Well, talking about Mana upkeep, I think it's time for me to disclose a little about it!:

Rules:
A Servant upkeep depends heavily in factors like their power, if it's in middle of combat, if it's making things like eating, sleepig, ect. To reduce the strain on their Master.
But in general, a Servant's strain in their Master should be at least 20-15 MU (Mana Units) outside of combat (Which can be reduced by the already mentioned activities), Servants like Assassin or Caster have a lower upkeep. (Assassin by their lack of brute power, and Caster by tapping in the local Leylines and the ambient mana, so their upkeep is reduced to 10-5 MU.)
Inside combat, the upkeep depends of how much their skills are being used, but a Servant during combat should burn at least 40-50 MU in general (Assassins and Casters can vary between 20 to 30 to 40 MU burned).
Now, about the Mana stat of a Servant, it includes terms like their potential for magic, and their own reserves, A Servant using their Noble Phantasm should burn at least 200-300 MU, which obviusly will be paid from their own reserves rather than from their Master's one's (Casters and Assassins are much varied in their Noble Phantasms, so it's far harder to say).
By choosing the Mana-gems you will have to pay less for the upkeep of a Servant, roughly by half, but you can also upgrade a Servant's Parameters with them.
(I'll make clear that the Mana-gems will upgrade Parameters no matter what, but you can sacrifice some upkeep for upgrading their Parameters some more. There is bound to be limits, of course, but in general a class like say, Caster, could be upgraded to have a C-B in strenght, while still paying the same amount of Mana than usual, the problem will be make sure that they are actually able to use that strenght, as Casters aren't known for being frontline fighters).
If you choose the Magic Crest, your reserves should be upgraded by 50-80 MU extra, with the perk of having the knowledge that resides within the Crest (If your Circuit Quality had reached a higher rank, this Magic Crast would also been affected).

So just pointing this out, but given the vague hinting and assuming these are canon Servants, the second (probably Katou Danzou given the doll bit and usage of the term Lord) and third option (too vague for me to narrow it down with all the japanese Servants) should get bonuses from being summoned in Japan. Cu meanwhile, if that's who Caster turns out to be, has notably bad compatability with the place. It kind of makes him the least practical option by default.
Anyway, I'll be honest and say that I'm not too fond of the plan voting. It's just very restricting and asking for bandwagoning, which gets especially bad in votes like this one where one option is significantly more important than the others, so whoever votes for a given Servant first has a decent chance to determine the other two responses by default.
First of all, props for being able to course correct. I can relate to struggling with the clarity of votes. For what it's worth, the new descriptions do strike me as more clear. Still going to stick with the second option though. It's hard to beat a mecha ninja.

Damn I was hoping for cu... oh well if the doll is kato then that works too. Assassins barely require any upkeep so we can put the gems bonus to parameters. Although it would do us well to remember that the assassin class works best when used to kill enemy masters. If we go for this then it is almost guaranteed that someone's blood will be on our hands.

I don't think I have to say this anymore, but I have made the Servants I dentities far more clear now.
So anyone who still has the "Cloak wearing man" vote if it's because they wanted Cu, then I'll ask once again to revise your vote to make sure this is the Servant you like.

The Assassin (which at this point it has already been identified as Kato Danzo), has 3.

So just to see if I can manage getting a couple more votes for my prefered options.
As for Danzou, to give more of a reasoning than just gushing about robot ninjas, it's true that Assassins are best suited for taking down other Masters (which in and off itself is an interesting predicament given the desperation of Hakuno's situation), but thanks to her robotic body and integrated weaponry Danzou is pretty far up in combat strength as far as Assassins go. Add in stat enhancements from the gems and she should at least be able to hold her own in open combat somewhat. Not to the point where I think getting into a fight with the knight classes will be a good idea, but it still strikes me as the best trade-off between combat capability and magical energy cost we'll get. She also doesn't come with any complications like a Caster's reliance on their territory, having to work around other Servant's magic resistance and no chance of having to deal with weird time displaced suicide attempts. In all seriousness, having a Servant that's fully loyal goes a long way.
As for letting Sakura into the know, there's two parts to this. For one, she's going to find out sooner or later anway once the war starts, so I don't think keeping our involvement secret is worth much at this point. Especially so given that her finding out later on risks taking an unecessary hit to the social link, which could turn out ugly and violent. Nothing you want to deal with in a Grail War. (Amusingly enough, my preferred Servant, the Assassin, is the only option out of the three where I can see keeping her out of the loop as viable. Both because it's the one that allows us to operate secretly enough to keep us hidden from her and because as the Master of Assassin it might pay off keeping maximum secrecy to lower the risk of getting into a straight up fight. None of that applies to the other two options however.) For the other, having someone that we can go to for help is a pretty good thing as a fairly lackluster magus. It's not gonna last of course, but it's a good option to have for an emergency and gives us time to get our footing.
