Honestly I don't think it's necessarily a bad thing that more people are aware of the potential of EM, as long as we are able to exert some form of influence on them. The Isanese were probably going to trade the jutsu away as they begin opening up, without our knowledge... and then what? This is probably a more favorable outcome than us not testing the jutsu, and in a year's time Hazō hearing of a strange weather event that froze everything around it, while the thread collectively shits its pants about someone having conducted the EM nuke test before we did.
I think it would definitely take a conversation between Takahashi and need to know personnel. His control might still be weak, but if we can we can entice them with some jutsu? (The ones Orochimaru gave us?)

I do think he's a rational actor. I think he would take the da gers quite seriously. Not sure what price or help he would need to enforce EM proliferation.

One possible way to stay within our current compound is to buy the deed off the current Shimura Clan Head. Give him money, farming land (Panglin-cleared makes that a cheap option for us + Fertility Jutsu guarantees good harvest), the research notes to some seals (idk, like Chakdar v1 and some other stuff), and a stripped down copy of Orochimaru's notes (lacking the personal messages between him and Tsunade, so we don't die by Sunny and/or Snuncle).

If Asuma's true goal is to tie the Goketsu closer to Leaf, then toss in an olive branch to Asuma. Have our ninja work on joint-clan missions that we don't normally work with. Like Shino's Clan. Like the Hyuuga --helping out Hinata is on our list, isn't it? Maybe offer to train a sealmaster for the Uchiha or something.

We've made that Compound ours. It's our home. From aqueducts, to the reinforced walls, to the sanitation project, the Koi Ponds, to even the Beautification Project that's in its infancy. I'll be damned it I let Asuma steal our home out from under us without a fight.

Pretty sure he at least want the Goketsu ninja to be nearer the center of power instead of at the outskirt.

I'm not under the impression that Asuma is really going to be willing to compromise on this, and if we try to resist and keep the property then he'll pressure the Shimura to make their claim regardless of what we might offer.

I'm also not under the impression that this is an issue that is really worth fighting over. Ultimately all those things we've built are just that. Things. Yeah, we put a lot of effort into them, but they can ultimately be replaced. New koi ponds can be made, new buildings constructed as needed, etc. Home is where the heart is, and the heart of Goketsu is its people.

We are being given a new clan compound inside the walls at no monetary cost, aside from whatever we need to spend to make changes, and so long as it has enough room for our people then it will ultimately be fine.

The goals of this plan are a little opaque to me. Can you clarify what outcomes you're hoping to achieve?

I'm concerned that we aren't Asuma-checking these actions. Mari isn't to know anything happened.

@faflec, does anyone know about EM nuke? We used it for salterns with Naruto.

Is it just me thinking that the shimura state thing is fabricated to make us relocate?
Also better check the ocean currents on that ocean patch, icicles keep for a long time when there are a lot of them together. It may easily reach the coast.
And on the physics of the ongoing thermodynamic catastrophe, I've done no numbers yet, but I would expect it to accelerate in intensity as cooling the ground increases the downdraft. Also, every drop of condensed air increases the effective envelope of the EM bubble. As time progresses, it's less of a sphere an more of a pillar reaching the ground, while on the ground the base expands following the terrain.

Hazō approached Akane on the rooftop of the… Shimura estate's main building. She'd moved a few of her garden's pots and planters behind a set of tarps to protect the plants against the freezing wind rolling in from the west. Now, she squatted near the edge of the roof, looking out into the hellstorm.
Wow, the imagery. Not our roof. Not even allowed to use EM to warm up the plants anymore.
"Yes," he said. Akane didn't look at him, but she curled herself tighter into a ball and he could hear the sound of her spirit breaking. No, her spirit had already broken today, and Hazō had come to grind the shards to dust.
Asuma has burned through all trust, huh. How would Hiruzen rate his son's decisions?
"He wants you to see him now," Hazō said. "He'll ask you some questions, probably, then you'll be mindscanned. He wants to make sure you didn't teach it to anyone."
Could he have a different motive? Most basic concern would be to have more to rely on than our word.
"Wait!" Hazō said. Akane turned to him, expression dull, and Hazō's heart ached at the thought of giving her another order at a time like this, but he had to. There were secrets that couldn't be leaked, even now. "The mindscanner," Hazō said, "Asuma said they would be discreet and avoid clan secrets, but other Yamanaka in the past said that they don't always control what they see. Can you keep them away from our secrets?"
Thought it would be better to think of pink elephants than what needs to be hidden?
She'd known that she would be interrogated once she was done speaking with Asuma, but she was relieved that she wouldn't be turned over to the T&I facilities they'd used to scare the younger Academy students into line.
No comment on the Asuma conversation. Interesting that he did not have noteworthy, tailored things to say to Akane. Wrote us off as a monolith?
There were three ANBU, all male (or, if any were women, they were women with tall frames, bound breasts, and impressive voice-changing seals). The one with the owl mask gestured at the three of them.
These have to be Asuma's most trusted operators. Who would he pick to safeguard EM?
"And once that's done," Owl said, "I'll read your mind."
Has this Owl shown up before? If they have, we know they are Yamanaka.
???:
Akane (Resolve): 68 - 10 (mindscan already initiated) - 20 (third secret) - 20 (???) - 6 = 12
Owl (PMT): ?? + 6 = ??

Owl wins hard. He pulls his punch so as to not inflict any unnecessary mental damage, but with a victory of that scale, it's hard not to say that something happened, so Akane takes the Mild Mental Consequence "Mind-Walked All Over". Akane is Taken Out and Owl continues his search. He doesn't look for anything beyond EM, but hey, the mind is a tricky, twisted place and sometimes you find things you weren't expecting to see. The secrets she's already rolled for are safe. Overall, Akane won this encounter.
Oh no, the YOUTH hazard has breached confinement!

Good to know for future secrets. Too much to hope, but if reading Akane's mind helped Owl grow a conscience, no complaints here. Yamanaka probably made training against that after the first defections.
"Lord Hokage, what exactly happened, if I may ask?" said Lord Aburame.
Do the Aburame usually go first in meetings? Feels like a thing.
"This was an accident, caused by a sealmaster who I have already spoken with," Asuma said. "The matter has been dealt with among the relevant parties."
No heads up? Not the kind of thing to let go without compensation. Worth trading behind the scenes benefits for Asuma to publicly tie his reputation to ours. Not so easy to take his ball home if it makes others in his favor question the weight of his word.
Asuma cut him off. "The matter has been dealt with among the relevant parties. I am aware of the full details and will be taking the appropriate actions at my discretion. Your input is not required."
This standard of accountability is unacceptable and needs to be overcome in a postnuke world.
The assembled clan heads rose and streamed out of the room. Ino paused to catch his gaze. She raised an eyebrow. What's wrong? she seemed to ask.

Hazō closed his eyes and shook his head. When he reopened them, Ino had already turned around to leave with Shikamaru and Chōza.
This hurts.
"And you'll accompany us?" Hazō asked.

Asuma shrugged, then took another drag on the cigarette. "If I can without people putting things together, sure. We'll work out a story. Akane, you might need to take a week-long chakra beast extermination mission in northern Fire or something. It ultimately depends on how the clans react to this storm situation, and how long it actually takes to wind down. Otherwise, Goat, Owl, and Panda can escort you to verify it."
Deflated. Coming down from a victory high? Chilling but fun read!

Only way I see Isan isnt wiped off the map is if Asuma uses Technique hacking to create a less dangerous version of EM and then sells it back to Isan as if it an improvement. Asuma can sell it as a thank you for providing EM to Leaf in the first place or for their war contribution. Maybe that will induce them to see EM as an outdated jutsu.

This is actually a fairly good idea, If all people care about is the "improved" version of EM which cannot create nukes, then the original EM won't be used.

We need to suggest to Asuma that he should do this.

I bet Asuma warns some ANBU that he's going on a top secret mission with Hazou. If Asuma dies, then we'd better be able to honestly say that we had nothing to do with it... and even then, we might get killboxed for not dying to protect our Lord Dictator like a good little child soldier.
This would of course be a suicide mission. The only question is how do we prevent the whole Clan Gokētsu from feeling the fallout of "your previous Clan head caused a sealing failure twice in a row, one of which killed our beloved Hokage and three Jonin at a time where Leaf was already low on firepower" for the next X generations.
We fake our death and stral the Monkey scroll. We then train Akane in summoning. We can then either sign a contract with Emma or use the scroll to help trade for the squirrel scroll. We then use Noburi to funnel chakra which lets us continue to FOOM. We use Hazō's S-rank sealing skills to equip the rest of the team to take over Leaf
And Enma will agree to this why? He's been allied with Leaf since whenever Hiruzen got the scroll, if not longer.
More likely, Enma will "accept" Akane, tell various Leaf aligned Summon Clans about what's going on and then deliberately sabotage us while leading Tsunade right to us.

It's like you don't bother to model any character as a person.

Two things:
1. There is no Shimura Clan head. There's the descendant of a clanless quasi-adoptee of Danzo Shimura. Right now we don't know of that's the self-proclaimed Shimura that Ami installed as the KEI vote holder or whether that boy died in the war. Or maybe he didn't die but the designated inheritor is someone completely different for whatever reason.
2. This would go directly against the between the line wishes of the Hokage. And they were deliberately unsubtle between the line wishes.

I like several parts of your plan but I don't think testing in the same place is a good idea. Right now it is officially considered a sealing failure. Doing it again there would make the likelihood that people deduce it isn't much bigger. I also don't think that now is the time to propose weird experiments with EM. Nor do I get why we would want to do that in the first place.
