Each time asking what the person recalled paying and comparing it to the actual tax rolls in the Chamberlain's office. It was important to have things as accurate as possible. Of course, it would take a month of your time and you would be left without real protection for that time since you had no one else you could trust in place yet. (-20 Tradition, +20 Effectiveness)
