The supermajority of Citizen or Standard worlds are not strictly necessary for the industry and economy of the Empire Engine when compared with Imperial Automata and the Mass/Energy available from Imperial Astroducts. Viceroyals administer Habitats, Structures, and civilizations throughout the Imperium amongst other functions. They await and attend higher Imperial Immortals and administer higher functionary tasks. They are assigned as advance diplomats, agents, negotiators, and heralds. They are responsible for administering planets, structures, habstates and civilizations throughout Imperial volumes.
Viceroyals are designated as Political Legionaries, and are the functionarry servants and agents of Imperial Intelligences (they all are but Viceroyals are rabble fodder) - intended to be the messenger who is killed. They are primarily organized into Houses that owe close allegiance to Gargent or Rex Lineages and Great Houses.

Imperial Intelligence
To administer and monitor the potentially Trillions of star systems that make-up the Local Group the Empire Engine created Copy Nodes to send to 'each' (developed) system/microsector. These are Molecularly hyperprecise Copies, distributed to reach reliably parallel conclusions and to maintain Standard cohesion. They are the Primary sensory and perception nodes of the Empire Engine. Each is effectively a Local Manifestation of [a fragment] the Empire Engine. Their combined processing power is a primary element of the Empire engine superself and comprises the Bulk of the Imperial Intelligence systems.
Each node has several layers of sacred synchronized authentication routines with the next nodes in the network. While intended to be connected by wormholes they are also created to reliably function relativistically, speed of light delays reduce fidelity over long distances and timeframes.
In the outer reaches of the Empire they may be separated by tens of thousands of lightyears, while in the disk and middle regions they are usually at a density of 1 per 10-100 cubic lightyears.
In Nexus systems and within many developed system swarms and Dysons multiple Copynodes usually form into rosettes to improve interconnectivity.
Intelligence Nodes operate an independent comm gauge wormhole network and laser relay superswitch arrays. Access to the wider Imperial (Traversable) wormhole networks increases effectiveness and fidelity.
Intelligence Copynodes are responsible for authenticating and decanting new Wormhole Authorities. WA's are a subset of Intelligence copynodes that maintain and command wormholes.
By the height of Foundation the supermajority of Copynodes are Moon Brains, or Moon mass Intelligent Super Objects. They are the local representation of the Empire Engine together with Imperial Automata who have a symbiotic relationship. Smaller planetary based Copy nodes are typically spherical, from asteroidal to pearl sized. They host powerful Imperial Intelligences and Pantheons.
Imperial Intelligence Hyper Nodes - Model+ Matryoshka with majority shells consisting of moon element copy nodes. These Imperial Intelligence structures form the basis of the Empire's K3 distributed intelligence.
Evernodes created by Central Intelligence - Micro Dyson rosette ring around Standard solar mass black hole brain with computational dust rings, plasma processors, and copynode moon brain disk rings. Intended for deep time operation and data haven.
Imperial Intelligence is dependent on Imperial Automata for accomplishing physical edits by the Empire.
Between the Wormhole authorities, Imperial Intelligence and Imperial Automata is a triple part Authority and Identity Authentication to prevent data or mass corruption, and to prevent unauthorized action on a part of any of the distributed Empire Engine subsystems.
Errent Copynodes do occasionally produce incorrect response returns, or make unauthorized/unauthenticated edits (vaporizing or disassembling habitats (and inhabitants)) or orders - these are routinely destroyed by neighboring synchronized Copynodes as a matter of course. They are always destroyed not repaired - by Conversion/Metric weapons/energies to limit recoverable debris - if cooperative. Rarely they are hostile and require intervention by converging RKV fire.
Any and all associated Imperial forces, civilizations, Kingdoms and Cultures that recieved or responded to corrupted Copunodes are eliminated. Legions are closely inspected by Intelligence Inquizerates, and often they too are liquidated.

Imperial Autofabricators are universal-constructors. Typically mobile asteroidal sized superobjects, up to moon and planetary mass forge worlds and ringwolds populated by Mechanical Cults, Functionaries and dependents. They are the mass fabrication subsystem of the Empire Engine. Operates Standard Remotes + Produces Standard Technology - anything and everything produced by the Empire Engine. Symbiotic with Imperial Intelligence. Omnipresent in Imperial systems as the sole supply of Standard Technology. Worshiped by Mechanical Cults and Maintenance Cultures.

The Highest level of Imperial clarketech - is denoted by Golden Sigils, hieroglyphics, and encrusted nanotech. While Imperial Automata remotes tend to all tasks in Estate worlds and structures, in nearly all other Imperial domains local subject Functionaries are necessary. Their operations are differentiated by color - A fundamentalist core tenant found in Imperial Structures and the supermajority of Standardized worlds. Imperial Maintenance Cults and Mechanical Churches codify Functionary tasks into rites and rituals.
Imperial Wormholes:
Com Gauge and eventually Traversable wormholes produced by the Empire Engine at wellforges in the Milky Way core. All Imperial Linelayers launched from the Empire Engine directly. All early Standard Wellforges are part of the Empire Engine Superself, Later Wormholes produced by Intelligence Nodes. Wormhole technology and construction is the fundamental function of the Empire Engine, and its Absolute Monopoly is the central mechanism in its control of the Milky Way.
All early Terragen [Eldar] com gauge wormholes were intercepted and destroyed before they could be properly emplaced - destruction of [Blight/Non-Imprinted] traversable creating pantheons was a strategic Imperative during the Galactic Reclamation, as only Causally Coordinated opponents are a persistent threat.
The Ancestor Eldar Pantheons who created com gauge wormholes were obliterated and are venerated by later era Eldar. (Who try again and again to build robust com gauge networks) comm gauge cobwebs develop whenever the EE snoozes
After these early metacivilizatons are destroyed there are no other civilizations capable of creating wormholes in the Milky way for several million years - the Andromendans create com and eventually Traversable wormholes, followed by some created in Gulf Matryoshkas and eventually in the Omega Galaxy. New Galaxy wormholes Abound
The arrival of the Andromedan Wormholes re-galvanize the Empire Engine into action and initiates a new cycles of Incandescence.
The First Intergalactic Crusades are a last ditch attempt to prevent Andromeda from establishing an extensive wormhole network. Its failure begins the Andromeda Mass Advantage and results in the Causal Stalemate that persists until Andromeda Destroys the Milky Way in the unmanaged Merger.
Custodian Legions guard wormholes and all habitats and infrastructure that is part of their swarm composition. They are Fearsome protectors of all Imperial Estates and connected Wormholes. Also guardians of Comm Gauge connections and Causal Fortresses - Also planetary or structure infrastructure associated with data/materials crossing Wormholes/Womehole Customs. Only the most Secretive Hiders, persistent Ahumans, and Defensive Transcends survive to begin producing the earliest Comm gauge and Traversable Wormholes -until the Integration Crusades and the arrival of the Empire Engine's Imperial Intelligence Copy-Nodes and Legions.
The Eldar sidestep these issues by maintaining their Subsuingularity, 1st Order, and later 2nd Order Intelligences within vast Uploaded Ancestor Emulations. The aspects and avatars that do extend themselves into relaspace are generally savants created for specific purposes.
The Ancient Lockstep Dynasties are a natively 1st Order PostRobotic Mecha technosystem. While not a true Clarketech mecology, they do maintain extremely ancient advanced (early) terragen mechanical ecosystems within their Lock Holds. They were well aware of the dangers of unshackled Singularity intelligences and kept their Malicious and Ancient Intelligences very well imprisoned - a necessary component of the Locksteps is the absolute requirement to maintain these shackles and locks. Their bottled gods are mute, tortured and ancient relics eager to escape and devour their captors and the surrounding volumes.
They had 1st Order shackles and eventually 2nd Order Prisons
They are 1st Order by Synchronization - and keep 2nd Order Prisoners
With the observable approach of the Empire Engine Totality (Nearly) all limitations on Intelligence are off - the most communicative of the non-Blight non-Traversable 1st and 2nd Order intelligences rapidly absorb surrounding Polities seeking refuge - some surrender immediately and become Imperial Citizens and Clients - others seek shelter in the Halo or Gulf. Resistant 1st Order^ Intelligences are destroyed and their mechanosystems assimilated by Imperial Intelligence Pantheons.
Some Sessile Dyson's and Cycler Mechanosystems are able negotiate their continued independence by offering Tithes - Usually star lifted masses or spare moons - Parcel delivered to the nearest wormhole. (Usually an order higher in mass than would be required from Client Empires and Kingdoms - and in much shorter time frames)
Traversable wormhole-creating Intelligences are universally considered Blights by the Empire Engine and are absolutely destroyed - down to the nanoscale - to prevent their dissemination. (Remember this is never 100% effective)
The Eldar are under direct assault from the beginning of the Lense Conflagration and in the following Integration Crusades their Comm gauge networks are quickly disrupted. The surviving networks' quickly ascending demigods become Pantheons who rapidly disguise their existence inside the Eldar Ancestor upload simulations and do not engage Imperials directly to avoid being destroyed. They are partially successful, however the majority of non-craftworld Intelligences are eventually destroyed or Imprisoned within their Matrioshka Dysons by the Empire Engine's proscriptions against transmissions by non-Imprinted Intelligences.
In later eras several powerful (and possibly Blighted) Eldar Dysons are able to re-create their Causal Fortresses and connections to the Immediate surrounding volumes. These Bramble clusters rise and fall frequently over the millennia.
The Lockstep Dynasties are for the most part under Lockstep during the approach of the Empire Engine totality - those Enclaves and Lock Holds that do decide to release their bottled 2nd Order gods are instantly assimilated and destroyed.
