The careworn Tal Shiar Temporal Agent waits for the Romulan Council to finish debating...
-'This is tiresome, my seventh temporal incursion after six failures'
-..stated the worned out & fatigued, elderly Romulan Intelligence officer.
Commodore Valdore : "With this future Tal Shiar agent's report, there has been six attempts to change our timeline to improve our Empire's chances at expanding our boundaries and influence. We need to change tacts with what we have already noted on the vidscreen, My Praetor."
Romulan Praetor : " But we succeeded in two timelines with greatly expanded influence and territory, Commodore Valdore!"
Valdore : "But the fate of those two futures was the total assimilation by the Borg that consumed the expanded Romulan Empire, My Praetor. That is not a fate worthy of any Romulan to endure and suffer."
Romulan Senator : " So, what do you recommend? The first two attempts was to either assassinate James T. Kirk's father to change that timeline and that led to Romulus' demise at the hands of our own sun going nova while the other was to 'condition' Spock's mother, Amanda, to convince him to follow his human heritage and that led to a more militant Federation that shattered our Empire."
Present Tal Shiar Agent : " Yes, Commodore Valdore, what do you recommend this time? More stealth infiltration, usage of future technology or more political intrigue like the last temporal attempt?
Valdore : "None of those... All have eventually failed and did nothing to advance the Romulan way of conquest and influence..."
Praetor : " So ... what is your recommendation, Commodore? "

Valdore : " What I recommend will be totally radical and undoubtedly against the Romulan Way but it is the only one that we have never thought to take or a path to choose ... "
.... anticipation and edgy movement is prevalent among the listeners...
Valdore : " We, the Romulan Star Empire, shall join with this fledgling Federation as a member and not as a conqueror. That is my recommendation, my Praetor."
Shouts and angry retorts are heard above the chambers as Romulan senators, generals, admirals and administrators sprout their dismay & shock.
Praetor : " But, but ... you would make us a ... mere member instead of a conqueror, Commodore Valdore?! "
Valdore : " YES! "
-Shouts the commodore as he slams both his fists down on the desk for emphasis and raises himself off his seat and speaks loudly upon his shocked audience.
Valdore : " Listen, my fellow Romulans. Six times we have endeavor to defeat our foes by intrigue, assassinations, temporal interferences, political & cultural connivance and full military forces to no avail. This way, we shall become an influence within this new fledgling Federation that even now is slowly growing in strength on Earth and to the other sector empires near her. We can become a cultural, political and MILITARY influence upon the Federation with the humans as the backbone while we Romulans lead by behind the scenes and in front of the main plasma & phaser banks on their/OUR starships. "
Praetor : " .... What does our present and future Tal Shiar agents think of this ... new possibly heresy policy by Commodore Valdore?
It is soo... un-Romulan in both style and effort."
Present Tal Shiar Agent : " It is an unique approach towards conquering a foe that my future colleague has mentioned that has either blocked all military attempts by their presence or when they had disappeared or had their influence dissipated, an unforeseen foe crushes us completely, leaving us either assimilated or just dead. It is a different approach. What says my colleague from the future?"
Future Tal Shiar Agent : " I favour this path that Commodore Valdore has recommended. It is indeed a new approach at conquering and becoming a greater influence in the stars above us.
For I am too weary to make another time incursion and I am suffering from terminal temporal cascade illness that will either eventually take my life or my sanity. I can no longer go back an eight time.
This plan of Commodore Valdore sounds more feasible but will take a long time to foment and foster. But we are Romulans. We are patient and we have time.
My Praetor... I approve of this plan but the final decision is yours."
Praetor : " .... Intriguing... But ... What of this Kirk and Spock?
These two have cause the Empire either great grief when they are against us or even if one or none is there, their lack of appearance somehow causes great harm to the Empire. What do you recommend about these two future potential foes that has gainsay our attempts, Commodore Valdore?"
Valdore : " Better to have our Romulans on board the Federation starships and academies as teachers, advisors, leaders and followers.
They can influence the Federation officers, especially the humans.
Make them more militant, more vicious, more Romulan. "

" Greeting, Admiral V'Las. I hear that you have a special military alliance offered by a Space-faring race coreward to Sol and Centauri that is unknown to us in the Coalition of Planet's war against the invading Klingon Empire and their House Clans raiding our inner colonies..."
" Yes... I am intrigued tho apprehensive that we were not informed earlier that there was any space-faring races coreward that even the Andorian High Fleet command was not aware off, Admiral V'Las."
-replied General Shran as he coldly look at his approx. rival with suspicions..
" Apologies, General Shran...
It has been an extremely delicate and difficult negotiations that we Vulcans have had to endured with this race that we are aware off but that the Coalition were not ...
This ... race ...
that we are aware are very secretive and not willing to be seem in this region of space but that will be very difficult for them if and when this war continues poorly for us in the Coalition against the Klingon raids and strikes on our colonies and military forces..."
" Yes... our allies the Denobulans and Tellarites are hard-pressed by those raiders and even we Humans and Centenarians are feeling the raids upon our commerce fleet routes...
Not even the Andorians and you Vulcans have escaped unscathed from these raids into your own region of space..."

I bring to your Coalition of Planets hope and victory in your battles against the Klingon Empire..."

I am from the Romulan Star Empire and thru many years of negotiations with our Vulcan brethrens and watching and viewing this war that continues to penetrate ever soo deeply into your territories and even now are reaching the extreme points of even our own borders....
We can no longer stand by and watch this wanton slaughter of our brethrens and watch other space-faring nations fall under the knife of the Klingon Empire and become servants and kuves under their tutelage..."

If so.. our scouts have never found any life-baring planets in that region for fifty lightyears..."

We have found ruins and wreck'd spacestations and warships strewn across our travels to our new homeworlds, Romulus and Remus..
But we never found any physical proof or even enough skeletons of any species in that region that would tell use whom was fighting whom and why..

The Romulan Star Empire offers her hand in this time of need of the members of the Coalition of Planets against their war against the Klingon Empire...
We do not want an Empire hell-bent in conquering their neighbors coveting upon our borders...
Our time of isolation from the galactic field is at an end and if we don't involve ourselves ...

I doubt that Admiral V'Las would have taken soo much time and effort, as purported by you, that years of negotiations & talks have finally convince you to 'assist' us due to kindness in your hearts and mind..."

This Coalition of Planets...
an interesting organization but too loose, too-unwielding and very non-binding until war or a disaster of solar or regional nature should arise...
I believe that Captain Archer of the Terran Fleet has made an offer that the Coalition of Planets be superseded and become a 'Federation of Planets" or a "United Federation of Planets" type of organization...
We find that more appealing that a mere Coalition of Planets...
and yes...
we Romulans would like a strong influence in this new organization that is becoming into being...
with the Humans leading it

We Romulans are aware of regional rivalries that still prevails that has allowed the Klingon Empire to penetrate and encroach deep into each Nation's sphere of influence...
