It's supposed to be adjacent to the Hyūga, so it's a pretty swank area. I believe it's been shown that your gate lets out onto a reasonably large street and there are shops across it. I don't know that we've given exact walking times to Hokage Tower, but those would be deceptive anyway -- ninja can move on the rooftops where there's no traffic and they can run 20mph. Leaf is huge for the times but it's not that big in square area, so a ninja can cross it pretty quickly.

Walking time is still of relevant for anybody who's not a ninja, such as Uchiha cousins we'll be adopting in.

Now, is it true that the first nation to heavily emphasize infrastructure-related ninja missions is going to win the everything? Probably, as long as there aren't any civilization-ending wars, chakra-enabled plagues, etc. That does not mean that anyone in-universe recognizes that fact. If you still find that unbelievable, ask yourself this: Why are the real-world developed nations not throwing money at space development and nuclear power? NASA has been a 7:1 profit center for the USA, so why are they on a shoestring budget? Nuclear power is safer and more efficient than fossil fuels, so why didn't it become the norm decades ago? Thorium reactors generate less waste off of more available fuel than uranium reactors, so why are uranium reactors the standard?5 Jimmy Carter put solar panels on the roof of the White House in 1979; why isn't the USA running a nigh-100% renewable-energy economy?

Bigotry. Cultural blinders. Unexamined presuppositions. Powerful interests that enjoy the status quo and don't want it changed. Politicians who work for their donors instead of their constituents.

Oof. Thanks for the reminder that the real crapsack world is us.

More AMI training because why not:
Convince Naruto to join/become Keikos fan club.

Travel around town exclusively using hiding like a mole for a day. If you have to interact with people act like a shy mole would.

Alternate between doing headstands in the Goketsu hotsprings and a bucket of ice water while meditating. If anyone inturrupts you scream about unlocking the mangekyo frozen skein

I thought everything are inside the wall?

I don't think the Forest of Death would be inside the wall because serious chakra beasts galore. Perhaps the farm region is somewhere on the outskirts and bumping the size of the circle up fits that in comfortably. IIRC there are walled farm sections in the interior somewhere.

Leaf has two main walls; one inner, one outer. Outer encloses the farmland surrounding Leaf.

There's nothing from preventing the city proper being inside yet another wall.

We should ask Ami for a favor to get Keiko out of the deal with the Pangolins without screwing over Noburi's relationship with the Toads. It is absolutely something she would be willing to do, because it helps her sister, and it helps her, because we will have to give her access to Jiraiya's notes on the 7th path.

The only difficulty is accomplishing this in secrecy. Long conversations with dangerous Mist operatives on the compound followed by the Goketsu making strange moves might be frowned upon.

Why on earth would it be strange for us to talk to our step-sister?

I disagree in the strongest terms possible on involving Ami, the person whose standard operating procedure is "manipulate everything", with anything resembling a summon, or a summoning scroll.
The less things Ami is involved in, the better.

Because our step sister is a dangerous Mist operative. We nearly caused an incident by trying to send a wedding invitation.

EDIT: For some reason it doesn't let you use the quoted messages tool when editing.

She wants our clan to have disproportionate power in Leaf, because we will help Keiko. She will be in control the whole time, she will wind up getting more out of it than we expect, and we will be enormously uncomfortable, but she won't screw us over. That would erode the value of an Ami favor.

Ami constantly manipulates her right and left hand, just to be sure about their loyalty.
Ami works by manipulating everyone she meet, even if she doesn't need it, because at a certain point she went the Ryugamine way of changing the world.
She will keep her end of the deal, and she will also try her best to manipulate everyone that isn't Keiko to make any asset under her control, because this is what she does.
Giving her more people and places to manipulate is a extremely foolish thing to do, unless we need it one hundred percent and we have no other choice.

@eaglejarl @Velorien @OliWhail The QuINOA document answered "Q: Has Noburi scheduled and met with Kabuto regarding Summoning/SC interactions with his bloodline; if so, what were the results, if not, when will he?" with "A: See infopost in threadmarks.", but for the life of me I cannot find the infopost it's referring to. Could one of you (or literally anyone in this thread) show me where this thing is?

She's also outside of her place of power and in a city where she is viewed with a decent amount of suspicion purely by being a foreign-nin.

Ultimately, it's not like she's going to be here for years and years to build the sort of power base she has back home. In Leaf, she is merely a very competent individual and an extremely potent resource that happens to have interests that are (seemingly) roughly aligned with our own for the time being.

Also, it's not like she's just going to go away anytime soon, so we might as well make use of her while she's here lest she leave us with a mountain of dumpsterfires to put out with nothing to show for it on the Gouketsu side of things.

I liked your post because you have good reasons and are making good arguments. I still think we should leverage Ami as an asset, but you are right that she will try to manipulate everything. We need to protect ourselves.

Mari should be able to act as a buffer.

In cannon, he spent all of Naruto's hard saved money on booze and women. In a couple of hours.
In that case, there may be plenty of room to decrease our monthly expenses, just by adopting a frugal lifestyle.
The 400,000/mo. can't have all been going to the mortgage; some of it went for food and drink and so on, and we can economize.

400K is our mortgage+renovation. The QMs hadn't yet decide which of that is our mortgage or the renovation.

Oh, i'm not against the Leaf side of thing(That ship already sailed), i'm against introducing her to the 7th Path in any way, shape or form.

[O] Proto-plan/Idea collection: A Headache With Scales and Claws
  • Talk with Mari
    • <something about how she tried to manipulate Keiko>
    • We want to resolve The Pangolin Problem in a way that keeps Keiko and Goketsu stable. Can we talk with Shikamaru about this OPSEC-wise?
  • With Shikamaru
    • Explain the situation with the Pangolins. Keiko wants to stop enabling genocide.
    • Accept any input he has. Suggest some ideas - she might not want to ask him, but he could order her as Clan Head to break the deal. She can then honestly say she had no choice in the matter. Makes sense as she's switching allegiance.
    • Invite him to brainstorming session.
  • With everyone (Mari, Akane, Keiko, Noburi, Kagome, Shikamaru, Tenten??)
    • We're going to come out of this with a solution to the Pangolin.
    • Shifting blame.
      • Seventh Path is obviously important. Balance here - military strength from Keiko's tessera is immediately important, but so is long term utilization. (OPSEC aware @Shika, Tenten)
        • We want to trade with other summon clans and use Seventh path as a market.
        • Moving things around quickly on both Paths through chains of Summoners.
        • Ensure alliance with Toads and Snakes.
      • What won't torpedo our chances at future Seventh path dealings?
        • Blame it on Jiraiya.
          • Reasoning: He was the sealmaster supporting this operation, he was the base of power for our clan, and we can no longer actually make the supply with our newfound instability.
        • Blame it on Hazou.
          • Reasoning: He'll only be clan head temporarily, and is internationally known for his naivety. We can actually state the reasons for cutting them off (preventing weaseling), and perhaps retain some Goketsu relations once Naruto takes over.
        • Blame it on Leaf.
          • Reasoning: With leadership decapitated, we can no longer sell military supplies on pain of high treason. Pangolins should understand what it's like to have annoying superior officers.
        • Blame it on Nara.
          • Reasoning: The deal was initially with the Goketsu and Goketsu sealmasters. Since Keiko is now a Nara, she is being ordered to drop the deal for interclan conflict.
          • Leaves the door wide-open - as soon as Noburi can use the Toad scroll, we can resume trading with the Pangolins.
    • Dropping the deal gracefully.
      • We apologize and act sympathetic. We're only dropping the deal for matters beyond our control, and the deal never had an explicit timeframe anyway. In lieu of such an agreement, we have to choose now.
      • We give the last shipment free. We have enough money in the bank to survive for a couple months, and good relations are more important.
      • We offer some other noncombat seals with the last shipment. Surely a storage scroll full of food will be useful.
    • Fallout effects.
      • Pangolins will struggle to hold the territory they have for long. With the last shipment, they might try to alpha-strike an enemy so they can't retaliate and reclaim territory.
      • If they have to cede land, the Pangolins might decide to burn as they go - killing all current inhabitants to ensure that they don't come back to harm them.
        • Possibility: give the Pangolins just enough monthly so that they can retain land? This way they can't expand, but won't hurt the current inhabitants as they're still useful.
      • Pangolins getting counter attacked and wiped out by enemy nations with a bone to pick isn't any better. Can we enable their defense without enabling their offense?
    • Future Seventh path dealings.
      • IMPORTANT: Before the Snake scroll is decided:
        • Send an envoy through the Pangolins to speak with the Toads. Offer our condolences. One of Jiraiya's children will be taking up the reins of Toad summoner soon. Could you offer any guidance on learning summoning/is there anything you want us to know?
        • Once Toads have been confirmed as potential Goketsu allies, send an envoy to the Snakes. Offer our condolences. Offer to meet in a diplomatic setting.
        • To the Snakes: We want to become exclusive with you. You'll accept only a Goketsu summoner.
          • Why? Multiple Goketsu summoners leads to huge trade advantages because in-clan trade is unregulated.
          • We can offer them seals to support any goals they have (and they might be feeling a lack of support on the Human path right now).
        • Hash out a deal.
      • Enact the MAD plan, where we supply seals to several Seventh path nations according to requirements we set, so that each Seventh path clan cannot defect.
      • Supply Pangolins and Toads with storage seals for economic purposes. Suggest some ways they can use these to improve productivity.
      • Supply Pangolins with food. Have Pangolins and Noburi collaborate to drain and murder chakra beasts across huge swaths of land (possibly deforesting them for farming in the process?). We collect the bounties on the beasts, and the Pangolins get huge amounts of meat (that could keep forever in storage scrolls).
      • Salt markets on the Seventh path?

This is a compilation of all the ideas that I've heard thrown around for dealing with the Pangolin situation and our various goals for the Seventh Path. Hopefully, some of this can be refined into a plan that addresses the situation fully. Ping me if you want to add anything to this collection.

Changes made: Blame Hazou as an option, included the original MAD plan.
