Unfortunately, the answer is that is 'iteratively more complex computer generations designing more complicated ones' and may or may not be the literal Christian God by the end.

Scaling regarding Multivac, which is the Cosmic AC's much weaker predecessor, can be found across the rest of Asimov's works.

Ok from what I've read...

Yeah, this weirdly overpowered computer just becomes a literal God... and since this is the Final Form of this Air Conditioner unit... there is absolutely no way any form of DBS Goku can do anything about this.

Xenoverse Goku might stand a chance (Demigra was going to reset History and Final Form Mira absorbed an entire Universe) and Xeno Goku (From SDBH) also might be able to do something

DBS Goku is unable to do anything to Cosmic AC. Can't Hakai him, Can't seal him away.

Xeno Goku can... but that's from Super Dragon Ball Heroes (If you want a simple answer... No DBS Goku can't punch Space/Time)

It also survives the entropic death of the prior universe and exists entirely in a separate plane of reality, meaning ordinary distance does not exist for it.
