@eaglejarl didn't write the last update, and after the shit they were put through I wouldn't blame the GMs for a second if they just decided, "They want a retcon? Fine, retcon it so she lives through this update and everybody dies in the next."
That would be a really weird thing for them to do and would pretty much destroy any notion that they were operating in good faith. I would expect them to just give up writing before pulling crap like that.

If you're pissed off enough to stop writing then it makes sense to go out with a bang. And letting there be one more voting period before the bang would seriously increase the effect.

I always imagined this quote to mean "keep them at home until their skills are at Jonin-level, and then ship them out".
But note the contrast with "risky invasion mission". Being kept at home means more that they wouldn't be sent into the same level of danger as rank-and-file ninja - at least not without a trusted jōnin team leader to manage risks and make sure they learn as much as possible from the experience. "Is there a tangible risk that they will die on this mission? If yes, don't send them unless you can send appropriate levels of firepower with them."

Being a jōnin in a rational setting is less about having an amazing ability that wins fights and more about having the skill and experience to adapt to any situation - something you can't develop without having been in a great variety of situations.

If we compare with canon, Leaf was perfectly happy to send Naruto on a three-year "training journey" with Jiraiya, without any supervision from the Hokage whatsoever, because Tsunade understood that Naruto was an asset that needed developing, and even Akatsuki was scared of Jiraiya.

Edit:

I am more worried about Mari, she is alone in Leaf with Sage-Jiraiya. Let's hope the 'mighty power of tits' protect her.
Pfft. What use could the Sage possibly have for somebody who can wipe other people's memories but does not herself have Yamanaka-tier mental defences?

So does anyone have thoughts on a weapon style for Kei? Cause that girl desperately needs one.
Well, Keiko could do with a medium-range weapon to cover for her weakness in melee (I think chain weapons still function under the Weapons skill?). Maybe the kusarigama she got way back when, or use ninja wire in combat. Or something.

If/when Kagome gets around to making impulse seals we could use ninja wire in combination with them for some hilarious antics.

Actually, the Mist group aside from the Mizukage were all killed, weren't they? Did the Leaf survivors by chance snag Zabuza's blade?

We don't know if Mist sent anyone back to inform the rest of the authority structure what happened, but by the time Akatsuki left the only alive ninja on the battlefield were Leaf-nin.

For all we know no one from Mist left that battle at all and Mist proper doesn't even really know why Yagura hasn't returned yet, but it could be that they sent someone back 'just in case' when the tides turned against them.

I imagine there are people left behind who knew where Yagura was going, just as Shikaku knew about the Leaf side of the mission. Even if they don't know what happened, Yagura not returning in triumph can only be viewed as extremely ominous. Likely they're assuming that everyone on the mission died.

Cue succession struggle!

Jiraiya probably collected it so that he has a birthday gift for Keiko next year, or as a wedding gift. Damnit, Jiraiya is going to win the next round of presents if this is what happened!

Or one of the Akatsuki/their minions run away with it.

He doesn't have the Weapons score to make it worth giving it to him, unfortunately. On the flip side, if Keiko had it then tag teaming an opponent would be very viable.
Something something secondary Weapons skill.

Seriously, Noburi is supposed to be the OP chakra guy, Samehada's perfect for him. It'd also help him pick up the ladies *wink wink*
