You can, as rather poweful being most things are possible. Though it would be best if they were warlike by nature, as if you create something that is outside your Concepts it will be unnatural and rejected by the world to some degree. Possible, but Wrong. It would be best to wait for a life to evolve and modify that into your chosen race, rather than create it from scratch. This quest will require set up to make the world recover, its not a ready made fantasy world like Dawn of worlds where you can just create a race from nothing. (Edit, a biological race from nothing. If you wish to forge a race using smithing for example the would work)

It looks like I should change my actions as well.
Major Action: Create large underground caves, filled with absolute darkness, depth within the earth. Reinforce them so that they can't be collapsed or peirced, and connect them with a vast tunnel system.
Minor Action: Help Tethys to make sure only the middle seas are affected, and the top and bottom remain frozen. Watch the other gods.
