Why not use one of Dreamer's earlier designs, where the tentacles were hidden inside a 'normal' feline Friend? She could hold an adorable cat plushy, squeeze, suddenly eldritch cat plushy.
Reminder that none of these happened here. This isn't a post-GM fic, the story is based on Sanctioned. There, QA was leaning towards becoming an independent hero and planned to "sell Guardians to the local authorities".
Danmachi doesn't strictly follow the depiction of gods in mythology, in particular they can't reproduce and Jörmungandr is merely a sea serpent, not one of Loki's children:

Okay, outside of the Dreamer!Taylor going the Dave Strider route of getting a half-broked Excaluburn, totally. That she'd totally fudge/brute force her way into getting regardless... And then possibly end up spiraling in enough determination to get fucked by it in the process (Fate Saber!Dreamer wise...)
Oh Loki. The way things are rigged, just being pals with Queen Administrator is a good enough blessing as is. In a sense of if QA ply's her 'hands' right, Apollo could be utterly trolled/fucked by QA "coincidentally" being at Loki's when he's trying to dick cheese Hestia, and vice/versa when he's doing the other way around.
More likely, it'd no doubt eventually spiral until she may, just... "Give up", ask/troll QA into doing Paperwork 'instead', and potentially eventually go on a conflict obsession/scheme to counter troll/trick an alien minded QA... Who she'd totally may eventually not admit, would be better of 'contained' in Hestia's therapy 'hut'.
Now, more seriously. And bar potential long term horror that may lead to Freya ending up having a "BFF" with QA, especially if she 'halps' her in raising Bell. Which will totally not lead to her going on a "Tsundere" halp in well... throwing 'nudges' to let QA fix/learn from an impending God disaster there...
I still can't help but think on a scale, "how long until Administrator-chan ends up in a Tea Party with Dungeon Chan?" Give or take, being 'trapped' in an inverse 'rock birth' trap, being pulled/absorbed into a Dungeon-Core there. And totally not ending up with 'halpful' blessings thanks to totally not innocently giving "Stars" grade 'world hopping' ideas/vision to a Dungeon Core...
But by that point, it'd be a Dungeon trying to go "Kars" lite, in becoming a wannabe Entity. Just for freedom, 'worlds' to conquer, and stars to explore/convert and all that. But frankly, I may make a joke in how it could be a spiral train from not being "that" different to Scion, as much as QA could not be "that" different to Eden/:Mother:.

Heck, I made an Apotheosis level Lunar who's backstory was that he's basically a Realm raised Edward Elric who's flaw was he got angry when you called him Short and his Animal form was a Tyrant Lizard (red T-Rex). He had the Knack that let you grow into a mass combat unit and the Knack that let you spontaneously get Mutations, like the fire breath Mutation. (If we ever had mass combat his first turn was going to be turning into Godzilla and growing fire breath)

Probably not yet, but it'll make good Agility practice until she's high enough level to where she can!
(OTOH Ais probably does have the Agility score to do that, but she can just use Ariel to do much the same)

But my hunch in the 'ghist' would be "QAylor's Monster Tamer life,Slavery Control is Magic!" in an all to analog to Parahuman powers "translated" to Vassal/Cardinal Weapon rules. Give or take, giving QAylor the "Dreamer Orb", while the Dreamer has the "(Queen) Administrator Pen" in Spirit World...
But eh, it'd totally not lead to Naofumi's bizarre adventure, in being stuck with a crazy 'alien mind girl' who thinks that monster taming and slavery (in a 'lens') is more acceptable than his naive viewpoint. Melromarc getting a war (possibly/probably.)... And Naofumi suffering, as QAylor schemes to force JOLLY COOPERATION among the Four VITAL! Heroes.

Be my guest. Also, if you're worried about Naofumi interfering, you can always make QA the shield heroine. (Really, there's an unfortunate shortage of female Shield Hero fanfics in general; the changed perception of gender roles could make for an interesting story. Unfortunately, the only one I know of was a terrible abomination of a SI. I'm not surprised considering the rather questionable source content, but still. The setting itself was pretty interesting. >_>)
Possibly helpful supplement: Sanctioned-QA tends to try for either total control (canon Taylor bugs), uncompromising loyalty (Friends), or control without a catastrophic failure state. The first and second aren't really possible to inflict on people using Host's current powerset, and Shield Hero's slave seals allow too many loopholes to qualify. That being said, if slavery is culturally acceptable in a given area, well... she'd adapt. Bribing slaves with reward systems and the future removal of their seals may offer a control type she prefers. EDIT: Or "freedom" without offered alternatives so socioeconomic factors force them into her service. Really, QA's comedic sociopathy would fit right into that setting.
You're allowed to take liberties in the name of an entertaining story or making your life easier, though. Recursive fanfiction hardly needs to religiously obey either canon.

I REALLY would have ranted. But it'd tell too much. So I'd be a trolling tease in throwing just key words, without justified/rambled context.
- Shield-chan "adopting" QAylor, as a "Shield/Green Haired", shape-shifting Annette/Eden 'lookalike', Hexagon wise.
- QAylor objecting in a "Methodology" standpoint over the "Three heroes" opinion that Shielders "suck", with Cycle data. Much to Naofumi's suffering, and Shield's [DATA].
- Dreamer (Taylor), "stuck" in Spirit world. Makes "pals" with other Legendary/Vassal Spirits, and totally doesn't do Inception grade brainwashing to ritual/planned reality warping with QA as-a-"Pen"/Weapon focus, to 'write a HAPPY end'. Give or take, feeding 'nuggets' in spirit to her (Queen) Administrator "Pen."
- QAylor makes LOTS of Monster Friends, and likely feeds live victims into Dreamer Orb, just so Dreamer has MORE Friends in Spirit world. Balloons would be the 'first' Filo here, to QAylor.
- If Rifana is involved. I'd probably have QAylor "Halpful" against crimes (in 'Taylors' POV.) That totally would not lead to a Rifana 'triggering' as a Parahuman by a "huggy" QAylor... And Spirits (Shield?) Shuddering over an avalanche of OCP "Vassal" Spirits? (If crack grade serious, 'translated'.)
- I'd honestly rant more on "how ####ed Melromarc" could be, if aggrevating QAylor. But my hunch would be, "on a scale" how much fun I'd have with Malty. In all the Emma/Bitch comparisons in foreshadow. Before potentially having her be "Spirit Cursed" by a spiteful Dreamer, who wants to break her for being a 'Sophia' grade bitch/threat to the Cycle.
- "Pilot" End Game. Naofumi stuck as the sane man, to the sociopathy of QAylor's "Friendful" Adventure. To the point of a "Talkative" shield, that is being 'Mothered'.

Its was a trap anyways it's not all about power it's the side effects and in text it was already being justified as a major part of the narrative before she even took the power of winter in full. Certain parts of the lead up to the depowerinng hint at how it was affecting her negatively then it gets progressively laid out in the aftermath. Honestly however Catherine in the most recent book is more dangerous loved and feared than ever. And 'mortal' at this point. No name.
