I don't think this is actually true. It would do wonders for getting it into people's minds that we have potential, but that's a far cry from actually being revered as some sort of legend.

Maybe that's actually what you're trying to say here. I just want to ensure we collectively have realistic expectations.
There are three reasons why we might get people to start thinking that. First, I'm pretty sure that the Sannin were the only other Genin squad to get the top three slots at the Chunin exams.

Second, we are going to cheat. Kindly ask the Yakuza to have people offer drunken toasts to the new Sannin if we get the top three slots.

Third, we go for a slightly lower goal. Get them to call us Ritoru Sannin. Google translate assures me that means "Little Sannin." Someone with actual language skills should probably find the correct word.

Don't get me wrong -- I think this is a wonderful idea -- but how again are we going to get Jiraiya to teach Hazou Foot-In-Mouth "OPSEC-breach is my middle name" Gouketsu a secret, forbidden jutsu in the next month?
Appeal to his greed for the top spot in the tournament?

e: That is to say, SC farm would make it much easier to hit that top spot for the clan as a whole.

SC farming is hardly conventional, to be fair :p.
It is by our standards!

e2: Oh, also, we can point out that he broke opsec on something much more important if he tries to bring that up. :V

I prefer that to be well earned.

Disagree. At minimum, we can spend xp on Awareness, investigate the competition, get a fresh seal loadout (maybe convincing Jiraiya to give us some fun toys to play with), and ensure Keiko, Noburi, and ISC (in that order) can also gobble up their low-hanging fruit. All of these are conventional strategies and all of these should have relatively outsized effects.

After that we hit diminishing returns, so I'd be more amenable to spending time elsewhere or pursuing higher variance strategies..
We are actually almost completely in agreement. Those are for sure the minimum level of preparation that we should do. With that level we have fairly good odds of winning the tournament. However I think that if we want to craft a legend that we are already the second coming of the Sannin we need to pull out all the stops in preparation. If we stick with the conventional strategy we will just top out at people who in 5 years will be a threat

Ask nicely and provide a rational and convincing argument in favor?

We could even swear to not use it except for training or an immediate Life or Death emergency and I think this would be acceptable.

Strobe Light Seal Mechanics suggestion:

This seal lasts one minute upon being activated, and creates a bright, flashing light that makes it hard to focus on it or what it's attached to. It penalizes ranged attacks (both ninjutsu and ranged weapons) by -Aspect, and melee (both ninjutsu and taijutsu) by -1/2 Aspect.

I completely disagree here. Not only is that simply not the case (just imagine the fuel Hiashi would have with rankings: Hinata, ISC, Rando, Gouketsu), but Leaf isn't the only village we would gain to impress. "Easily top of their cohort -- no contest" is very different from "made Chuunin by the skin of their teeth, even if it was their first year."

Put another way, if you continuously exceed all expectations, people will start to wonder where your limits really are. Merely "well above average" doesn't get you that level of awe and respect.

Not saying we should train to the exclusion of other opportunities -- we can certainly take time to lay groundwork for future politicking -- but I strongly disagree with the notion that some free time to socialize in Mist now is worth anywhere near as much as the opportunity to shine in the exams.

Do you imagine even people of middling importance like Ami would even bother to give us the time of day at present? Sure, we can sow inroads with younger generations or work in the background with the Yakuza, but that can only get us so far without an inordinate amount of effort. Effort that could be spent furthering our reputation such that eventually, maybe, instead of having to be crafty and continuously work hard to even be taken seriously, we are invited to partake in negotiations, and people expectantly look to us for our input as a matter of course.

The alliance is more important than the results of this exam, or the next five exams. It completely rewrites the geopolitical balance of the world for many years to come. If there is a way for us to help make it happen, or get better terms for Leaf, then that is absolutely orders of magnitude more valuable than researching Alertness boosting seals or whatever.

I don't want to fuck around talking to Yakuza or random genin. I want to explicitly ask Jiraiya if there's anything we can do to help him on this front, and then do what he says. And if that involves Hazou making nice with Kurosawa elders whom he hates for how they treated his parents, for example, then we're going to stay in Mist and do that. Anything less is willfully sabotaging ourselves.

And while winning the tournament would indeed be nice, I'm strongly opposed to sacrificing all other considerations in favour of pursuing this mirage of power and recognition. You think anyone invited Naruto to any negotiations because he punched Gaara really hard in the previous exam's finals? Impressing people by smacking around other Genin only goes so far. I guarantee you, for instance, that revealing Hazou as the creator of Skywalkers would do more for his reputation than any tournament placement. That is what we need to be looking at if we really want to be taken seriously.

I don't disagree -- I just don't believe there is such a thing we could do, except win the tournament. Sure, we can ask Jiraiya, but would you care to bet on the outcome beforehand?

We are not built for politics. We would weigh Jiraiya down if we tried to involve ourselves at the big boy table.

Of course, if I get to phrase that question the way I want. His answer is going to be "Marry Ami.".

On a related note, meeting with our former clans is something we'll be doing no matter what according to Mari and Jiraiya, so I assume we're going to be staying in Mist for at least a few days. Might as well make the most of it, even if you think training in Leaf is more optimal.

The one time we actually played politics it worked out incredibly well. In Mountain we played the long game. Acquired the scroll legitimately. Which basically made Kei their messiah. We also managed to cause a coup to install a new leader who was more friendly to are goals.

Clearly we are terrible at politics

And just like another messiah, they tried to kill us first. :p

You will notice that I did not say we are not capable of poltiics. I said we are not built for it. Nobody on Team Uplift is well-rounded enough socially to participate in politics, and we cannot count on being kept together to cover for each other's weaknesses.

I don't actually think we should bother with the travel, so long as we can get one of Jiraiya/Kakashi/Gai to stick around and train with. If we're concerned with OPSEC while training or researching, we can just run a few miles out into the middle of the ocean and create some 5sb platforms or whatever.

Hmmm if we only knew of secret clan techniques that could make up for these handicaps. It's to bad we don't know someone who used to be the heir of the clan that had these techniques.

I'm concerned with opsec because some of what we're planning to research could be Skywalker-tier innovations. Thinking about @Jello_Raptor's Alertness boosting suit here. No matter what we do, we're still in hostile territory, potentially watched by an unknown number of bullshit sensors.

Keep in mind that sealing research is very conspicuous, and requires significant facilities to perform safely; ones difficult to build on 5SB platforms over the ocean.

Which, I suspect, would take at least a month of training specifically dedicated to that, and give around a +3, the same as it gives toward physical.

(Incidentally, I think that if we had started this quest with Fated to Die in place, Iron Nerve would give +Aspect, not +3.)
