Also, on the topic of Shego as a love intrest... if we don't want to fight her for control of the rest of the Tri-State area, marrying her would be mutually beneficial. Not only would it give us, and Shego, complete control over all of the Tri-State area and the other states Drakktech control, we'd also unlock at least two hero units, Shego and Drakken.
This quest is based on Crusader Kings 2...

More seriously though, there aren't a huge number of diplomacy actions for us to undertake at the moment. The action to take 2 dip actions per turn seems like a useful one, if a tad out of reach at the moment.

I will say, she cared a lot about "how the game is played," which makes me wonder if she'd be skeptical about being part of the heist. Still - is there a better opportunity to embarrass Syndrome without bringing hell down on our head?

Toffee took control of the realm of magic, and he's created an economic investment zone on earth. Most people don't know who's really running the place, because toffee does subtle very well. Most people just think Toffee is a regular lizard businessman. The only real reason he has a presence on earth is because it's rumored to be the hiding place of mewni's goverment in exile.

TLDR: Toffee has stuff on earth, his main stuff is extraplanar, on earth nobody knows he's a terrifying warlord, and he's content to leave things subtle and hands off, with nobody really knowing he's a threat

Shego is able to pass for a high school or college student a few times, as I recall. I think it unlikely that she's more than thirty at any point in the canon run of the TV series.
I don't remember Shego disguising herself as a high school student, though I might be wrong, but she was definitely a teacher at Kim's school for a while

It's also worth considering how much stuff Shego has done in her life:

-At some stage in her youth she and her brothers were hit by a comet that gave them their powers however this couldn't have happened too long ago because Wego would've had to also be in the accident and be old enough to fight in Team Go for a few years before they disbanded

-She had to have been a part of Team Go for several years, during which time she got her degree in Child Development, before she turned to villainy

-She then had to have been an independent villain for long enough to build a reputation and be wanted in eleven different countries before she went to work for Drakken

-And then canon happened up until Drakken won

Considering all of that I would say that the youngest Shego could be at the beginning of the series is 26-28 and she's almost certainly in her 30's by now

Honestly I can't see her getting together with anyone who is themselves flighty or impractical, which describes most stereotypical mad scientists.
Well iirc she got with Drakken at the end of the series or at the very least it was implied that she hadn't feelings for him

And I'd argue that Doof is more emotionally mature than Drakken at least

I can agree with the last bit. Doof was married long enough to marry, have a child and later be divorced. And from the looks of things they are at least on speaking terms with each other which is better than most people who get divorced.

Carve Doofenshmirtz's head onto Mt. Rushmore! It's right outside of our territory in Flugel's land, but I don't see any Diplo or Intrigue options involving them, so it should be a piece of cake!

Yeap and the natives are still angry about it. So angry they refuse to take millions of dollars worth of pay offs and demand they give the mountain back.

Hm, we can work with that. He seems fairly subtle and his Earthly ambitions are likely limited. We probably can't muster the leverage to get him to do something he wasn't willing to do anyway, but he seems to like things, well, 'normal.' A potential counterweight to Bill Cipher, though likely to be fairly indifferent to any power struggles we may have against any lesser Earthly opponent.

If Mount Rushmore were part of the Tri-State Area, I am sure that Doof would deface it in a heartbeat.

Since it's not, he'll probably just ignore it. Especially since he appears to be trying to gradually get the tacit acceptance and alliance of the federal US government or what's left of it.

On the other hand, the Native Americans have nothing the robot duchess wants, and my impression is that she's kind of apathetic. Without a better sense for what's even going on up there, I don't think we have enough intel to get a sense of the dynamics.
