That stand actually sounds very similar to the stand Harvest from part 4. That said it was a lot more aggressive than Harvest was in canon but it could be that the user has a different personality due to the crossover changes that has happened since part 3.

It's not Harvest. Suffice to say something similar to Part 4 happened, through of course some events were altered. In case you're interested, Kira died and the good guys won.

And now for one the Stands that you all already knew and love, it's Miracles! Now as mentioned before, Miracles is considered to be one of the weaker stands in the 7th Stand User Game. However, that is only from a game perspective since the Stand's full potential could not be fully explored within the restraints of an RPGmaker game. The truth of the matter is that Miracles is in fact extremely powerful and dangerous, even by regular Jojo standards. The power to manipulate the subconscious is absolutely nothing to laugh about, in fact you should all be god damn terrified and wetting your pants. The in-game description says that Miracles can make the user invisible as well as induce hallucinated pain.
What Miracles actually does is force other people to subconsciously ignore the user and their actions and probably anyone that the user decides to include in this IGNORE ME field. And when it causes enemies to hallucinate pain, Miracles is actually affecting the synapses and neurotransmitters in the body in order to simulate the sensation of burning, to such a degree that the body react as if it actually were burning. That may sound impossible until you remember that Weather Report from Stone Ocean can turn people into snails through the subliminal messages so causing actual damage the same way isn't so farfetched.
Being able to hurt people by tricking their bodies into doing so is scary but then there's the fact that you're also controlling the subconscious. You all heard the situation where someone 'subconsciously' held back their strongest attack, or 'subconsciously' made their attack miss, or 'subconsciously' got in the way of an attack. Well thanks to Miracles, you can make your enemy do those things as well! Essentially, Miracles can take control of a person's subconscious and change their behaviour. Early in 7th Stand User, you can use Miracles to control the subconscious of cat to make it behave and stop running away from its owner. Since you can do the same to normal people, Miracles is much more horrifying than the game makes it out to be.
Then there's the fact that being able to control the subconscious also means that you can control the autonomic nervous system. That means you can control a person's breathing, heartbeat, and bowel movements. Even if it's partial control, you can seriously mess up a person.
All in all, Miracles, even by the insane standards of the Jojo universe, ignoring Stands such as The World over Heaver, Made in Heaven, Requiems and other time bullshit stands, is one of the most overpowered Stands to have ever existed.
That's a power so broken that it explains why God's in his heaven; he's shitting himself in FEAR, because this thing might have higher than infinite developmental potential.

Still, I'm pretty sure that Stands are rooted in the personality of the user in some fundamental way.
Polnareff's Silver Chariot? It's a Stand built entirely around one v one combat and ludicrous speed and precision. What does that represent?
A.) The fact that his Stand has no "true" special abilities, and can only fight, represents his singular obsession with avenging his dead sister.
B.) It's ludicrous speed and precision meant that this stand was built, from the ground up, to take down J. Geil, his arch nemesis, a person who can travel through any reflective surface at the speed of light, again representing his obsession with vengeance.
Now then, there's obviously more to Polnareff than that, but see how the Stand is rooted in his psyche in a fundamental way?
Yeah, there's more than a few Stands that break this rule, but there's generally a consistent pattern here; most every Stand is based off of it's user's mind in some way, mostly on a conscious or subconscious level, and the psyche has reality warping powers in JoJo's Bizarre Adventure anyway (the bit with the snails), so it doesn't really matter if it can effect Stands; all it needs is access to vast reality warping powers of the psyche.

He blinks twice in rapid succession, a very subdued way to manifest surprise. "I didn't expect that. The Personal Experience Club and the Occult Research Club I can understand, but why would you want someone like me?"

Those are skills that I value greatly, and they can be of value to the Devil's Council. "I believe I know the real nature of those invisible bees that attacked you. I cannot share many details unless you join the Council, but rest assured I'll make so they are not a danger anymore regardless of your answer."

When you return with Akemi the others are already there, with a couple of new faces: two girls-wait, that's an Adam's Apple. One girl and one very feminine boy: the latter is chatting with Nekomi, while the former is, together with Naze, working on some kind of device.
"How did it go?" You ask Koga.
"Yamato Shiroi thanks for the offer, but he really loves playing baseball. But Naze-chan persuaded Day-san to join by helping her perfect the Plasma Katana." So that's what they're doing. You just hope there isn't any explosion: plasma is a nasty thing to toss around. "And Nabeshima-san did the same with Lim-kun." She looks around before leaning close, a hand to the side of her mouth. "Would you believe he's a guy?"
"Honestly, it doesn't rank high in my weirdness-meter." You shrug before going to personally meet the new members.
"Nice to meet you Hitoyoshi-san." Gen Lim greets you. "Even if I'll divide my time with the Acupuncture Club I hope I can be of help."
"Certainly. After all, a medic is always useful to have around."
"I am very thankful for this opportunity." Amaya Day performs a military salute. "Let's all train vigorously to better ourselves and the whole school."
You return the salute. "A marvelous attitude to have. Welcome onboard Day-san."
Of course changing school club, like most things, requires a certain amount of paperwork. As the one who wanted them here it's only natural for you to help the new members go through the procedure, which will be the Council's official focus for now.
For the unofficial one, you wait until only your fellow Stand Users remain (save for Suzuna who need to draw the new edition of her manga) to recount the conversation you had with Akemi.

"Close-Range Stands are fast and strong, but are only able to move small distances from their users or their effects have a short radius. Long-Distance Stands are capable of long-range movements or have effects with a large radius, but are less strong than Close-Range Stands. Finally, Automatic Stands can act on their own: they follow a simple objective without being directly ordered by their users, and said users do not have to be present for the Stands to do anything. Their range is virtually infinite and, unlike other cases, damaging the Stand doesn't damage the user. However as an offset Automatic Stands often lack precision and complex cognitive ability, and are clumsy compared to normal Stands. There are also many sub-types and Stands that defy those characterizations, but it's not important now."
"Does that mean the only way to defeat an Automatic Stand for good is attacking its user?" You nod, causing Nekomi to sigh. "I'm not comfortable with the idea of super-bees going around doing God knows what so I'll help. But isn't it strange, to meet another Stand User so soon?"
"Stands Users tend to be attracted to each other." You fold your fingers together, cross your legs and lean back. "An acquaintance of mine believes it's the work of Fate, which he dubs Gravity. But I disagree: to me, Stands Users are attracted to other Stands Users because of their inherent nature. Gravity is the force they exert on the outside world, which cause them to attract each other just like the gravitational field of a planet attracts other celestial bodies."
"Stand Users are like planets?" Nekomi muses. "But since there are also Abnormals around, isn't more precise to say oddities attract other oddities?"
"When you put it like that, it must be true."

After school you meet up with Akemi and, together with Rica, Sugar and Nekomi you walk to the place where the senior was attacked. Meanwhile you, after making him promise to keep it a secret, explain to Akemi about Stands.
"So those Stands are invisible to anyone who also doesn't have one. That's why you thought it was one when you heard about my misadventure." He muses. "But what is the user's goal then? Were they just testing it?"
"It's a possibility, just like how it's possible the Stand is acting outside the User's control." You tell him. "Or there is a reason, and we just aren't seeing it."
"You said the holes were the size of a child's pinkie, right Akemi-san? Well reason or not I don't want to leave unchecked something capable of doing that-oh? What are they doing?"
Further ahead a group of people, homeless and hoodlums by the looks, are taking apart the wooden wall of an old shack. The strange thing is that they're aren't using axes or whatnot, but common objects like kitchen knives, clubs and in a few cases even their bare hands.
"Weird." Nekomi mutters before walking closer to them. "Hellooo! What are you doing?"
You are about to follow when you feel Rica's hand holding on your jacket. Looking at her you see she is staring intently at the group of people, her eyes white as she calls upon the power of Miracles. "Zenkichi. There is something wrong with them. Their bioelectric networks are all jumbled on."
Not receiving a response Nekomi grabs the shoulder of a man hammering at the wall with a rock and turns him towards her. "I said-HOLY FUCK!"
She jumps back in surprise and fear at the sight of the man's face: its eyes are bulging out and compound like those of an insect, seemly made of dozens of smaller eyeballs. The skin around them is green with black stripes, and two small antennas emerge from the forehead. The man makes a buzzing sound, his face twitching oddly, before going back to its previous task.
Nekomi quickly retreats back to stand behind your group. "What is going on?!"
You narrow your eyes. Could it be...? "Rica, knocks out that guy. Sugar, brings him here."
Miracles makes the guy fall asleep, while Red Garland grabs and drags him close. You then have Lift Me Up pulls up his shirt.
His torso is littered with the same holes described by Akemi, the skin around them green with black stripes just like the eyes. "This man was attacked by the bee-like Stand. The others must be in a similar condition."
"But why the transformation? It didn't happen last time." As expected Akemi remains calm, though you can see even him is a bit unnerved by the sight. "Unless...a bee's sting is poisonous. If the venom of a normal bee makes those stabbed ill, is it possible this Stand with the form of a bee has a venom that trigger a transformation?"
"Very possible when it comes to Stands. The number of holes probably means that a certain amount of it need to be injected to be effective."
"Zenkichi." Sugar points towards the group of people.
You follow his arm and groan. "Akemi-san? They're not bees."
"Eh?"
"They're fucking hornets."
Coming from the other size of the shack being demolished is a swarm of hornets the size of your hand, green with black stripes. Their stingers are less needles and more like small pikes. The Asian Giant Hornet is the bigger and more dangerous species of Hornet on the planet, but they pale in comparison to those guys.
The swarm flies at your group, their stingers pointed and ready to stab.
Yeah. Not happening,
"MUDAMUDAMUDAMUDAMUDAMUDA!!!" Lift Me Up unleashes a barrage of kicks the moment they enter your range, its plate-clad boot crushing the hornets with unerring accuracy.
"ATATATATATATA!!!" Red Garland instead uses the barrage of punches normally favored by humanoid Stands, its fists moving so fast they create a veritable wall that block and disintegrate all hornets.
When the last hornet is destroyed you relax, though you keep Lift Me Up on the lookout for more of the little buggers. Whoever the user is, they just earned the beating of their lifetimes.

So it looks like Zenkichi doesn't quite agree with Puccis outlook. He doesn't view things through a lens of fate or destiny, but rather that theres a cause and effect that are not necessarily predetermined. The Stand power is the cause, and the effect is stand users (or power users) being drawn together.

Now that I've accounted for unlikely possibilities, I feel I need to mention Fate is kind of a running theme in Jojo. (You all should read the Araki quote!). I'm not surprised to see Zen reject the idea that everything is fated, since he believes in human potential.
Anyways, I tend to like to make and evolve plans on the fly so I'm not sure if I can honestly directly help with a plan. Indirectly on the other hand!
Things to note:
We don't know if the stand user is acting on their own, or even a real theoretical range.
We don't know the stand user's goal.
The wasp's programming seems to be acting like wasps.
Rica is probably the ultimate scout here, though I don't know the actual dangers/capabilities of her stand exactly enough to be horribly sure.
If Rica is the ultimate scout, she is also the ultimate assassin.
Everyone will need some form of defense against the wasps.
Zenkichi's mom may be able to heal these guys?
We're in a park, keep in mind where these wasps could hide and how they react to us. Did they charge us because we attacked one of their slaves/victims?
There are still parts of this stand we do not fully understand.
I'd recommend some sort of plan starting with analysis, followed by proper search and a tactical call of how to deal with the stand user depending on the situation done by Rica and maybe one other if she can cover for someone, while the rest run whatever interference they can. It should be noted that they need to not only provide a target to the stand user, but to give them a reason to become more active and focused on them.
That last bit, however, assumes that the Stand user has a good reason to take an active interest in them. Identifying them will likely be the hardest part and much will depend on how that is done, if it is possible, and who it is.
