I had the mental image of Hazou recreationally optimizing the households of his compounds. You know, making sure every (eight-family) household has a cook, someone who can read, someone who's good at talking to ninjas, etc.

If we want Orichimaru's help, for him/us to be seen by others to be helping, or want him to get him better conditioned to helping us/the village, we (with Mari and subsequently Asuma approval) should see about (a) getting him to contribute a plague and (b) getting him to send his snakes to biting Rock in the rental area.

His motivations/benefits would be additional test subjects and to experiment in the wild with one of his plagues, as long as he has a high enough confidence interval the plague would be self eliminating. His only instructions would be to ensure Leaf has plausible deniability and that it should not be able to harm Fire (not just Leaf) ninja or civilians and should not need any period of quarantine longer than a month.
 
There was talk of lowering the age requirement for voting too since most of the clans have young clan heads and it feels like useless bureaucracy. Should we add that to politics bullet 2?

Also, I'm somewhat worried that us trying to grab the dog scroll away from the ninja that Asuma has decided is the best fit will make us look really bad during wartime.

It's true that the dog scroll probably won't affect this war, but making the decision to put ourselves above the interests of the village at this time isn't ideal.
Only Naruto is effected by the voting age because he lacks an adult clan member to act as his stand in, no one else has this issue so the clans can vote just fine. Not to mention that most of the underage clanheads are all around our age meaning they're nearly 15 anyway. I don't see why any other clans would care about the voting age at this point so it just sounds like a waste of time to push.

As for the dog scroll, the only interest the village itself has is having an active summoner. Beyond that it's purely clan interests on who gets it. Not to mention that you're right in that the scroll won't matter by the time the war starts, meaning the village and most of the clans could care less at the moment. It's the perfect oppurtunity to get it, and sure it's a sneaky way to go about it, but it's also fair and we're ninja. This kind of thing is just par for the course.

One point that likely isn't relevant but should be mentioned:

There is no knowledge of the germ theory of disease in the EN. People have noticed that if you use the blankets / clothes / etc of a pox victim then you are likely to get the pox. (Substitute other disease as appropriate.) There are multiple theories about why:

*) The spirits of disease require the sacrifice of their victim's possessions in order to be appeased; passing those possessions on to someone else will anger the spirits.

*) The imbalance of humors that caused the illness happens when your breath carries too much of one humor (usually the Soul humor, as it's the only one that lacks visible presence) and this humor becomes imbued into the victim's blankets and clothes. Anyone in close contact with those things will absorb the excess humor, thereby putting their own out of balance.

*) Illness is a curse that follows anyone connected to its victims. Hence why the family of sick people are likely to become such, and owning the possessions of a sick person is a connection.

I think you have also said before that this theory is not even necessarily incorrect in the EN.
 
Probably not common knowledge.
Point of order: they're probably referring to plague spirits or something equally mysterious.

Tangential point of order: We actually don't know if the mednin superstitions have a basis in reality or not. It could simply be oblique references to germs and whatnot, but its possible theres a sci-fi/fantasy reason in universe that makes this a sensible thing to believe.

I wouldn't be surprised if most chakra related weirdness is chiefly caused by "Literally a simulation" or "Nanomachines, son!" at the end of the day anyway.

Honestly speaking, I think we should postpone resolving the Shimura Estate issue. It's not immediately pressing issue because nobody is incentivized to make an issue about it in the short term, and we're already handling a huge number of other actually pressing issues; I'd like to resolve some of those first and then tackle the Shimura Estate issue.
