The Romans waged war to gather slaves and wealth. Spain built an empire from its lust for gold and territory. Hitler shaped a battered Germany into an economic superpower.
But war never changes.
In the 21st century, war was still waged over the resources that could be acquired. Only this time, the spoils of war were also its weapons: Petroleum and Uranium. For these resources, China would invade Alaska, the US would annex Canada, and the European Commonwealth would dissolve into quarreling, bickering nation-states, bent on controlling the last remaining resources on Earth.
In 2077, the storm of world war had come again. In two brief hours, most of the planet was reduced to cinders. And from the ashes of nuclear devastation, a new civilization would struggle to arise. A few were able to reach the relative safety of the large underground vaults. Your family was part of that group that entered The Poseidon Oil Rig. Imprisoned safely behind the large Blast door, under above a raging sea, a generation has lived without knowledge of the outside world.
After the destruction of the Poseidon oil rig and the evacuation of Navarro. The Enclave split up into several powerful splinter factions. The factions split based on their underlying beliefs of how the Enclave should be ruled. led by their remaining leaders. They scattered some headed north towards Seattle and Alaska. Others west to Chicago, Virginia, and Washington DC or southeast to Texas and Georgia.
They divided up the Enclave equipment and personnel into portions. Each leader was given a carte blanche to lead as he or she saw fit in pursuit of furthering the Enclave goals of a united America.
The Vertibird comes about and lands outside the new base you're second in command salutes you and address you as...
Colonel - The Colonels were the top echelons of the Enclave military all serving under the discretion of the Commander In Chief. But since everyone in the Richardson Administration died on the Oil rig, rulership was left to the Enclave Colonels.
+[Military Moderate] While still upholding the core tenants of the Enclave. You and your people are willing to compromise what they believe is right for what they believe they need.
+[Helpful Peers] The largest faction within the formerly unified Enclave was the Military Moderates and most Splinter factions are your ideological allies, Factions led by Colonels are more willing to assist you if you call for their aid and they are able to provide it.
+[Nothing Fancy] You have not chosen to grant yourself a fancy title like some of your peers, even though it is well within your rights to do so. You have been a Colonel for years and why should the title change when your job has not?
-[Bound by the chain of command] As a Colonel you can not run for public office, so when a new president is someday elected. You will bound by your military rank to obey or face being declared a traitor to the United States of America potentially starting a civil war within the Enclave.

They will bend what the Enclave considers its core tenents to suit their purposes. You have not and will not fall that low, you have a will of Iron and you would rather die before you compromise those morals for any reason.

However, if you appear or become weak, they won't think a second thought about replacing you with someone who will get the job done.

Congressman - You always knew that the Enclave democratic process was corrupt and full of dynasties filling the terms one president or Congressman after another. But you within the power vacuum of the oil rigs destruction you have been able to strong-arm the remaining leaders into giving you a seat at the table for your small but loyal faction of pro-democratic supporters. You are still a red-blooded American that believes in the American dream, baseball, and apple pie and would never let the Enclave be tainted by any mutant blood.

+[Meritocracy] - Competition breeds Competence, With a fair and equal democracy the truly brilliant can rise to positions of power. A breath of fresh air is in the air as the faction is given new lifeblood and a set of new innovative ideas previously dismissed can be discussed freely.
-[The Swamp] - The Other factions are filled with the old families and they know that their power lay in the people believing in the illusion of choice. Your factions threaten that and while they would never attack you openly, they do not have to help you either. You are excommunicated by the other factions and you should not expect any help from any of them.
-[Dissent] - The majority of your military were ordered to join you as part of the dividing up of resources and they would have much rather have joined one of the factions led by a member of the proper military. Unless your faction leader is former military, There will be dissent in the ranks and who knows what that might lead to, eventually.
-[Cheated] - Turns out that the other Enclave faction leaders have cheated you out of considerable stockpiles of equipment there is no way to get it back without a military confrontation with them so you will have to make due. -50% starting Equipment

Director - You were the Director of the Secret Service under the Richardsson Administration. Your duty was to protect the President which you failed. Safeguard the nation's Interests which you also failed. You probably have the strongest claim to the presidency but because of your catastrophic failures, nobody would ever want you to be the next President of the United States of America. You had just enough pull and dirt on the other leaders to get a seat at the table and you grabbed anything you could get your scheming little hands on.
+[Spymaster] You still have a vast network of spies around the east coast that can be used to great effect if you can gain a good source of funds to pay the various informers. perhaps you could even expand to cover the whole wasteland one day?
+[Sigma Squads] - As the Director of the secret service you have access to the Commando Sigma Squads. The very best agents equipped in the finest power armor and ordered to perform the most dangerous and daring raids against overwhelming odds.
+[Classified Bases] - You know about installations only the administration was allowed to know about and they all happen to be deceased making you the only person that knows where they are located.
-[Reviled] - The men and women of the Enclave hate you everyone had a family member die on the oil rig and they will not soon forget that it was your responsibility to protect that and you failed.
-[War Criminal] - You were part of the Richardsson Administration that makes you a war criminal in the eyes of all civilized nations of the wasteland and they will put all the crimes against their peoples on you and you alone.
You will always have a target on your head the bounties issued for your death or capture could buy a mountain of stimpacks.

Welcome to An Enclave Splinter Faction Quest, I've been lurking in the forums for long enough and I thought I'd try my hand at this Quest think. I'm not settled on the mechanics yet but I'm thinking of using the Dark heresy d100 system of rolling below your attribute to determine the success or failure. But I'd love some suggestions on superior systems. I want to try writing one post per day but I also want the posts to be well thought out and give plenty of time for all time zones to vote so at worst every third day. I also need to figure out this Threadmark and Threadmark Index aswell.
Fair warning my grammar and punctuation Is not the best but I can't promise I won't drive some of you insane with my error.

A mix of martial (for respect from the troops and for dealing with wasteland threats), stewardship (to help with managing our faction), and a tiny bit of intrigue (for dealing with certain inner elements, as well other Enclave factions and settlements/organizations in the field with knowledge of the field).
Bare minimum of backstory is that he was brought up learning about his family's legacy and history. However, due to the Enclave having no navy and the repeated blocking of petitions and attempts to (re)create such navy, has not only left the Caldwell family frustrated but has closed off Richard's dream career. Not deterred much, he goes on to join the military, showing an intelligent and keen mind fit for combat and tactics, while showing on multiple occasions his ruthlessness, which has kept the phrase "Never cross a Caldwell" fresh in the minds of his fellow soldiers. Through all of this, Caldwell has kept 2 linked goals in mind; become a high member of the government and help reinstate the navy, giving the Caldwell family's old legacy purpose again.
However, these goals would be forced to wait. Whether due to his own decision as part of his plan, or the spiteful actions of a rival, Richard became a member of the Enclave Corps of Engineers. Regardless of any intention, he has surprisingly shown aptitude here too. Here he has learned the life, duty, and purpose of those who keep the home of America's remnant sound, how often and how much equipment needs to repaired, the limits of his fellow workers, and most of all, their importance in not only everyday life and in all parts of the 'nation', but just how crucial they have been to advancing the nation since the Great War. While it is true that they didn't create FEV, nor increase efficiency in food productions, nor optimize the plasma mixtures for optimum effectiveness, but everywhere else their results are seen. From the X series of power armor and the improved and sophisticated Vertibirds, to the circuitry of the everyday terminals used by many citizens all around, while Richard may not be at heart an engineer, he sure as hell has learned quite a bit.
He was out in the field supervising a team when the rig blowed. A shame too, as within a year his last term with the Corps would be up, allowing him to pursue his goals. With a heavy heart but a steel mind, he organized the team and their escorts and lead them to a nearby outpost, a trip which while only a day or two long showed that his military skills haven't faded, as evidence of the group arriving in once piece despite having a few hostile encounters with the locals and wildlife.
Put back into service due to the chaos of the aftermath and a need for good and experienced officers, he has been put in command of one of the remaining fragments, to be sent on a journey to help keep the Enclave around.
Alright, so here is my plan and some backstory. Of course, due to future choices and the unknown perks, some of this may very well not fit with the character. Nonetheless, this is what I've got. I was toying with the idea of having his background be [Military - Stewardship - Stewardship], [Military - Stewardship - Diplomacy], or [Military - Military - Diplomacy] instead of [Military - Military - Stewardship], but I decided that having just the legacy and a military upbringing wouldn't be much justification to be colonel (whether to the soldiers or overall), so I had the 'childhood' and 'you became' picks be martial. As for the 'service record' pick, as much as I wanted to choose the Diplomacy option (Congress member), I felt that stewardship would be a more useful pick, especially if we want to maintain things well and whatnot. Our two biggest weaknesses would probably be intrigue (TRUST NO ONE) and Diplomacy (Why would any members of the Enclave associate with the savage mutants). Granted, diplomacy could probably be helped by picking the right people (aka someone who doesn't fully share the Enclave's views of mutants and knows enough of the ins and outs of the political field. Intrigue would be harder to find, as I feel that most experts in that topic would be pro-Enclave all the way, and as a result wouldn't hesitate to inform on others if we aren't being 'patriotic enough'. Thankfully, the starting bonus of intrigue for choosing the Caldwell family should help some. Learning can hopefully be added onto via a good enough scientist, and maybe one that doesn't fall into the mad, evil, or fanatically Enclave category. Either way, can't wait to see the results and the next post!

I'll be frank I really dislike the Enclave downt o their very core, so this character is my attempt to try and turn the Enclave into what it should have been, an attempt to learn from the mistakes of the past and build the world back up rather than taring it down again because we're all a bunch of greedy evil racist dipships.

They are fun to hate, absolute delusional blind bastard with damn nice design and backstory, and their PA are all amazing looking. Its very fun hating them on multiple levels they're so evil that its hard to justify ever liking them etc. I just also really hate them to the point that the hate somewhat overwhelms the fun at points.

Just a heads up with the plan. It would be impossible to get the Enclave to a place where they could be considered the "Good guys" But as a faction of the Enclave that favors a "lighter touch" when dealing with undesirables can certainly be an avenue that a desperate faction like the Pro-Democracy movement might be forced into going down.

You remember your childhood the strict military conditions that strengthened your mind and body. Your father was strict but fair always instilling in you a sense of duty to family and country. As you developed into adulthood you excelled within the combat simulations and earned a reputation as a skilled tactician. Using unconventional tactics to win the day with ruthless efficiency you sent your opponents packing.
Graduating top of your class you got to pick the career path of your choice and you wanted above all real combat experience and chose the Enclave Corps of Engineers Reclamation force. It was your job to go out into the wasteland to scavenge old-world facilities for Pre-war tech the Enclave needed for research and day to day operations. It hard, Dangerous but it gave you invaluable experience and knowledge that you simply can't find being cooped up on the oil rig.
You advanced quickly through the rank before finally being rewarded with the rank of colonel by that time you were 43 years old. You had a decent marriage all things considered it was more of a political match than anything affectionate. Her name was Linda Eckhart, Together you had a...

You finally get back to reality when the elevator doors close and you descend into the old facility.
Turning to your old trusted confidante Major Arnold Harris you address him as you would any of your men while in uniform. "Major do you have that list it requested?"
Without missing a beat Major Harris produced a file and offered it. "Yes Sir I have them right here I vetted them myself."
Inside the file were several personnel records that detailed you're new cabinet made up of both civilian and Military personnel. The real question is as you acquired these people during the negotiations with the other Enclave Leaders did you focus on poaching people that you could trust and are loyal. Or people that very extremely capable but did not like you or did not want to join your faction in the first place?

The elevator doors opened and you were greeted by the sight of a long corridor in complete disrepair. You stepped out and flanking you were two Enclave Troopers in X01 power armor, they saluted you respectfully. You returned the salute and marched onwards with your hands held tightly behind your back letting Harris lead the way to the temporary C&C.
Major Harris introduced you to his team and started to get you up to speed after your long journey from Navarro. They explained that landing with the first wave they suffered no casualties or injuries in capturing the facility. There had been a settlement located in the surface base but they handled it as per your instructions. The Engineers have since been hard at work recovering anything they could find in the base and you were very pleased with what they had discovered.
You knew that all transport from Navarro to the location you desired had to be done by Air. That meant that you were forced to only choose from bases that had an Airfield capable of supporting your whole air fleet as such you came to the natural choice…

After the initial battle, the first wave found themselves with a sizeable amount of prisoners they executed the ghouls but they still had the rest to deal with. After the Prisoners were handled and the surface base secure, Several kill teams were sent into the underground base itself. You had the deactivation codes for the automated defenses and except for a few ghouls, the base was cleared without issue. In the exploration of the facility, the engineers found a particularly juicy cache of pre-war tech.

Start: I chose the starting locations for you simply because this is where I want the quest to take place I will do that sparingly when I feel the story is becoming something I would not prefer.
Meta & Timeline: Regarding Meta Information on the wiki etc, It is already out of date regarding the story. My one alternate history deviation is that everything in the timeline takes place 10 years later. Oil rig blew up in 2242 that now happened in 2252 etc.
