The process was "attempt to draw a seal 50% faster" until we got it once, then we had that permanent buff for producing that seal faster. The mechanics side of it was rolling our calligraphy for that seal with a minor - significant malus dependant on how much faster we were trying to go.
This is incredibly stupid for anyone who doesn't have IN, which is why other people stay so slow. It makes sense for us to do, since we're mostly drawing the same seals over and over (sky tower quotas, skywalker quotas, infinite explosives)

Tax rate for all ninja is 80%, with the first R42,400 (i.e. annual subsistence income for a ninja) not taxed. See below about refunds for clans.
What's the tax rate for civvies? Could we route our money making schemes through a S̶h̶e̶l̶l̶ ̶c̶o̶m̶p̶a̶n̶y̶ civillian company who buys a plot of land out in the wilderness from the Daimyo (maybe with a loan from the Nara? 1 degree of seperation so people can't accuse us of being corrupt something something), then has us clear the land? We buy the loan from the Nara for a fair profit, buy the land from the civvies, perhaps with more desirable land inside the walls for their business? Maybe putting our compound to use? Then sell the monster free land in a clan head auction, the Nara and Keiko helpfully saying how valuable the land is.
The nice thing with this plan is everyone wins, we just win more. More taxes for the tower/clans from the farmed land means they're incentivized to support the scheme. The fact that it boosts quality of life for everyone involved is just a side benefit.
Edit: The final step would have to be done through the civvies to avoid the 80% tax huh. Maybe keep it in their name then adopt the civvies afterwards? The rules only frown on adopting ninja after all.

Verifying a Blank
If you created a blank and you want to know if it is accurate or not you can attempt to verify it. In-universe this simply involves looking at the blank closely in good light for a long time, searching for anything amiss.
Mechanically, make a Craftsmanship (Calligraphy) skill check. The direct roll result is secret; you will only be told either "you found an inaccuracy" or "the blank seems fine."
You cannot attempt to verify someone else's blank except via cheat codes.
Attempting to verify even the simplest blanks takes an hour, although you can move up or down the time ladder as per usual, although only one level in either direction. You can invoke Aspects as usual.
You can attempt to verify a given blank as many times as you want.
Sure, you can do that. (Check the rules for exact mechanics.) Of course, the only way to know if you passed your roll is to either verify the blank (which takes a minimum of half an hour) or infuse the blank, which will go very badly if you failed the roll.

As a general rule, I favor simple rules for actions. Everything except the title counts and the count is always whatever Google Docs spits back when I paste the text in. Never trust a Creationist when they talk about climate change. Always use the friggin' Oxford comma. And so on.

It's 200 miles to Nagi Island. It's unclear that the pangolins can be that far away from Keiko, and also if they can keep up with ninja running for 10 hours. Also, a lot of the trip will be over water. Or are you suggesting that she go along?

Its two elements per skywalker, so 4 elements per pair. He can scribe 12 elements per hour so 3 Skywalker pairs per hour.
4ish hours a night every other night per month is about 4*3*15 =180 skywalker pairs. We might have to bump that up to 5ish or so depending on the demand, which gives 225. Thats enough to balance out the monthly skywalker tax for two and a quarter of their sealmasters.
I expect us to have to trade this for their chunin sealmasters' time. If they have Jonin sealmasters, they are likely already doing this in house.
I think Shikamaru would see the value though. Whats the time of one or two of Shiori's secretary rivals compared to two-ish of his Kagomes' ? We can even pitch it as good job experience for them.
E: I did the above calc in "Skywalker pairs" since its ambigious whether Skywalkers refers to a set of two elements or a pair of the same.

Not to linger on this too much, but this is actually a super big deal if we can pull this off.
We get to roughly double the amount of our logistical manpower with two decently competent but not super OP Nara working full-time work weeks with us. We might be able to bargain for some extra stuff there too at a lesser scale (20 hours of one of his Journeyman tier [better than Noburi but not Tsunade or Kabuto] mednin , to spend healing retainer's families and associates , charity work, etc. or something else).
Shikamaru is happy with us, because we have just freed up two of his Kagome's spare time. They are less unhappy if they are already working backbreaking hours to meet the tax burden of the Nara Jonin or for themselves. They can work on projects for themselves or the clan , or kick back and nap. We have also given two of his competent but average-ish clanmates jobs that will give them good experience.
Half of the thread will be happy, because we are getting tangible shit out of the Nara.

I see no way in which this could go badly. You should absolutely do that. I'm sure it will all turn out well.The classic method here is "get the civilians to sell their land to you, which makes the civilian land clan land, which means they don't owe taxes to the Daimyo anymore. Keep taxing them, but at a lower rate than the Hokage does. Hope the Hokage has bigger fish to fry than you pinching a single acre of chakra-beast infested hellscape somewhere in the boonies."

You know that update makes it look like the village's founding laws are there to keep the wealth away from the Clanless so they're wage-slaves without too much time to train or too much to spend on good equipment.
The Merchant Council system stops them from becoming successful entrepreneurs with their skills, the 80% Tax Rate stops them from building up capital to live off and the No Violence Against Civilians law could be selectively applied to stop them from extorting civilians while letting patron Founding Clans get away with the same thing with political pull or regulatory bullshit.
As long as the Merchants don't have chakra and the Clanless don't have money neither are able to act as political forces to threaten the Clans.

In addition, any Clanless that become powerful enough to shake up the system (full Jounin) are inducted into the Clan Benefits system with attendant UBI and tax advantages, so they're incentivized to perpetrate the system instead of opposing it, and those below them are given a goal to aspire towards that promotes the overall strength of Leaf.
Of course, the lot of a clanless ninja is still much better than that of virtually any civilian, even highly wealthy civilian merchants.
Rural Civilians = Third Worlders, Subsistence Poverty
Urban Civilians = Wage Slaves, Middle to Lower Middle-Class
Clanless Ninja = Highly Paid Professionals, Doctor/Lawyer-level pay
Sealmasters, Jounin, Non-Founding Clans = New Money
Founding Clans = Old Money
Petty Nobility are higher than urban civlians but lower than Clanless Ninja. The Daimyo holds significant wealth for a civilian but would be unable to match the riches of even a single Non-Founding Clan.
