I'm admittedly not sure that's canon-compliant; we have mentioned before that the academy is a bit short. With J back that seems like one of the things we'd target interventions toward.

Leaf cannot afford to have its secrets leaked. The first two years are devoted entirely to mundane things -- reading, writing, arithmetic, history, throwing kunai, taijutsu, etc. In your third year you start learning to feel your chakra. At the start of your fifth year you start learning active chakra work (jutsu, wall-walking, etc). You graduate at the end of your sixth year.

If you flunk out before the start of your third year, you go back to your normal life. The instructors do their absolute best to flunk out anyone who they think is not going to make it to graduation, because no one flunks out after the start of third year. That doesn't mean everyone graduates; ninja training is rigorous and dangerous, training accidents are common, and people who cannot hack it end up dead. It's not uncommon for fifty percent of students to fail out in the first two years, and ten percent of those who remain to end up dead before graduation.

It is suuuuuper illegal to train anyone in chakra use outside of official Leaf-sanctioned channels.
We met Honoka in her third year at age 8, (meaning she started at age 6). Academy students don't learn anything to do with chakra until then. Kagome first took interest in her while teaching her how to operate a storage seal (which is a chakra manipulation).

I'm pretty sure that Honoka was indeed 6 in her first year. If she wasn't, that was an error I need to fix. As to Harumitsu, could you show me where his graduation was mentioned?

Probably because they think theirs is the best and they don't want it leaking to the other major villages, who would obviously steal it in a heartbeat (because it is the best).

It's also possible that it is an improvement over the minors, perhaps their genin graduate with <1000 XP (although I doubt it).
 
Finally, Noburi finds that the pool's extended effect if he soaks in it for a very long time is particularly effective at countering the inefficiencies of his abnormal chakra system. For him, the cost reduction he experiences is -33% (so his techniques have double their normal cost, instead of triple).

Is this where Do Not Go To Bear comes from? Hanzō beat the Sannin a second time in Bear, let them live if they spread Do Not Go To Bear.

ponwog99 Every kid that Leaf finds with a chakra system that might be ninja-capable ends up in the Academy. Whether they graduate or not is a different question.

      • This is assuming that Sasori is noticeably better at Sealing than Hazou but not overwhelmingly so, and researching as quick as he can.
    • Hazou wants to discuss contacting Orochimaru via dead drop on the Seventh Path for a binary Yes/No "you need to return to Leaf immediately".
      • This is contradictory to Naruto's orders, but what he doesn't know he can't leak to Itachi
      • What's the chance Orochimaru is compromised by Akatsuki? Hazou thinks this is low.
      • What's the chance Orochimaru tries to harm Hazou through the dead drop? Hazou thinks this is higher.
      • There are some logistical workarounds necessary, since all the Arachnids swore not to pass messages to Hazou/Kagome via the Seventh Path
      • That said, it seems doable with some creative interpretation. Simply have an oathsworn Arachnid find an Arachnid not oathsworn and have them pass the messages once, then smuggle them out of the city.
    • If the team approves, write a suitable dead-drop and leave it for Orochimaru.

New(?) anti-Konan rune idea:
Kagome's Bliss Rune
On activation, sets all paper within [as large a radius as Hazō can make and thinks is practical] on fire.

Then when we go fight Akatsuki, we keep our seals in a storage rune (or something equally safe, maybe on the 7th path). When Konan goes full paper on us, we activate the Kagome's Bliss Rune and she dies (ideally). Then we go fetch our seals and go to town.

I meant that we activate the rune, not cause a big explosion. The rune isn't an explosive. It would only target paper. (Apologies if I took a joke seriously)

Yeah, I realized after I posted that using a storage rune probably wouldn't work. (Although wasn't there some discussion about storage runes being able to hold chakra?) Using the 7th path is a better idea anyway.
 
I wonder how difficult it would be to create a Storage Rune with a paired storage seal design. Like, you scribe the paper Storage Seal, and instead of accessing its own pocket dimension, it accesses the pocket dimension of the Storage Rune?
