1 CP adults are called civilians. They need that CP to live, and cannot spend it on anything without immediately dying. It's possible that some of them are Academy washouts, though only from the first few years of its cirriculum: once they start learning chakra they are not allowed to wash out. It's unlikely that any Academy washouts still have the ability to grow their chakra reserves through Academy methods: there's a reason they start on it so young.

I thought that civvies actually had less than 1, since Neji said Noburi had "barely more chakra than a civilian", but I suppose the system doesn't account for fractions :V

How do we know if Harumitsu is ready? Also, we should let IC knowledge takes over for beginner seal project. We can suggests to the QMs ideas for beginner projects, but we should let hazopilot guide project selections.

When are you planning to do the mission? What is the team composition beyond two chunin?

I think stealing is riskier than building a working relationship with the Wakahasia clan.

Probably in the next couple weeks. And I'm thinking just add Akane or Noburi to the squad would be fine but willing to hear suggestions

I'd add
  • Bringing Akane seems prudent since Hazou's intent is that the scroll is for her, and she's a strong combatant.
  • Yuno has worked well with Akane in the past, and she's an excellent wilderness guide and tracker.
    • Additionally, Hazou's considering swinging by Honey to investigate the natural resources Orochimaru's notes mentioned. Yuno would likely be good for this. Kagome would too, but if something goes awry with the mission, Hazou would like the comfort in knowing at least one person in Leaf can continue investigating the Great Seal.
  • Noburi would be helpful for moral support and diplomacy skill, the versatility of water element, and having an additional Summoner present, plus distributing chakra. However, he's perhaps the most valuable person in Leaf at the moment, Asuma may not be keen on him going.

  • Go talk to Sasuke
    • Bring what Mari considers a reasonable proposition for going into business together.
    • Ask him about that advice on being a clan head he offered.
    • Ask about pre-Kurosawa Uchiha. It's strange but nice knowing we have ancestors in the village.

Added most of this, just cut the Honey part. Hope that works for you
 
[X] Hot Air Balloons and Hot Air Blown

  • Arrange for hot air balloon (using paper lanterns as inspiration) research with the Skyslider research team
    • Suggest using waxed spider silk, should we have enough, for the balloon, since it worked so well with skysliders, and animal oil for the fuel.
  • Talk to Keiko about her clan's history, as suggested by Shikamaru
  • While there, inform Shikamaru that you are in the process of pursuing that which he asked you to warn him about.
    • Prior: Make sure that informing him won't interfere with any of Mari's plans re: changing laws for necromancy reasons; if needed, they can work with each other on that.

Can we get a check with Mari to make sure informing Shikamaru wouldn't interfere with her plans of getting laws passed and all the other prep work that she wants to get done before we break into hell
