Heir To The World (Medaka Box/JJBA) - Revamped SV Version!

It's up to you, you're the QM. As long ask you stick by the verdict in all future choices in the quest, there should be minimal problems.
Generally I would say that votes with sub-votes count as separate votes from the vanilla ones, and so the plurality block winner should win.
True. Alright people, votes' over. This is the winning vote:

[X] Participate, but not as the Devil Council; instead, each of you will be a 'teammate for hire', available to the club that makes them the best offer.
-[X] Of course, seeing as you're not concerned about money these offers shouldn't be that; a promise of a favour, support in future endeavours, even merely a sufficiently persuasive argument... any or none of these or something entirely different could be enough, at each Devil's own discretion.
-[X] Make certain that you advertise your services before the event starts so people have plenty of time to make offers.

Now to write it...

Chapter Four: 7
[X] Participate, but not as the Devil Council; instead, each of you will be a 'teammate for hire', available to the club that makes them the best offer.
-[X] Of course, seeing as you're not concerned about money these offers shouldn't be that; a promise of a favour, support in future endeavours, even merely a sufficiently persuasive argument... any or none of these or something entirely different could be enough, at each Devil's own discretion.
-[X] Make certain that you advertise your services before the event starts so people have plenty of time to make offers.

You have one or two ideas already, but you need to discuss them with the others first. In any case you're done here. "I'll leave you to the preparations then."

You turn around and walk to the exit before Medaka's voice stops you. "Will I see you at the event Zenkichi?"

Tilting your head you pretend to think about it for a few seconds before answering: "I don't really need the money...but yes, I believe I can find a reason to be there."

====

"-And that's all." You finish relaying the news about the competition. "Thoughts?"

"I have to ask." Akemi raises a hand. "How's the budget's status after the Baseball Club divided the Treasure Hunt's reward?"

"Not as bad as it was before, but not completely resolved either." Naze replies while typing on a tablet. "Not all clubs need the same amount of funds, and those that need the most are usually the sport and competitive ones. Hakoniwa has a certain reputation after all, and the pressure to obtain excellent results when compared to other schools is heavy."

"Ah, but some not-competitive clubs have activities or projects that require a lot of money." Lim points out. "Like the Mechanics Club."

"And if we participate to make winning harder for the other participants..." Day begins.

"It isn't much different from the Treasure Hunt." Nekomi shakes her head. "Unless it's the image that you want us to project?"

"No. The Devil's Council isn't limited to provide challenges. Now it's the turn-" You snap your fingers. "To favor socialization!"

"How?" Koga wonders with a puzzled expression. "It's still a competition to get money, antagonism will be all-time high."

You smirk. "That depends on the target of said socialization."

====

"Teammate for Hire?" Shiranui repeats your words in the middle of eating a donut.

"Yeah." You wave your hand. "Since we don't really need the money participating ourselves would feel like bullying. Thus we of the Devil Council have instead decided to help the other clubs with our expertise."

"Expertise in what?"

"Why." You grin, eyes closed and arms akimbo. "In being a badass able to tank any and all challenges of course!"

"Ah hya hya hya!" Shiranui laughs. "That's so cheesy!"

You ignore her and continue. "Of course we're not concerned with money, so the offers can be anything: a promise of a favour, support in future endeavours, even merely a sufficiently persuasive argument...any, none of these or something entirely different could be enough, all at each Devil's own discretion. The type of help offered can also vary, from outright participating to provide intelligence from the sidelines."

"So you're a special boost that requires rare items to unlock." She summarizes in a way...that you aren't sure what to feel about. "And how do you plan to have people know about it?"

"Why, advertisement of course!" You take out of your bag a banner and unfurl it for Shiranui to see.

[Make a Contract with the Devil! Limited Edition! Reasonable Prices!]

Everyone in the classroom, from Shiranui to the cockroach nibbling on the crumbs over the floor, sweatdrop.

Sunday, Day of the Long Awaited Club Battle Swim Meet

The newly finished pool of Hakoniwa Academy, until now scarcely used due to the already existing pools satisfying all the student body's needs, is now filled with roughly fifty people in swimsuit: they're the representatives chosen by the vying clubs to participate in the inter-club battle.

"There are so many people!" The President of the Chemistry Club exclaims. "How many clubs does that make?"

"15, 16 if you count the Student Council." You tell him. "And yes, I'm willing to bet a large sum that they will participate."

"I don't bet on principle." He adjusts his glasses. "But you Hitoyoshi-kun, you have a way to clear that insurmountable gap, right?"

"Like I said, leave it to me." You put one hand over your left shoulder and begin to rotate your arm. "In exchange-"

"Yes. For one time in the future, we shall use our skills to the benefit of the Devil's Council. Provided it's nothing illegal of course."

"Of course. Oh, it's time."

"Listen up everyone!" Medaka bombastically declares through a mic, flanked by both Akune and Yatsushiro. While everyone else is wearing the school-issued swimsuit she is proudly showing off a bikini that covers...not a lot. You're used to it, but some in the crowd are probably desperate to hide a certain biological reaction. "It's time to start the competition. It's said that those who don't work, don't eat. But we're going to go against the grain. In fact, I'd rather say this!"

She clenches her fist. "Those who work can go ahead and eat! If you guys want those club funds, then go and win them!"

Clever: the wording of the original saying suggests a threat, while what Medaka did is more along the lines of a reward. The difference is subtle, but strong enough to rise the fighting spirit of everyone present.

"Now then, I'll explain the rules." Yatsushiro begins reading off a list. The rules are as you expected: four events, the winner is the one with more points at the end, only three people from each club can participate, boys must wear floaters as handicap and so on.

Then, to your delight, Medaka surprises you.

"My earlier words of encouragement might have been a little rough, but I am sure there are some who will be upset that only the winner will get the club funds." Medaka begins. "This is how I want each of you to feel: [I'm glad I participated]. I want you guys to go home having enjoyed yourself here. And that's why I came up with this rule to liven things up a bit."

She spreads her left arm to the side. "We of the Student Council will also participate in this Swim Meet! Whichever Club gets a higher score than us, regardless of place, will get funding directly from m-" She suddenly coughs. "I mean, directly from a benefactor that wish to remain anonymous." Akune breathes a sigh of relief. "It'll be three times the normal amount, no questions asked!"

Needless to say that statement sends everyone in an uproar. Grinning like a shark you look around and meet the gazes of your fellow Devils.

Nekomi is looking forward to fight against Medaka. Sugar, this being a physical competition where he doesn't have to hit people, is ready to give his 100%. Suzuna is with her thralls of the Manga Club. Koga is grinning, Akemi is pretty chill about the whole event and Day has a military-themed swimsuit. Lim, for some reason, wears a two-pieces swimwear.

Naze and Rica are the only ones not physically present: the former is watching the event from a remote location and communicating through disguised radios and the latter is with her, guarding your necklace.

"Hear that?" You look at the Chemistry President. "The solution to this year's funds problem has been served to us on a silver plate."

====

"Inter-Club Swim Meet! First Event, Water Basketball! Everyone get ready, we'll start soon. Once again the event will be followed by none other than me, the Broadcast Club President's right hand woman: Asa Tanzaku!" The girl with purple hair done in two buns winks.

"And me! Everyone's cute idol: Shiranui-chan!" The blue-haired girl raises a fist in the air.

"And in case anyone is developing any weird ideas, beware!" Asa jumps on her feet and points through the glass at the students below. "The broadcast room is in full view of everyone! Try anything funny and I will sick the Enforcers on you! Did you hear that Swimming Club? I HAVEN'T FORGOT!"

Everyone sweatdrop, save for a certain trio that tries to fade even more into the background.

"Shouldn't you explain the rules?" Shiranui asks.

"Right!" Asa sits back on the chair. "There are 20 balls for each participating team at the bottom of the pool. The goal is to put as many of those balls as you can into the basket. All balls that stay in the basket will be counted as your team's points. Now then everyone, let's get ready for the games to begin!"

"Ku ku ku! I'm a little disappointed in you Hitoyoshi-kun." While you wait in the water with everyone else Nekomi approaches you, two girls from the Judo Club behind her. "For this type of game, wearing those silly floaters is the biggest handicap. You need something that allow you to sink."

"So you're probably wondering: why I haven't suggested to make the team all girls?" You reply, a boy and a girl from the Chemistry Club behind you. "It's because I'm considering all four events, not just the first one. A headstart is not as important as you may think. Beside-" You shrug. "The handicap doesn't apply to me."

"Confident, aren't we?" She grins before tilting her head. "What's that behind your left shoulder? A tattoo?"

Your right hand instinctually rises to rest its fingers near the edge of the five-pointed star. "No, this is a birthmark. Everyone in my family has one."

"A star-shaped birthmark? How unusual." She nods. "Does it have any special meaning?"

Now, that's a very hard question. "...Several." You finally settle for an ambiguous answer.

"Things didn't quite go as I expected, but I'm glad to see you here today, Zenkichi." Medaka walks closer, having changed into a new bikini. "Don't you feel like our usual roles are swapped today? But I cannot say I dislike the feeling."

"Now that you mention it, it's quite the bizarre feeling. But not in a bad way." You grin before shaking her offered hand. "Even if the end goal doesn't interest me I'll charge forward with all my might. That's my pride."

"Of course, I'll go through with my own intent. Let's make another wonderful memory together Zenkichi."

'Why aren't those two an item yet?' Nekomi wonders.

====

When the game starts you waste no time swimming down to the bottom, having already instructed your team about the best method to toss the water-soaked, and thus heavy, balls. Both you and Medaka share an excellent lung capacity and strong physical abilities that makes possible to collect and bring up a large number of balls. After that the trick is to smash them together and throw them like that, since it's easier to aim with a bigger ball. Gravity does the rest.

In the distance you see Medaka collecting the balls: she is probably going to throw all 20 of them at the same time. You can do the same, even if not as fast, but there is no need: this event doesn't award additional points for finishing places, and doing everything by yourself defeats the purpose of your [Teammate for Hire] initiative.

Your eyes then narrow as you also spot the trio from the Swimming Club on the bottom. How did the guys-obvious, they expelled all the air before going into the water. [Compulsed Expiry Diving]: that's the name of the technique, one where a single mistake can cost them their lives. They haven't changed one bit, uh?

Whatever. They're not your preys.

====

"Are you sure about this Hitoyoshi-san?"

"Positive." You look at the two members of the Chemistry Club, one eye closed and arms crossed. "The second event is a 3-legged race. Without a partner on my level I'll only be a hindrance. Don't worry, it's okay even if you get a middle place: I'll compensate in the third event. Beside, what are you complaining for? Aren't you two going out together?"

"H-How do you know?!" They both blush.

'You have the smell of each other mixed with your own.' "I have a keen eye for details. Now go and show some good teamwork."

Still embarrassed they leave to do as you said. Looking around you see Medaka talking with Nekomi, only to be then approached by that Kikaijima girl. Curious you walk closer.

"I never expected you to understand what we're thinking." You hear Kikaijima proclaim. "But I will tell you what is it we want to do. What we want, is to make a pool of money. Spending a full day swimming in it is our dream."

"So Scrooge McDuck is your idol? Should have guessed." You suddenly say from behind Kikaijima, startling her. "For me, I'll take the beaches of Florida over that any day of the-"

"Pay up!" She holds out a hand.

"Year." You blankly finish. "Don't you have a life girl?"

"I can do this all day!"

"So do I."

"Oh..Ooohh! This is!" The commentator exclaims with disbelief. "T-The Swimming Team! I can't believe what I am seeing here!! This goes way beyond the level of being dangerous! It's crazy! They're swimming with their legs tied together!!"

While Nekomi seems shocked and Medaka displays a frown that hide much more you, instead, scoff. "Do you want that money that much?"

Kikaijima regards you with a dull look. "Of cou-"

"Too bad. You need to do better than that."

"And they are passing the other teams-What is that?! Is the water exploding?! No! It should be absurd, yet it's happening! Sugar Ray, who has joined the Lacross Team, is running while punching the water! His punches are so strong and so fast the water is being blown away, letting them run as if they're on mostly dry ground! And-OH MY GOD! This time I'm sure there is something wrong with my eyes! The Orchestra Team, who has been joined by the Devil Council's new member Itami Koga, is RUNNING ON THE WATER!!!"

"Now now. While bizarre, no law of physics is being violated today." You tell your shocked audience, save Medaka who listens with curiosity. "Sugar is fast and strong enough to do something like that, and Koga is simply using a specific footwork that exploits the water's buoyancy."

"In which shonen manga does any of that makes any sense?!" Someone screams from the back of the crowd.

You make a gun shape with your hands and wink. "Reality is more amazing than fiction!"

"The Orchestra Team has reached the goal first! 2nd place is the Swimming Team! 3rd place goes to the Lacross Team..."

====

The third event is [Eel Catching]. As the name suggest you have to catch live eels that were resealed in the pool, and each team can send only one person. Each eel is worth 1 point.

"Did you plan to lose on purpose?" You ask from behind Medaka, who all the eels are avoiding like she's a bomb ready to go off at any moment.

"Akune-san thought it would be more fair for everyone." She replies with a dejected air. Does she find even eels cute or what? "This match is made more for you."

"Obviously he didn't know." You reply while grinning. You loudly clap your hands before holding them out. "Alright boys and girls! Jump on!"

All the eels immediately swarm to you, jumping out of the water into your arms and even going so far as to coil around each other to hang around your body like rope. Everyone stare with wide eyes before realizing even the eels they caught are escaping. They try to stop them, with mixed results.

"Unbelievable! Hitoyoshi-kun's frankly freakish mastery over the eels skyrocketed the Chemistry Club from the middle of the list all the way to the top!"

====

"For the last time Akune, I didn't spray eel pheromone on myself!" You tell the obnoxious blonde. "Eel pheromone doesn't even exist!"

"Liar! Animals behaving like that is unnatural!" He moves his pointed finger back and forth. "Did you brainwashed them while no one was looking? Confess!"

"Now you're just sad. Almost as those guys." You point to the Swimming Club.

"Check your eyesight again. We may be second place, but we're still higher than the Student Council! Oy! Don't forget the increase in funds!" The guy named Tanegashima arrogantly says. "It's supposed to be three times the normal amount! Right?!"

[] "Why don't you just have fun instead of wearing yourself down worrying about money?"
[] "Money, money, money. Is that the only thing you can think of?"
[] "Don't you ever get tired of risking your life for mere pieces of metal and paper?"
[] "Give me a break. I'm sick of hearing you repeat the same thing over and over!"
[] "Yes, last I heard it hasn't changed."
[] "I will be more than happy to stuff your mouth with money if it means you stop speaking."
[] "I get it! You. Want. Money. Who doesn't? But try to draw the line somewhere man!"
[] "Are you guys zombie or something? The way you do things seriously gives me goosebumps."
[] "You know, I bet that's how most criminals started their career. Do a favor to everyone and jump straight to prison, will you?"
[] Write-in.

Sorry for the "tell, don't show", but there was already too much stuff to add.

"So, what's with the necklace?"
*waves hand* "There is no necklace"
"Bullshit, there isn't. Now answer-"
"There is no necklace"
"Uhh...there is no necklace." Mental note: Find out why they aren't in Class 13.

This is kind of a big deal because it means Zen knows about the Joestars and/or any siblings.

Is that a rabbit hole you want to go down, Nekomi?

Of course. There's no reason for DIO not to inform one of his closest sons and wife(?) about the Joestar family.
