Effects of a "Retro" ISOT?

An ISOT inspired by Pulp Science Fiction, old future predictions of the first half of the twentieth century and golden to silver age comics.
Intro
On July 8, 2012 a massive event would rock the very foundations of the world.

Autoville a massive city of over 60 Million People are suddenly transported from their reality to ours. With it arriving approximately along the confluence of the Mississippi and Missouri rivers. Coming not from a mere divergent timeline but rather the future that never was as envisioned Pulp Authors, Golden Age Science Fiction Writers and the comics the Golden & Silver Age. A world of mad scientists, daring adventures, vile masterminds and superheroes with Autoville resembling the idealistic visions of the future from the 1930's to 1950's. Best compared to Superman's Metropolis, especially the Animated Series version.

Technologically they're diesel-atompunk having already developed regular commercial flights to the moon, a Mars base, nuclear fusion and a transcontinental hyperloop system spanning from Argentina to Alaska. While domestically things resemble the brighter parts of Pre-War Fallout and this. Autoville is near totally self sufficient in terms of food and energy.

While culturally it's a bit more in certain areas with their having never been Jim Crow amongst other things. The city having free college, minimum living wage and universal housing. Being a very nice place to live. On the other hand there was both a World War and a failed alien invasion in living memory.


So what would be the effects and consequences of such a city being teleported to real life? Especially if it has a Superman substitute...
