Essentially just thinking out loud here:

So our current goal state is "leave the exam as powerful-looking chunin with a leaf-mist alliance as soon as possible so we can get back to looking for Naruto". And that means we want to
  • Reach the tournament.
  • Minimise the number of events.
    • Either get Ren in a strong position so she doesn't feel a need to drag it out
    • Or hospitalise/stressquit/kidnap/whatever all but 16 candidates.
  • Get Leaf and Mist to get allied.
    • Both Jiraiya and Ren should already be in favour of this due to Leaf and Mist's sudden relative weakness to the other villages
    • So the reason it hasn't happened yet is...? Mist hardliners messing stuff up for Ren?
      • Making nice with our clans probably won't help. Us hating them isn't the problem, so us liking them isn't the solution. They care that Leaf got their bloodlines and secrets and we betrayed them. I don't see an easy fix other than "J hands us over for execution".
      • That in mind, can we weaken their power so they can't interfere with Ren?
  • Can we do any "looking for Naruto" during the exam? Can we do espionage to steal Mist's intel on Akatsuki, for example? Or hire Yakuza to find leads for us?
Assumptions were made. Check stuff with Jiraiya before taking any actions so we don't repeat Hot Springs. Etc.

Rather than "Reach the Tournament" I would characterize our first goal as "get at least one Team Uplift member promoted to chuunin". This will be easier if some of us reach the tournament, but it's not strictly necessary; nor is reaching the Tournament sufficient. The Exam as a whole is being watched and graded all the time. In theory a sufficiently awesome performance during the other Events could get a promotion even without reaching the Tournament, where as even reaching the Tournament means nothing if you don't show chuunin-level abilities doing so.

I also think you're missing a goal. We want to create bonds with other Leaf genin and show sufficiently loyalty to Leaf and the Will of Fire to tamp down at least some of the disquiet about the team's former missing-nin status.

As for an alliance between Mist and Leaf, I think we need not go to "hardliners" for the difficulty. There is a lot of literal blood that has been spilled between the two villages. Remember, Leaf's beloved, universally respected Third Hokage literally died at the hands of Mist ninja less than three months ago. You can see why, "And now we should be friends with them," might be a hard sell. The same on the other side. No matter what their personal opinion of Yagura, all those other Mist elite left an awful lot of spouses, children, and holes in lives behind them. All of this a very, very short time ago.

Finally, I wonder whether 'minimize the number of events' is really Jiraiya's goal. Suppose he has leads on Naruto, but needs more time for them to come to fruition. The clans won't depose him in the middle of an Exam... if he feels like he just needs an extra month and that he can smooth over everything if he brings home the goods at the end of the Exams, then it might be worth the risk.

As for Looking for Naruto....

1. We have teams from many, many villages. While genin don't know much, the collective viewpoint of street level views from all the villages might reveal something interesting?

2. The streets of Mist are full of foriegn ninja, and their remaining elite have all been pressed into duty as proctors to wrangle the kids. That makes it the perfect time for an organization like Akatsuki to try... something. (Or Orochimaru for that matter.) Keep eyes open. Look, listen, think. Read each update three times and parse it for subtle clues. The QMs can't write everything that the characters see and experience, but on the other hand there's something important that the characters actually see and might realize the significance of, then it'll probably go into an update somewhere.
 

Was her mission today going to be the final straw that lead to Hazō's death? Mist and Hot Springs both stood to regain so much face by killing her nephew and his team, and here she was brokering an alliance between them. Would Hana forgive her if she knew? Had Hana ever forgiven her?

The whole chapter points towards Ren wanting to save Hana and Hazou if she can.

A stable alliance between Leaf/Mist or at least Goketsu/Kurosawa would probably help for the exchange of intelligence, hell if Jiraiya would trust Ren he would probably go "Let's get our Jinjuriki back from this fuckers!"

There is some connection between Oro and Mist, the Liberator village was apparently partly run by Mist according to Shikaku, also the Condor summoner is very likely a Mist ninja who wanted to buy the Capybara scroll from the Hinago (who made snake references) and the Capybara scroll was in the hands of a Tea ninja (Marked for Death: A Rational Naruto Quest), so probably stolen by the Hydra Foundation. Points pretty strongly to Orochimaru in my opinion, we might want to remind Jirajya if it's save.
 
What if we took some of the more politically-inclined genin to Mist's memorial monument?
 

Yes? Both in her POV interlude, as well as in Hana's memory of her wedding, Ren is shown as apologetic and regretful of what happened to her sister. She's also ready to commit whatever political capital she has to saving Hazou, should he have been recovered from Hidden Swamp.

That sounds... iffy. I don't think they're going to see us that way, and if they did... That would basically amount to trying to control us through any connections we had before we left. Like Ami was trying to nip in the bud by spurning Kei.

The idea is to encourage them to see us this way. It's not going to be easy, but it's also not a binary win/lose situation for us. The more we can achieve on this front, the easier it'll be for Ren to accept the alliance.

Keep in mind, we're complete unknowns to our clans. We went out into the world as mediocre problem children, and returned as members of the Hokage's clan, summoners, medics and sealmasters. They have no idea why we did anything we did and what our attitude towards them is going to be. For all they know, we'll spit in their faces and taunt them about all the secrets we've given over to Leaf.

I'm fairly confident they're going to be surprised at our friendly attitude, and that already counts for a lot.

How do you think Hazou, Noburi, and Keiko actually feel... putting aside for a moment whatever attitudes you want them to fake for political purposes? What's the truth here?
 
I'd like to also note, with respect to the Leaf/Mist talks, that even if everyone on both sides sees an alliance as necessary, Mist will want to put up a fight diplomatically so that Leaf isn't dictating terms to them. This would include the usual posturing, subtle challenging of Leaf's strength (and thus their bargaining power), and so on.

The hardliners likely aren't helping, but we heard from Jiraiya that Mist was pretty unified behind Ren instead of bickering among themselves like he was hoping, so I expect that Ren could get an alliance fairly quickly if she wanted to, but isn't because she wants to keep fighting Jiraiya for political advantage to get Mist a better deal.

Well, we have some statements straight out of the horse's mouths on this topic. Quoting from chapter 151:

"You know I'm not," Hazō said bitterly. "Everything my mum and I have had to suffer through in our lives is their fault. We had to grow up poor and alone because they were too proud to accept my dad. Because they cast out their own daughter. We were supposed to be family, and they treated us like yesterday's garbage. You'd think I'd have some loyalty to my bloodline, deep down, but I don't. I really really don't."
"I do not expect my family to contact me," Keiko said neutrally. "I have always been a disappointment to them, and recent events have not changed this. For obvious reasons, the Mori are not Mizukage candidates, nor do I expect them to use me for diplomatic purposes without a Mizukage to direct their efforts. I do not possess any secret clan arts that cannot be matched by the expertise of the Nara, and my knowledge of the Frozen Skein is not so in-depth that they should fear its revelation."

"And if they do? Invite you to see them, I mean?"

"Then I shall attend. But there are no real grounds for conversation between us. It has been a long time since my parents and I had anything to talk about, and I do not expect this to change. They are practically-minded individuals, and unlikely to wish to be regaled with tales of missing-nin adventures. Nor do I anticipate them to be significant sources of psychological pressure. Noburi shrugged. "Don't really know what to say here. I don't think I have any exciting problems to offer up. My parents don't think much of me, same as Keiko's. It's not really a big deal. They can ask me about bloodline secrets, and I can tell them that I haven't told you anything special—which is mostly true, since there aren't that many secrets you need to know to be a Wakahisa genin. I know our secret seals, which are totally useless to anyone without a Wakahisa body. I don't know how to make a Wakahisa, and I don't know any special weaknesses we have except for that damn barrel. You don't need to tell me to keep the mist drain secret, or the misterators, or general OPSEC. Seriously not the one you should be worrying about on that front.

"They might suck up to me now that I'm the Hokage's adopted son, but I don't think either they or I are going to take that seriously. We all know I've shamed the clan bigtime, and that they're going to have to pretend I haven't if they want to make diplomatic use of me. That's all there is to it.

Hazou resents the Kurosawa for their decision to exile Hana. It sounds like what hurts him most about this is the implication that his dad, whom he loved and admired, wasn't good enough for them, and that they were willing to turn their backs on his mother over this. He, at least, feels betrayed by what was supposed to be his family.

Keiko only really cares about Ami. Her parents sound like awful people, but it doesn't seem like she harbours any strong feelings for the clan itself, one way or the other.

Noburi is hiding something. Hard to say what, and we really should get to the bottom of it sooner rather than later. I'd speculate that he feels a similar mixture of pride and fear of rejection rooted in his inferiority complex that Keiko does. We know he used to be resentful of being seen as a chakra battery rather than a person, but we don't know how this generalizes to his opinion on the clan as a whole.

That would be his sisters.

I think it's his whole immediate that he worries but doesn't tell us, he had a rather good relationship with everyone who wasn't his father, but that doesn't mean he feels like shit for leaving his clan for ours.

It might be the most probable but it isn't that strong

You can see that he was online earlier this morning just by clicking on his avatar or name. Real life probably happened, or maybe he's having some other issue getting the update out on schedule. There's not likely a reason for worry just because an update isn't out when expected.
