So what are people thinking for this plan? We should probably put off summon recruitment till EJ's next chapter. I'm not sure what we need to do for planning for the Otter mission but that's probably important. Don't want to burn time waiting till can update great seal since limited time till Otter mission so don't want to burn that. Could focus on getting a toad to dog territory since even if we don't go on Otter mission would let us go on summon rushes. Hopefully y'all all have more ideas!
It is likely a boring meeting but we need to give our input for the Otter Mission and False Flag missions. We were asked to contribute our strategic mind to the task with Shikamaru. I'm with Paper, we should pretend to be Sand and attack Rock rather than the other way around regarding the False Flag mission. That way we aren't potentially wasting manpower on an ally if the ploy fails and the operation is still useful either way.

Regarding the Otter Mission, we should suggest the roles needed rather than who should go, and then list people who fit those roles. So I'm thinking the necessary roles are:
1: Combat Spec (duh)
2: Social Spec/Infiltrator (for coaxing info out of locals without giving away ninja-ness)
3: Tracker/Scout/Anti-Ambush (for locating the Scroll and any useful locations our intel gives us)
4: A Hyuuga and/or Sasuke for detecting the Scroll's chakra signature.
5: Probably another Combat Spec tbh. This may be filled by 2-4.
6: A Summoner. This also might be filled by 2-5.

I agree with this. Six is probably a good number if we use skywalikers/skysliders to reduce traces left. My primary concern -- which is addressed here -- is that we have both someone to avoid engaging with enemy ninjas, and someone specialized in actually finding the scroll once we've narrowed down the location somewhat with the social spec's help.

Turn Harumitsu. It could even potentially uncap resolve since we'll be in the Hagoromo clan compound and will have to steel ourselves against subtly mocking them or falling for their own subtle mockery. It should certainly work to uncap deception and empathy. More importantly, it gets us closer to having the knowledge to pull off cool plots to undermine Lord Hag's power and replace him with someone who's less of a prick.

It shouldn't even be that hard. The Hagoromo have done half our work for us already; the kid has no support network and is already an outcast in his clan. All we have to do is give him a support network that actually cares about him (thus uncapping empathy).

I still think there is merit to giving her combat stats but I am ok with this too and would rather this than not buy anything with her XP. Also technically this is a combat stat vs genjutsu, though genjutsu seems pretty rare

  • Nara
    • Discuss Otter/Sand strategy with war advisors.
    • Sand False Flag Operation:
      • Hazou thinks it's a bad idea.
        • If ploy fails, Sand might join Rock instead. Additionally, we're weakening a weak ally further.
      • Instead of committing false flag against Sand, try performing false flag against Rock, posing as Sand?
        • If ploy fails, operation is still valuable because it weakens our enemies. If successful, we can retreat into Wind Country to bait Rock into invading.
        • There's less risk of turning an ally against ourselves.
      • Preferably, no false flag at all. Jutsu and clan techniques are distinctive and would identify us as Leaf. Similarly, it's challenging imitating another village's signature abilities. To get Sand to deploy, we could offer food deals or money. The Scroll, even.
    • Otter Hunters - Stealth Option
      • Necessary roles (some may overlap):
        • Two Combat Specs.
          • Suggestions: Yuno, Akane, a Summoner like Kei or Ruri
        • Social Spec/Infiltrator, for coaxing info from locals without giving away ninja-ness.
          • Suggestions: Mari, Yamanaka
        • Tracker/Scout/Anti-Ambush, for locating the Scroll and any useful locations our intel gives us.
          • Suggestions: Hazou (if he can acquire Summons), Inuzuka
        • Hyuuga or Sasuke for detecting the Scroll's chakra signature.
          • Suggestions: Neji, Motokazu, Sasuke
        • A Summoner.
          • Suggestions: Hazou, Kei, Neji, Ruri
      • Possible concerns:
        • Inuzuka dogs, Hyuuga eyes, Aburame glasses, Summon Scrolls are all distinctive. Perhaps team could be granted ANBU masks to hide byakugan?
      • Additionally:
        • Hazou or Mari should stay to help run Goketsu, don't send both.
      • Mission Outline
        • Travel to Summoner's last known location.
        • Retrace his journey north.
        • Collect local intel.
        • Locate Scroll.
  • Ruri
    • Optimize with Mari, Shikamaru, Asuma (if Shikamaru approves)
    • Pass on Kei's messages.
      • Subtext: Pangolins visiting Condor is a trap for Condor resistance and their informants may be compromised/fed false info. They can't know Kei passed it along.

[X] Training Plan Akane: EM Nukage

[X] Action Plan: Hope for the Best, Plan for the Worst

Shrooms, do you think it's worth adding some Harumitsu turning in there to try out the new experiment & uncap something? Maybe something like this:
  • Spend an extra hour with Harumitsu in the Hag compound.
    • No active manipulation, but keep an eye out to see how Harumitsu acts around the others, and if he seems like he could use more of an accepting family.
    • Celebrate his infusion with chocolate!
  • Resolve not to tease any Hagoromos (*cough ancient hags *cough) or bring up other battles while there.

I have a few thoughts:
Pros:
  • That sounds like the sort of thing both authors would like to write
  • It's pretty big-balls to make fun of the Hagoromo on their own compound
  • fuck da hags
Cons/Concerns:
  • It sounds like the intent is to start shit with the Hagoromo or have them start it first, if we're trying to improve resolve. I'm concerned about intentionally aggravating them, and I'm also concerned Hazou's presence at their compound will make them bully Harumitsu more. I understand people want him to be alienated so he's more loyal to us but that's pretty fucked up in my opinion. I don't want to intentionally draw him more ire, personally.
  • I'm not really sure this does actually improve resolve. Maybe, since like I said it is kind of big-balls to make fun of someone in their own home like that, but on the other hand Hazou did it with ease last time he was there, so I'm not sure it actually tests his limits.
  • I don't know what kind of endgame we expect out of this? We're not going to get Harumitsu to leave his clan, they won't lose their only sealmaster willingly (there's weirdness here - the Minami had to appeal to the Hokage to leave the Hyuuga but Snowflake seemed to think it was trivial to leave the Goketsu. I dunno all the rules.) He's already pretty loyal to Hazou, if we want info out of him it probably wouldn't be hard to Social-spec it out of him with like empathy or rapport 30. And he's not going to be able to give up clan secrets pretty much no matter what.
Overall, I'm not opposed to a Harumitsu scene being included, but I think it needs some refining.

I'd suggest Anko for social spec/infiltrator.

...assuming that's a thing she is. Do we know what her specialization is?

I am not happy with EM training plans that don't explicitly say how to do it non-suicidally and unobserved.

Even if you think Hazō doesn't need a justification scene to tell Akane to train it, raising it blindly will end in her dead.

I agree, but I don't think it's strictly necessary for this cycle in particular, since EM 33 is not enough to create a nuke unless maybe if we skywalk up to the top of the troposphere, which we have no reason to do IC. I'd approve of setting those security measures into place now so that when we do hit nuke levels we have those procedures already entrenched, but even if we put it off until next time we won't accidentally ourselves.

Personally my ideal version of 'turning' Harumitsu is becoming a genuine and unconditional friend to him such that, as he grows into his own as a talented sealmaster and powerful influence in the Hagoromo Clan, he becomes - our dastardly plan activating - predisposed to think kindly of us! And then, we use our insidious machinations to encourage and support his self-confidence, giving him the strength of will to stand up for what he believes in, slicing a wound of treachery deep into the heart of the Hagoromo!

But no seriously, even if we just cruise from here Harumitsu will likely refrain from supporting the Hagoromo faction that hates our guts, and the more we encourage and support him and treat him like a genuine friend the more of a pro-Goketsu influence he'll have over the Hagoromo. We don't need to change his ideology to Uplift or steal him away or convert him into a saboteur, we just need to be genuinely good to him and the rest writes itself.

Does anyone have a handy link or description of the EM nuke? I thought it was point-source cold front that made a kind of toroidal tornado, and maybe had some side effect of liquid oxygen being very flammable and the liquid gasses freezing things, but the way y'all are talking about nukes and craters makes me think some More Advanced Science Shit is happening.

edit: some spelling

I don't have a link on-hand, but there's no genuine nuclear power involved and I don't think it'd leave a crater. EM Nukes are basically a combination of liquefying the air (boiling point -195 C or so) into a liquid nitrogen flood and - due to the air suddenly turning into a liquid and falling - vacuum-driven windstorms replacing the air and allowing more liquefication to happen.

The effect would honestly be mediocre if used in a short burst, but EM also increases in duration as you level it and by the time we can EM Nuke it'll last for about 7 hours after casting. This takes it from 'kinda wild but situational at best' to 'very very scary if you happen to be a static target'. It's the sort of thing I could very easily see destroy a moderately-sized village and cause tons of damage to a major Hidden Village (though we don't have exact fluid dynamics calculations to know how correct our intuitions are), and it's just a moderately expensive jutsu so while it can't be spammed it can be used multiple times at once and doesn't particularly need anything special to set up.

Honestly, I'd love more of Harumitsu on screen. I think he adds an interesting dynamic to things, and just being able to be nice to this kid from another clan who needs it while at the same time advancing our own goals is really nice.

We are literally talking about something where if Akane does things in the wrong place she might end Leaf and if she does things in an insufficiently private place people might observe CO₂ deposition and thus end all of humanity and where we fully intend to walk up to potential Grues and the solution is to talk to your girlfriend about the massive world-shaping responsibility you might be giving her and even if it ends up not working or Akane is too upset about it to ever use it shouldn't you have checked first?

Doing the training without the bare minimum of precautions is a really, really, really bad idea. If this quest ends because people build a nuke without thinking it's worth spending 50 words to put into the plan to make sure it goes with a bare minimum of precautions, I really don't know what to say. There will be a new word in the dictionary for people who militantly espouse the importance of ritual dances to ward off bad jujus but don't think it's relevant to tell someone their hairdryer is actually a nuclear weapon, I will assure that.
