yeah some people don't even realise what exactly plants can do.

One thing grow plants in people.
Opponents get the Kurama treatment and explosive growth.
Friends get modified with fun things such as touch poison, barbs and other goodies.
Study the Venus flytrap IT MOVES based on touch.
We could make moving plant mooks.
Low level brutes mooks. Woods tougher than flesh and their hydrolic.

Since it wasn't specifically stated otherwise when the GM was giving examples of the powers and their uses, Ceres is almost certainly influenced by the Manton Effect, which means we can't do a good chunk of what you're suggesting. Also, Ceres gives us plant control powers, not the ability to make plants with attributes and powers not found in nature. That's a Bio-Tinker thing.

Bugs are mobile, plants not so much.

Rapid, and presumably controlled, plant growth is part of it. Vines and many other plants have great flexibility in that department.

Cities are where all the interesting stuff happens, and tend to be rather sparse in the plant department.

We can rapidly grow a tree from a seed, apparently, so that's not really an issue. Get a bio-Tinker on board and you can probably get some really weird plants, too.

Yeah, but Bio-Tinkers don't really grow on trees. How many capes in canon can actually help us with our plants? Bonesaw, Blasto, Mannequin and Panacea are the only ones that come to mind for me. The first three carry all kinds of problems, and Panacea has hang-ups about using her powers in certain ways, and working with her pretty much requires us to go hero.
