So I accidentally hit post before I was done editing, but here's the highlights of my plan:
  • Implement's Roomba's Narrative Hijack plan
  • Meets our three adoption candidates and evaluates fit
  • Consults Aburame and Inuzuka for chakra beast farm help.
  • Does politicking for temporary clan adoption increase.
  • Tries getting the Dog Clan to only accept Goketsu Summoners
  • Implements Ami's suggestions.

We'll win if we help out the adoption candidates with their particular problems even if we don't end up adopting them. The THer in particular needs help or she'll die of alcohol posioning within a year or two. Technique hackers is a valuable village resource.

I'd like to give the clan council (at least the adults) the benefit of the doubt of being rational. Although after the whole threaten Hiashi fiasco I'm a bit unconfident in my social modeling.

Maybe. At least this time if they don't think of it as brainstorming, we'll just look indecisive, instead of treasonous.

    • Also while we have her ear, how likely does she think it would be for the Pangolin to give special dispensation to teach their techniques to specific individuals? What would we need to do for them for this?
      • He is, of course, talking about all the Jounin of leaf but I'd willing to work on a case to case basis. A stronger leaf is important and we could trade it for more power for team uplift. We also give Kei total veto power on any deal.
    • Thank her for all the help she's given with dealing with our mental state. It has been super helpful
  • Clan heads
    • Have an informal meeting with all the teenage clan heads
    • We would like to bring a proposal to the clan council about expanding adoption oppurtunities
      • With the losses Konoha has taken we need more ninja who can perform at a peak level which clan training can provide
      • Plus no one would be taking a tax hit until we got back up to pre-collapse levels
  • Adoption targets [doesn't need to be on-screen]
    • Schedule a dinner with each of them individually
    • Goal is to get to know them and see how they interact with the clan, determine willingness to get along, ask Noda if she'd be willing to wait a year for the adoption to go through if we covered her expenses/debts and helped her recover, etc.
  • Figure out the whole Shimura estate deal
    • Talk to Asuma if he'd be the one to talk to about that, etc.
      • Point out that the estate was not in use and the one we bought before was not, in fact, a legal sale.
      • If Mari suggests it, we can push for getting the state free, otherwise, just ask that our payments toward Orochimaru's estate instead go to the Shimura one.

We have recently mailed the Akatsuki an invitation to swing by Leaf and try and negotiate things. If things go very well we may even be able to cooperate with them to enforce peace on the world for at least a little while.

We do not want to make them our scapegoat, if we want to cooperate with them.

How is the "no tax hit" supposed to work, exactly? FMPOV the clans that were hit (so, mostly everyone we're talking to in this section) are gonna lose on a lot of revenue due to having lost a fuckton of their ninjas/tax money, and the other/minor clans are gonna benefit due to having been relatively unaffected. Is this something we're supposed to artifically introduce to keep the status quo; how are we signing off on the Minami or Sarutobi on this?

Other:
  • There ought to be a thing on pushing getting Kagome working from home. I do believe he's going to snap at some point unless (and even then) we are actively moving to get him out of the sweatshop.
  • Mentioning Jiraiya's cache in the Swamp of Death might be a good idea. He's probably got all sorts of notes on the local wildlife, and...at the start of the quest, Keiko noted that the chakra monsters were acting as though they were running from a predator (probably Jiraiya); there might be ideas on how to herd them properly.
  • At some point I would like to see us keeping track of our thoughts the way Ami suggested, but that's just me.
Also, minor nitpick:
Should be spelled "negotiate".
 
It sounds like if we go the bioplague Rock plan we are hoping that'll stave off war from all other nations for enough time for us to Uplift fast enough to change the status quo such that another world war is against everyone's best interests?
Main reasons Leaf hasn't already ushered in a chakra Uplift revolution is ninja civilian prejudice, needing to devote so many ninja to military, and everyone else gaining up on you when your revolution gives you so much power. Bioterror, if it works, can help relieve ninja manpower. Goketsu influence can deal with prejudice. But the ill will we gain from it will make everyone gaining up on us a problem. Jiraiya never said why Leaf couldn't convince the other nations to copy the revolution approach instead of ganging up on Leaf in that hypothetical situation, but I imagine there would be some reason.

In my view, Yuno is the only other contender. Hopefully we'll manage to go around the current adoption limit, but if we can only adopt one other person and it isn't Yuno, it should be Kaiyo.

Did we actually contact Akatsuki? I remember there being talk about it but I don't remember if it was ever executed or not.

Damn, I type stuff slow. Same suggestions as what I gave to Cariyaga above, and also a request that you run things by Mari as per usual.

TBF she's a non-functioning alcoholic from what Noburi's reported (no missions in years), and I'm not entirely sure she's even capable of doing technique hacking the way we want right now. At the very least it'll take months of work to get her back on track, and I'm pretty sure adoption slots will reset by then anyway.
 
Let's consider it from purely a capability perspective:

  • Haru adds firepower, which we have plenty of, plus lighting jutsu which increases lethality for Mari and Kagome.
  • Aya adds firepower plus genjutsu, which isn't something present in our generation.
  • Noda appeared to be an experienced chunin or higher, plus she has skills in TH, which is something that NONE of the clan possessed in any manner.

As Professor Geralt of Riva might tell you, you don't want to be limited to a screwdriver as a mechanic. That's why he had swords for both monsters and men, crossbows, poisons, magic, etc. Both Haru and Aya looked more of the same.

If I were to rank adoption, I would pick Noda, Haru, and followed by Aya.

All Leaf's sealmasters got conscripted after the Tower went down and took Leaf's seal stores with it. The only reason Hazou isn't stuck there too is he has a verified sealing injury that makes it unsafe for him to produce seals.

  • This has probably been addressed before, but is a 'seal printing press' which scribes designs not viable? Why?
Specifics are unknown, but seals are apparently very finicky and the brushstrokes are required. It's probably possible to create a seal printing press, but how is currently unknown.

  • How do we go about proposing seal ideas?

Also, seal idea:
Projection Screen Seal: 8 tags define two equally sized quadrilaterals A and B, A projects an image of the light B absorbs.
Limitation: All 8 tags must be placed on a single, connected, object.
This seal could be abused to create an invisible 'box' for the user to move around in, however, moving the surfaces is unwieldy, and the illusion quickly falls apart at close range, when something 5 yards away suddenly shifts to appear only two yards away. With the use of skywalkers however, such a seal can be used to conceal the bottom face of a skytower, allowing attackers from above to strike near invisibly.

We should not use Akatsuki as a scapegoat unless we clear it with them. It's possible that they could act as World Police.
 
Oh yeah @Cariyaga @Oneiros With Konoha's spy network shredded it might be prudent to reveal we still have some of Jiraiya's spy notes, however less-than-valuable compared to his full spy network. It'd raise us in the eyes of the clans, get us resources to get the spy network going, and possibly net us some goodies.

I like most of the plan. I still don't agree with the pangolin jutsu stuff and teaching the jounin will just mean their clans will all know it but I'm sure Keiko will shut down that train of thought anyway.

For the love of god don't vote for plans with the belief that the NPCs are going to nix part of them as part of your reasoning.

@eaglejarl: earlier you said the clan has almost no revenue right now. Did you not include any money Kagome is currently making from the sealing sweatshop, or is he not being paid?
