Actually, quick setup hot air balloons in combination with skysliders can pretty much obsolete the use of skywalkers for strategic scale movement. That's a very good call, Kiba.
 
@Oneiros' plan, with some major changes.
  • Heavily modified the Kagome section. Focused it, removed redundancies, and removed suggestions for what to do if Honoka is/isn't endangered: I'm sure it's something Kagome would and wantto do himself.
  • Removed suggesting using Noburi to check children for the potential to be ninja and using the Gouketsu school to demonstrate better early-childhood education.
    • The former because 1) yuck let's not rope Noburi into time-consuming assignments where he'll be sent outside the village randomly without our input and 2) yuck let's not draw even more attention to the Vampric Dew.
    • The latter because 1) we're teaching civilians, not ninja, whom no-one cares about, 2) it was open for less than a month, I don't think we have any credible results.
  • Modified the "use Hazou as a bridge between Leaf and Mist" to be more in-line with what I think @Oneiros and @Inferno Vulpix had agreed on in Discord. Does that work for you two?
  • Expanded on using the Seventh Path for trade.
  • Added reasoning for sending Yuno along with us.
  • Added my (cursed) Condor Scroll section.
On a slightly separate note, the hivemind seems way too fond of clauses such as "If X, do [the obvious f(X) thing]. If Y, then do [the obvious f(Y) thing] instead". It's only slightly better than "helpful instructions" such as "do things that are reasonable".

    • Submit Ebisu's findings and suggested reforms.

      • Bonding with potential future clanmates.
      • Cultural education. Mist would make Leaf look better in comparison.

    • The Condor Scroll. (Do only if Mari's fully on-board with playing this role.)

      • You suspect a deal could be made for indirectly moderating Pangolin aggression or covertly providing Condors resources in exchange for powerful jutsu/summoning contracts. But that'd require a skilled negotiator as the Summoner...
        • (Don't venture Mari's candidature explicitly unless Asuma asks for suggestions.)
    • Submit the idea of using Seventh Path for trade and communication.
      • Requires 2+ cooperating Clans. Each sends representatives to all other involved Clans, and gives representatives' contracts to their Summoner. This essentially connects all involved Clans and Summoners into one instant-travel network.

      • Does Mist have a Scroll? If yes, should we negotiate for involving them when we're there, for inter-village trade?

  • Regularly socialize with Clan Head peers. Game nights, spars, casual dinners. Focus on those you haven't interacted much with, such as Hinata, Shino.

I assumed it was because Akane wanted to have a conversation along the lines of "there's this distance between us since our break up because you feel guilty and you need to know that you have nothing to feel guilty about" or "I see that you're beginning to make the same mistakes with Ino/whomever that you did with me, and as your best friend, I want to stop this stupidity from happening again."

Further, I don't think Akane realized it was an Out-moment at first. I think that she thought Hazou was mocking her by comparing their situation to something that she didn't understand. Some obscure bit of knowledge/trivia that her clanless upbringing didn't expose her to. Yeah, she knows Hazou better than that, but Akane also spends a lot of time with "Clans are Evil and Cruel" Haru. If she's in an emotionally-charged moment, especially one where her insecurities might be vulnerable, then she might be more apt to think this. Especially because she's a young woman who's speaking to her male best friend who is also her ex. Whom she left because his ambitions are beyond her. So a moment of imperfect-Akane is acceptable, considering the circumstances.

I suspect that if Akane realized it was an Out-moment, she would've been visibly aggravated, but that she would've tried to wait it out and then had the conversation once it passed. I'm willing to bet that she went to complain to Mari (because honestly, mocking Akane like that isn't really like Hazou at all) and Mari went to Kagome and Kagome was like "Yup, classic Type C Outer Influence there. He wasn't mocking you, he was comparing your situation to the geography of the Out. Or trying to, anyway, and doing a really shoddy job of it --poor kid's constrained by such a limited vocabulary."

Then Akane felt annoyed at Hazou, guilty at her annoyance because Hazou can't control it, irritated at Hazou for getting infected in the first place, ashamed because she wasn't able to recognize the signs of an Out-moment from someone she knows so well, embarrassed because she didn't have the patience to wait it out, ashamed of her insecurities that caused her to think so poorly oh Hazou, helpless because this kind of thing has happened before and when-will-it-ever-stop, and then a whole other bucket of emotions relating to whatever it was that she wanted to talk about initially that involved something as serious as their initial break up.

But that's my own speculation. I have an in-law whose personality is a little like Akane's, so that's whom I'm basing this idea off of. So I might be wrong.

As the Mizukage's nephew, you could serve as a symbol of the Mist/Leaf alliance, as long as both Kages cooperate. Does Asuma agree? Should we check for Ren's agreement?
I'll ask again: What are the actual ramifications of this? Are we expected to become Leaf's liaison to Mist xor wander between the two countries xor something?

It's a way to turn this into civ quest with Mist becoming more closely tied to Leaf. We might want to be careful about how we go about it, others might think we're second guessing our loyalty to the Leaf or that we've been spies this whole time if we do this wrong.

Humans aren't simple beings, whatever most of modern media might depict. There are always emotions bubbling below the surface and there are a thousand and two different biological, mental, and emotional pressures for any given action we take. So there would be more than mere "annoyance," especially if that ex was also your close friend and being deliberately cruel was extremely out of character for that friend. There would be hurt and confusion and betrayal. So you go to the person who's always helped you out: your mentor/mother Mari. And then things are explained. Hazou was having a mental episode from an illness that you still don't really understand. Then queue the aforementioned emotional roller coaster.

I think that everything I've said is entirely plausible, given what we know of Akane's character. Maybe a bit much? Well, her circumstances are a bit much, aren't they? Besides, it would explain why Mari and Kagome are suddenly so on-guard about Hazou's Out-Infection. They were calming down because it seemed like Hazou was getting better, but then something this drastic happens and it has them back to full-watchfulness. They would know through Akane herself.

Please clarify what this means in practical terms.
If I understand @Inferno Vulpix and @Oneiros correctly, it just means that Ren and Asuma will agree to refer to Hazou/the Gouketsu in some situations as proof that Leaf/Mist cooperation is a good idea.

On reflection, I find the idea very vague still. I'll remove that item for now. @Inferno Vulpix, @Oneiros, could you expand on what this is supposed to entail?

Also @eaglejarl I know it's too late to change but was wondering. Considering we are allowed to do one ami-style training per IC day (at least for velorien updates. I don't know if you use a different approach) is there a reason why below
Ami-style training XP: 0 The top option was "Teach Lee basic social skills". You tried, it had no effect.
we only tried one ami-style training instead of 7 over the 7 day update?
 
@eaglejarl, @Velorien, @OliWhail, what is Yuno's status in Leaf? From a legal standpoint, I'm guessing she's just a random missing-nin. Practically, Leaf needs her cooperation to use her as a lever to take over Isan. Is she allowed to leave Leaf whenever she wants? Alternatively, is she essentially a prisoner only allowed out with an escort and for short periods of time?

I'm still... cautiously on board with PotO Hazou, provided that Vel enjoys writing it. He's giving it a fair shot and, if Vel finds that he doesn't love writing it, then I'd automatically be swayed against PotO.

Besides, this most recent chapter makes me wonder if Out Hazou would have that impact in his personal life. I mean, Out-Infected isn't PotO, so it might solidify/evolve into something beneficial, but now I'm also worrying that Hazou's personal life will suffer. Because PotO might mean that he goes in the opposite direction and becomes scarily-insightful and frighteningly convincing. And anyone who can stare into the depths of your soul without consent and then use that to convince you to their side is... unnerving at best and traumatizing at worst.

I'd be okay with your plan, though. It builds roads for it Vel decides he doesn't want to write Out-Hazou (which is completely okay and more than acceptable. He's given it a fair shot when he didn't particularly have to and I respect him all the more for it.) and it would also allow a PotO Hazou to have a normal-self to bounce ideas off of, in addition to his family... though that might negatively feed back into a diminished social life...

...I'm starting to see a lot of potential problems with PotO, especially because we don't know much about it. The what if's are so very tantalizing and so very terrifying.

It's a little vague on my end too, but here's my thought process:
  • Both Asuma and Ren are invested in keeping the Leaf-Mist alliance strong, and Ren in particular we know has internal detractors against the alliance.
  • Hazou is a Leaf-nin with blood relation to Hana, a Mist Jounin in good standing, and Ren, the Mizukage.
  • It seems very plausible to me that Asuma and Ren should be able to leverage that fact in their respective powerbases to encourage support for the alliance or mitigate opposition.
  • It also seems plausible that Asuma and Ren could achieve more potency with this tactic if they have an explicitly cooperative Hazou and tacit permission from the other Kage to strengthen the alliance in this way.
  • As such, we can offer our explicit cooperation to Asuma on being a symbolic bridge between Leaf and Mist, and pass on our explicit cooperation and Asuma's tacit permission to Ren, so that she can do the same. In my estimation this should not take much political skill from Hazou to properly execute.
  • As for what Asuma and Ren choose to do with this, and what they ask of Hazou in accordance with it... I doubt Asuma would send us on diplomatic missions we aren't qualified for, and I doubt Ren would go so far as to make us an ambassador to Mist, but we might find ourselves asked to go over to Mist now and then or somesuch. Since I see a fair amount of interest in getting Hazou involved in international diplomacy, I think this state of affairs won't trouble people much, and it would serve as a good way to get our feet wet wrt international diplomacy before we've grinded up the relevant skills.
That's more or less my thought process on the matter. It's still a little fuzzy here and there but I think it should be able to work out.

Mm-hm. I see what you're getting at, but I don't think it'll be very effective; or rather, that Hazou offering his explicit cooperation would have much value. If there'll be an instance where Hazou's involvement would have non-negligible positive impact on the alliance, I expect Ren/Asuma to proactively seek him out regardless. Knowing that the other Kage would cooperate on this is a subcategory of knowing that the other Kage is interested in keeping the alliance, and I'm sure they already know each other's stances on that.

A better way to achieve the same result, with regards to the alliance, would be to schedule some kind of regular formal function that requires one village's ninja to travel to the other, or something along these lines. A glaring reminder that they're friendly with each other now.

A better way to achieve the same result, with regards to getting involved in diplomacy, would be to proactively ask Asuma for permissions to travel to Mist to do X on a case-by-case basis; he has proven he'll be willing to cooperate on that.

Maybe training in the Iron Nerve? I doubt that it would work, since bloodline secrets are so closely guarded, but it's a thought

  • Isn't food frequently transported via storage scrolls anyway, and therefore stays fresh? The "Meating Mist" interlude comes to mind.
  • Mist/Leaf trade is undoubtedly a well-explored topic IC, Hazou's autopilot is unlikely to provide any novel insights.
  • Inter-Clan trade, and trade between Clans and Leaf/Mist, isn't something we can speculate about, since we have no working Scrolls at the moment and no detailed information about other Clans' situation.
 
Honestly we should work with the chivalrous organization for trade deals. Especially since the Oyabun has access to his own summoner

I have no idea where you get the idea that food are frequently transported via storage scrolls.
