I hate to be a drag, but you should probably format them similarly to the jutsu already presented on the rules doc; it'd make it easier for the QMs to integrate into it.

On which note: @eaglejarl @Velorien @OliWhail is there any preferred format for seals?

Gust of Wind Seal

This seal generates a non-propulsive (it does not act on the seal itself, though residual wind from its effects may cause it to float away if unsecured) cone of wind (approximately 60°) sufficient to knock an attack off course. Other than not acting on the seal, the wind functions as one might expect. The effect originates from the center of the seal, and the seal itself is relatively-unaffected by folding, functioning so long as the center portion is flat.

(Yes, this is very explicitly me creating a seal that Jiraiya probably shared with Konan.)

If something is placed over it while it's active, it functions partially, creating wild fluctuations in the air around the object to no combat-effect, but not causing a sealing failure.

Against ranged weapons and some jutsu, this seal provides a malus of -AB (either user's sealing or opponent's Athletics, depending on whether y'all want it to be dependent on the sealmaster's talent or for the Gust of Wind's power to be static). If circumstances dictate, it may provide other bonuses (for instance, it could provide a half aspect bonus if used on someone else to push them

It may be used off-turn if a supplemental action is explicitly prepared for its use.
 
While you're at it, dear players, we need suggestions for seals. Note that you are working behind the veil of ignorance -- you might be getting the seals or your enemies might be.
Some random seal ideas with little thought for viability or exploitability:

Earth Pillar Seal: when activated, extrudes a 50cm thick pillar of chakra construct stone at a respectable speed.

Electrocution Seal: sends an electric current into whatever they are attached to for some period of time. Touching the object is harmful but not lethal.

Whirlwind Seal: rotates all air within 10m of the seal clockwise around the seal at high speeds.

Rolling Seal: When placed on a round-ish object, makes it roll forwards at high speeds.

Glue Seal: When placed between two objects while active, makes it impossible to pull the two apart.

Sun Seal: Emits a bright light, but only when it's day.

Footstep Seal: When placed on ground, applies periodic force indistinguishable from human footsteps.

Repulsion Seals: When both are active, they repel each other when they get too close.

Is there any reasons for Hazō to learn or discover physics and mathematics?

Given the embryonic nature of sealing research, we may or may not find synergy in having Hazō learn those abstract concepts.

I'd just like to make a general suggestion to remember that the vast majority of seals are meant to be drawn in ink on paper. I feel that's a significant limitation that should always be addressed in 'what this seal is doing'. How are you attaching the piece of paper to whatever (if it needs attachment) and why isn't the piece of paper being knocked away or can't be easily batted away by another party?

    • Keiko is also right: we need to stop digging. We are in a better position now and don't have to rely on bloodmoney.
      • Keiko is right to be concerned with the Pangolins' expansionism and is correct that it is at odds with our philosophy. Her description was worse than we imagined.
      • It was Hazou's idea to trade for Skywalkers afterall, so the blame rests partly with him.
    • We want to bring the issue of the Pangolins up to Jiraiya at dinner(See below: Pangolins)
      • Remember: last time we had an issue with them his insight was sufficient to solve it quickly and to our satisfaction.
    • Offer emotional support to Keiko as needed and sincerely thank her for bringing this to our attention

Afternoon:
  • Training from Hell: Day 1
    • We spar with each other.
    • Ask Mari to cast (subtle) Genjutsu on us randomly while we are sparring.
      • We try to spot the subtle inconsistencies and are quizzed on them later.
    • Kagome randomly tossess training explosives at us that we need to dodge as well.
      • Nonlethal, obviously
    • Hard Mode: Do again in a lightly wooded/forested area
      • Touching a shadow (temporary or otherwise) means you die!
      • Kagome traps the area beforehand.

Evening/Dinner:

  • Talk with Jiraiya
    • Pangolins
      • Talk to Jiraiya about the Pangolin's expansionist tendencies and how this might present a problem for us
        • Obvious morality issues with supporting them in this.

          • Some anti-Pangolin alliance of summoners coming for Keiko.
          • Breaks any remaining OPSEC on Skytowers.
          • Destabilizing the seventh path.
      • Analyze the situation
        • How much of this is likely one or two zealots in Pangolin High Command?
        • How much of this is Pantsaa?
        • Is this normal for summon clans?
          • What do the Toads think?
          • Do the Toads have any leverage here?
    • Training
      • We were promised "some tricks", we'd like to discuss possibilities within the next day.
      • Ask if Jiraiya himself could spend an hour or so a day training us.
        • Otherwise can he help us design some Training from Hell
      • Shadow Clones
        • We suspect the Shadow Clones transfer memories (Itachi vs Naruto).
        • Can we learn this, and use it for better training over the break?
        • Noburi's bloodline gives effectively massive chakra reserves.

      • Hazou has a thousand ideas for improving Leaf as a whole and the clan's position specifically.

  • Hazou and Kagome research Casino seals
  • Hazou gives Jiraiya an organized packet of seal blanks for every seal he's ever seen (with any supporting background info).
  • Hazou makes a decent amount of storage seals (replace damaged ones) and explosive tags.

I would be happy to vote for this if it has Hazou explicitly stating we want to prevent an invasion of the Hyenas or other clans, and pointing out the leverage we have over the Pangolins as a means to affect the outcome.

Suicide Seal: Will kill the user if they are not from the Goketsu clan. They are indistinguishable from other seals.

I'll chew over a way to fit this in when I figure out who stole the spoons out of my cutlery drawer.

I'll do something to the effect of what @Cariyaga just posted. Or "Hazou is considerate in approaching this emotionally charged situation."
 
Also, I have to say, (and not entirely related to this update) it's really endearing that Keiko knows Hazou's expressions second only to her sister's.
 
I find it interesting that everybody seems to be assuming that the inherently passively defensive insectivores aren't the least belligerent clan. The Summon Path may well be just as or even more crapsack than the Human Path.

Sure, it could be. I was assuming we couldn't do much in that case, and hence it wasn't worth thinking about, but your post about shipping in food supplies is a good counterxample. I will note that, IIRC, the toads' social interactions are less obviously militaristic than the pangolins.

Can they? Honest question: they've overrun the Condors and are currently rampaging through the Hyenas...that's a lot of ground they've gotten. They probably won't go as quickly without us but that doesn't mean they can't continue expanding, albeit more slowly.
Taking ground and holding it are very different. the Pangolins now have a lot more territory to defend, and even with the relaxed breeding restrictions presumably it'll be quite a while before they have a new generation of soldiers raised. They were probably more willing to push for so much territory given that they have skytowers for watching borders + "peacekeeping".
 
Not sure if you're continuing the 'what is Henge' joke or if you're asking. Just in case, it's because the game involved her transforming into things to move without having to walk, which was a really clever and amusing idea that was a great window into both Ami's personality and how she became a highly skilled prodigy.
