It's the eight iteration of the multiverse, and things aren't doing so well. It's varied protectors are scattered and unfocused, unable to see the cracks in its reformation as it threatens to fall apart like a house of cards. The Exiles, on the run. The Spider Totem, preparing for battle against the Inheritors yet again. The Captain Britain Corps, rebuilding. The Time Variance Authority, fallen to its own inertia.

Because of this, the Living Tribunal, reconstituted after being destroyed by the corrupted entity Logos, has set a charge for you, a lost soul left adrift after destruction and reconstruction of entire universes. You will organize various teams of champions to interfere when necessary, to do anything from defeat an alien invasion, kill an innocent, or give comfort in a time of need.

But who are you?


[X] Watcher - You disagreed with your peers, finding the manipulation of "lesser" beings to ensure there would still be something to watch while forsaking responsibility repugnant. During the collapse of the reality you were observing, you faked your own death, casting aside the name you no longer used as penance for the guilt of not saving those in need yourself. But now you have been given a chance to redeem yourself, and save the multiverse before it's too late.

Chronomonitor - The timeline you were supposed to monitor was destroyed. Ordinarily, you would have been destroyed, but this didn't happen somehow, so the higher ups of the TVA decided to cut their losses and lay you off. As an entity that has only been able to comprehend quantum bureaucracy, your newfound freedom terrifies you. So you may as well take this new job and get some direction. Granted, you've never interacted with an actual human being before, but how hard could it be?

[X] Morph - Hey, you're finally back! The one and only MORPH! (Ignore the infinite versions of Morph throughout the multiverse - no, omniver - no, it's multiverse). You've been gone for a while, but you've got a ton of experience at the whole saving the multiverse thing - you've even played Timebroker before, so why not try it again? Transform into your finest tux, put on your most charming smile, and tell the multiverse to get ready, because heeeeeere's Morph! (And don't listen to the voices in your head saying you're someone called "Proteus", what do they know?)

However, there came a time when mighty Galactus found pause after a great and terrible battle destroyed all the planets within close range save for your herald Nova's homeworld. You listened to her pleading and allowed her to try to find another world for you to consume, only to be attacked when at your weakest by a fleet of races whose planets you've consumed. You could have stopped them from firing the Ultimate Nullifier if you were at full power, but you could only escape from that dimension before it was destroyed. Rules
This is a 'Crusader Kings'-ish style quest. You play as an organization in the Marvel Multiverse (one that includes various alternate universes, including ones in the comics, adaptations like the MCU and cartoons, and various original stuff), starting out as one team and their coordinator, but could expand to potentially dozens of specialized teams.

Each turn you will choose a mission for your team based on their skills and their team cohesion, during which they shall operate mostly independently to achieve their objective. They will then go through various challenges and shall use their individual skills according to five categories: Martial, Diplomacy, Stewardship, Intrigue, and Learning. Each action is associated with a DC; after voting, the basic system is that I will roll a d60 for each action, and if the roll at least equals the DC, the action succeeds to some extent; otherwise it fails. The higher the roll, the better. The lower the roll, the worse.

As they complete missions successfully, you will achieve "points", which you can use to improve your base, gain new personnel, and create new teams to achieve more points. When you have gained enough points, you will start voting on personal projects based on the five categories, and make your name in the multiverse known. You may also have arcs dealing with some crisis you will have to take care of personally.



Heroes
Heroes (some of which might be better described as Villains, but whatever) are particularly prominent people in your organization. Recruiting requires ASSets

Each Hero has a value in each of the five statistics, hard-capped at 53:

0-10 Human

10-20 Heroic

20-30 Planetary

30-40 Galactic

40-50 Cosmic

When rolling for an action, most bonuses decrease the DC. Hero bonuses are the only bonuses that actually improve the roll. Specifically, the hero's value for a certain stat is added onto the d60 roll. This may sometimes cause the roll to exceed 60; in this case only (a roll of 61+), the d60 explodes, i.e. you get a re-roll to add to your current total. The same hero bonuses also affect this roll, so that you can get a prolonged chain of hero bonuses.

Teams will also have a morale score. High morale signifies good teamwork, positive relations between members, upbeat attitudes, and respect for you. Low morale signifies the opposite of all that. Morale is lowered through clashing personalities and arguments, unsuccessful missions (especially with death of teammates), overwork, and being disrespected by you, and is raised by conflict resolution, successful missions, relaxation, and being treated with respect.



Price Sheet

Send Messages on Missions - 500 Points
-You will be able to send short messages to your teams.

Details on Worlds - 1000 Points
-You will be able to send a precise summary of the history and current status of the world your teams are on.

Shifting Platform - 5000 Points
-A platform that can send your teams to any dimension in the multiverse, regardless of barriers that can block teleportation or inter-dimensional travel.


Quarters - 100 Points per room
-A room with a fair amount of space where someone can rest and relax. Can be purchased multiple times.

Cafeteria - 400 Points
-Food-serving area, large enough to house as many as needed. The quality of food can be increased by 100 points per quality increase (max. 500)

Rec Room - 300 Points
-Place to relax, exercise, and play games, as large as needed. Includes inter-dimensional cable.

Medical Bay - 800 Points
-Fully equipped to handle any injury to any species in the multiverse. Can recruit a staff doctor from the multiverse for 1000 points.

Observation Deck - 500 Points
-Can observe the current state of the multiverse, as well as anything within it. Can look up any non-shielded information on it.

Brig - 500 Points per room
-Escape proof room for prisoners. Can be purchased multiple times. Can be upgraded for superpowered prisoners for 1000 Points and for cosmic prisoners for 5000 points.

Security Center - 900 Points
-Central area to watch any room in the base and organize security. Can recruit security chief for 1000 points.

Security Robot:
Level 1 - 100 Points
Level 2 - 500 Points
Level 3 - 1000 Points

Laser Turret: 50 Points

Scanners: 500 Points
-Can scan any room for intruders. Can purchase upgrades for 100 points for each upgrade (max. 300)

New Member: 1000 Points
-Recruit a new member for a team that has lost a member.

New Team: 6000 Points
-Recruit a new team. Can request a specific team make-up (black ops, mutants, scientists, etc.)

Handler: 2000 Points
-Recruit a handler for a team, who will be in constant communication with their team. Must purchase "Send Messages", "Details on Worlds", and "Observation Deck" before recruiting handlers.

While the Young Avengers were victorious, Iron Lad had to be sent back to the future with his memories erased to keep the timeline preserved. Nico retook the mantle of leader and the Young Avengers protect L.A. even now.

Team Selection 1
Okay, now you'll be selecting your first team. You can choose any six of the following fifteenn characters, who each have a little mini-profile so you can how well they'll be doing as a team (I'll write full character sheets with stats and power details for the winners). Vote for six members as part of your team, and the six that get the most votes will form your team. For now, try to select a diverse team that has no specialty but can thrive in any situation. After this, we'll have an intro and we'll select our first mission.


[X] Steve Rogers/Joe Fixit
-When Steve Rogers was a child, he had an imaginary friend based on gangster movies, exaggerated in the way only a child can. When he volunteered to be exposed to gamma rays for the governments' Super Soldier experiment, this forgotten childhood friend became real, transforming into him when he gets angry. The two are often at odds as Rogers is idealistic and Fixit is mercenary, but they've learned to live with each other as they fight the Axis powers.


[X] Venom-Thing
-Years ago, Spider-Man, the Lizard, and Venom battled against one another in the Florida Everglades. The Lizard managed to bite a weakened Venom with, ironically, a venomous bite that cause the symbiote to reject Eddie Brock, allowing the Lizard to finish him off. However, the symbiote escaped and eventually found a new host, the Man-Thing. Since the Man-Thing had no mind, the symbiote managed to completely take control, choosing to remain in the Everglades after discovering Spider-Man died in a disaster that killed most of humanity.

-As a college student, Elektra and her father, a Greek Ambassador, were held hostage by terrorists, only for Elektra and her boyfriend Matt Murdock to battle them. However, during the confusion, a police officer fired into the fray and accidentally killed Matt. Heartbroken but inspired by Matt's sacrifice, Elektra would join the international peacekeeping agency SHIELD, and become of if its premier members. However, she is cynical of authority, and wrestles with various complications and trauma, which seriously strains her relationships with friends and family.

-Larry Trask was a boy genius, whose favorite superhero was the mutant Wolverine. When Wolverine and all the other X-Men were killed by the Sentinels during their worldwide takeover, Larry built his own robotic self-repairing Wolverine, and ordered him to find the maker of the Sentinels and kill them. Tragically, this turned out to be Larry's own father, the business mogul and genius Bolivar Trask. In his grief, Larry told Wolverine to go away and forget about him, leading to Wolverine to wipe his memories, wandering the post-Sentinel wasteland with the mind of a child imitating their favorite superhero.


[X] Doom 2099
-In the year 2099, a man believing himself to be the original Victor Von Doom challenged the megacorporations that took over his home country Latveria, only to be soundly defeated. Using the technology of the new era along with his own brilliance, Doom set out to reclaim his country through war. After many battles, he has recently succeeded and defeated the corrupt Tyger Wylde, turning his attention to trying to discover how he came to this new era, as well as succeed in his original goal of world domination.


[X] Doctor Octopus
-When Otto Octavius was denied funding for mechanical arms, his research was scrapped and his isotopes dumped into the ocean. As time passed, fish began to mutate, leading to one Octopus in particular to gain unbelievable intelligence. Calling itself Dr. Octopus, it led a new civilization made of mutated sea creatures until they were attacked and killed by the Atlanteans, having mistaken the fish people for a long dead race they warred with millennia ago. Dr. Octopus swore revenge, hiring himself out to humans both heroic and villainous to build great and terrible devices so that he may one day kill the ones who killed his people.

-Operating out of their hometown of Bayville, Scott Summers (vocals), Kurt Wagner (drums), "Rogue" (bass), Jean Grey (Lead guitar) and Pietro Maximoff (guitair) were a garage band called X-Men rEvolution. Writing songs about their shared experiences as mutants, they suddenly rose in popularity, eventually gaining nationwide success and even having to battle against pro-human bigots that attacked them. However, that all came crashing down when Rogue committed suicide after years of dealing with her depression. After that, Kurt joined the missionary, Jean checked into rehab after nearly dying from an overdose, and Pietro simply ran, leaving Scott alone and directionless in spite of being the most popular and wealthy mutant in the country.

-Super villains' personal lives don't get as much media attention as their heroic counterparts, but they get married and have children like anyone else. So it would come as no surprise that Titania and the Absorbing Man would give birth to little Trudy Creel. Now Trudy has grown into a very headstrong teenager, she has decided to use her inherited powers to try to become a super villain herself, much to her parents chagrin.

[X] Hawkeye
-The sociopathic assassin Bullseye has never been a hero. That hasn't changed even as Hawkeye. After Norman Osborn's absurd rise in power, he was selected through the Thunderbolts Initiative as part of Osborn's own darker Avengers, selected as the new Hawkeye since it fit with his own inability to miss anything. Since then, Osborn managed to secure his powerbase by his team "accidentally" killing the original Avengers, with "Hawkeye" himself killing Clint Barton.

01:54 - I summon recruit Sister Grimm to lobby.

01:55-03:55 - Recruits discuss situation with each other. Sister Grimm expresses confusion when she realizes that recruit Iron Man is not Anthony Stark. Iron Man expresses confusion when he sees Sister Grimm's Starkphone, initially believing it to be alien technology. Sister Grimm casts spell, discovers quantum lock. Iron Man explains he discovered quantum lock previously.

03:55 - I summon recruit Captain America to lobby.

03:55-05:04 - Recruits discuss situation. Iron Man is fascinated by a machine created in the image of his old ally. Captain America expresses surprise at humans that show no prejudice towards robots. Confusion about the current year occurs.

05:04 - I summon recruit Emma Frost to lobby.

05:04-05:55 - Emma Frost learns about situation through telepathy. This angers Iron Man, who dislikes/has suspicions of "hippies". Sister Grimm is confused by Emma Frost's slang.

05:55 - I summon recruit Thor to lobby.

05:55-07:39 - Thor initially believes she has been kidnapped and prepares to attack. Emma Frost calms her down, saying she refuses to fight. Emma Frost has difficulty with establishing a telepathic link with Thor. Thor shows reluctance to allow anyone except for Captain America to touch her. All parties are confused by Thor's mix of archaic and Southern dialect.

07:39 - I summon Widowmaker to lobby.

07:39-08:23 - Emma Frost downloads situation into Widowmaker through telepathy. Iron Man, Thor, and Sister Grimm express confusion at his gender, as all have met/know of his female counterpart from their native dimensions. Thor, Emma Frost, and Sister Grimm are briefly distracted by Widowmaker's posterior.

08:23 - I unlock the door to my office.

08:23-09:34 - Recruits enter office. They show surprise at size of office, the stellar material making up my desk, and my lack of a face. Attempts at politeness are brushed off. Demands of explanation from Iron Man and Thor.

09:34-12:49 - I explain I have no name, and they may call me by my title of Chronomonitor. I explain situation: existential decay in the multiverse has accelerated to the degree that beneficial multiversal groups can no longer attempt to keep up. The Living Tribunal has resorted to putting these universe in a quantum freeze, utterly frozen in time and space. Each of the recruits are from these frozen realities, the only ones free of the decay and therefore cannot spread it to other universes. Their mission will be to travel to other realities and achieve certain goals that will stop this decay within these universes. If they manage to do this in enough universes, the decay will decrease to the point where the frozen realities can be repaired. If they fail or refuse, this decay will spread until the multiverse is frozen for all eternity.

12:49-12:54 - I allow them to talk in the lobby as they make a decision. I write the minutes down for this new company's posterity. I begin to decide which mission that shall be the first. Unfortunately, I only have the mission objectives and no more information until the team completes enough missions that I have enough assets to expand the office.



A/N: Finally done, family vacations are a thing. Will have to write up character sheets tomorrow. The points listed after each of these missions are the baseline of what you earn, if you do exceptionally well or screw up too much you could get a lot more or less. Generally speaking, the more points, the harder the mission. Omake's and fanart, if people are so inclined, can get you extra points (though I'll probably have to fine-tune the rules on that front).
