff)

Backups:
1: Hybrid offense-defense Earth jutsu like Geode Coffin and Earth Kraken's Tentacles
2: Cloak of the Wind God (or similar supplemental Wind RW buff)
3: Wrath of the Storm (or similar multi-hit, long ranged Lightning Attack)

I would be okay with that, but how do we maintain opsec on the Notes, since Ino is right there?

"allude to valuable THing theory notes, gauge Haruhisa's interest," maybe?

EDIT: I also think that Hazou wouldn't have to give those notes up, since Ino would also be contributing to the "pot," as it were.

If we assume that we got ~10% on a -6 out of a seal with TN/Complexity of ~50. Then in the neutral case we get ~7 shifts per roll, finishing in ~8 cycles.

We could maybe work on something easier. Do y'all have alternatives?

The fact we have the notes isn't a Clan Secret. Oro knows about the notes. We can let them both know that Hazou normally stores them on the Seventh Path while they're not in use - implication "good luck trying to steal them"

[ ][Jutsu] The Objectively Correct Jutsu plan

I like this. Wind RW and multi-buff Lightning, especially.

I'm a bit leery of including Kraken, since EJ's post was very clear about how his post's jutsu was intended to serve as examples of what an S-rank jutsu might look like, rather than explicitly what was on offer. But meh, the conditional of "OP Earth AOE" serves well enough for me.

Edit: unvoted

[X][Naruto] Rasengan
[X][Naruto] Professional Arms Dealer
  1. Request the Rasengan
  2. If still alive, but not in possession of the Rasengan, request the Hiraishin
  3. If still alive, but not in possession of the Rasengan or Hiraishin, request a wacky but strong attack seal. Hazou needs practice creating esoteric effects.

[X][Jutsu] The Objectively Correct Jutsu plan

1) Cloak of the Wind God (or similar Wind-natured RW buff)
2) Earth Kraken's Tentacles (powerful AoE Earth-natured jutsu)
3) Strength of the Storm (powerful Lightning-nature melee-fighter buff - works on both MW and Tai)

[X][Jutsu] Peak Combat
1) Cloak of the Wind God (or similar Wind RW buff)
2) Geode Coffin (or other Earth reactive defense with offensive uses)
3) Strength of the Storm (or similar Melee lightning buff)
Backups:
1: paper-control jutsu
2: Anything that enables FOOM on the run. (rapid chakra regen, jutsu discounting, nature chakra detoxification, ect)
3: best offensive water support move that helps both water whip and water dragon bullet.

[X][Jutsu] The Objectively Correct Survival Plan
1) Cloak of the Wind God (or similar Wind-natured RW buff)
2) Heaven-Reaching Pillar (or similar Earth-natured reflexive survival buff)
3) Strength of the Storm (powerful Lightning-nature melee-fighter buff - works on both MW and Tai)
It seems like there's broad concensus on our Oro jutsu, with the big question of "which defensive+offensive Earth jutsu is best for Hazou.

I think that Geode Coffin is definitely the best; certainly in terms of survivability, but also for the sheer flexibility and offensive potential. But I'm hardly unbiased

Earth Kracken Tentacles seems like the worst. It lacks the reflexive defense Hazo needs, and enemies will just substitute away from the first attack, or use skywalkers.

Heaven-Reaching Piller is good for us, and has reflexive defence, but only works in the ground, doesn't break line-of-sight sight, so we're vulnerable to ranged follow-ups, and doesn't have A-rank offensive options. It's good, but not an S-rank goodie.

Did they promise exclusivity to him?
Okay even better, Hazou publicly uses swamp of the underworld and Naruto bends them over his knee for letting Uzumaki secrets slip

Hey so Naruto has been Hokage for a couple updates and we haven't done any treason yet. That seems sacrilegious. How about.... we have some civvies air drop paint balloons on the Hokage tower

[ ][Jutsu] The Objectively Correct Jutsu plan

Upon consideration: I remain skeptical that we're going to level an attack jutsu up to meaningful levels, especially from scratch.

Changing my vote to Faflec's plan, which has Hazou learning a buff jutsu (which tend to be more viable at lower levels).

[X][Jutsu] The Objectively Correct Survival Plan

Side note, we totally need to have Noburi learn Rapid Rejuvenation before we go missing. Combat healing is too useful not to have in our toolkit, especially for Missing Nin.
