I feel like we'll need a little more to sell the idea that Lou has hidden depths in politics and planning. Maybe, have him engage in some diplo actions to win over people? He has the Make Friends Personal action, so what if he befriends some Politicians?

Also, the Toiletnator actually was very competent as an executive for Adult Co. if the comic was canon so honestly he could be Mr. Boss' replacement if we ever figure out how to make him focus on administrative tasks again.

He tried to build a refinery without any nails so cut cost. It's amazing he lasted as long as he did.
You could say the same thing for Numbuh 4's dad so it's genetic. And Numbuh 4 was as dumb as a bag of rocks that somehow managed to graduate with several degrees from Harvard of all places when he grew up and Joey is a superpowered dodgeball genius so the family tree is just that weird.

...Honestly, having Toiletnator run while also running a candidate that might be a bit more....competent, could be an option. If he wins and we play our cards right, we have a puppet, if he loses, but the other one wins, we can have someone a bit more self-sufficient.

I think it's more that father was too hyperfocused on soopervillains to look for love.
Grandfather seems more like he had a wife. Had being the operator. Whatever happened to her was probably not pleasant based on his personality.
I think father could absolutely have a stable relationship with the right person, he's shown to be generally amicable to everyone who isn't a kid and who doesn't fuck up his plans
