They're from Pucca, as for what Pucca is...

I have no way of explaining it

... then I shall try to!

Pucca is a show staring Pucca, a young girl who is in love woth trainee ninja Garu. Though the feeling isn't really mutual, and, if it is, Garu is too focused on his ninja training to care. So she chases him around. And around. And around. All while Tobe tries to have his VENGEEEEAAANNNNNCCCCCEEEEE on Garu for some unknown reason.

... Pucca is also strong enough to run and break through walls.

Hm. Wonder if Momosuka is available now that they bring her up again...

She is. Actually, she was available this turn.

Huh he's not a toon?

Nope. Though, in this quest, he might qualify as a low level cape/super who's power is, quit literally, "chew toy", which allows him to survive things most other people can't. The same goes for his minions, Garu, and Pucca. Though, Pucca rarley gets hurt as... she's just that tough.

Honestly, I get the impression Pucca is almost certainly some kind of Super or demigod (which is really the same thing in many cases).

I'll just assume Tobe and Garu have special ninja body hardening training.

Plan Doofenshmirtz brand ninja clan is a go

Well, I mean, we now have Ninja. Not very good ninja, but still.
Now all we need is a utterly loyal battle butler/maid, and a comely consort, and we'll have stereotypical villain BINGO.
And once we start making mutants we are this much closer to being the shredder.
Hm. Wonder if Momosuka is available now that they bring her up again...
I wanna pick her to strengthen our ninja power.

Alright so we can probably use Tobe to make our spy network while Russ helps the Toons or cause Hawk to be in trouble with the law, and Mirage can keep her contacts in order to get information on the new Kronos.

To be honest Tobe has a lot of potential to grow from, it's just that Garu was just that good and Pucca's a freak of nature.
Quite honestly Tobe is a good general unit, because while his stat-line right now is really poor, there's a lot we can do to improve him. Have Khan train them, teach the shaman more magic, teach them Doof-level trap-making, have Russ teach them a thing or two, so on and so forth.

I mean, we managed to make Dennis and Wile E. Coyote good units, these guys just need some investment. Also, while they generally suck, that is a LOT of people concentrated in a single unit.

Edit: getting Chief a pair of glasses may make her actually intelligent, giving Tobe a better learning score. It may work with any pair of glasses, or it might be that Wise Turtle's glasses were special.

We made the spy network last round.
I think he means leads them. Beside Tobe only Monogram and Mirage is capable of leading the Spy network without being a goverment spook and we have Monogram busy reorganizing while Mirage is currently in high demand in either Stewardship Action, Personal Actions, and Diplomacy Action after we have it's second action unlocked.

With the recruitment of Tobe and his lackeys we're one step closer to becoming Doofkage, believe it! We just got our first Jonin and his Genin team, only a few more and we can officially create the Village Hidden in the Smog!

Setting up a spy ring is one of the most unbelievably exhausting things you've ever done. You and Mirage both put in overtime to find informants, vet spies, develop dead drops, and make use of isolated cells. Even with all her experience, you're pretty sure it wouldn't have been pulled off without you making sure every available resource was pushed onto the project. Nonetheless, your secret agent men are set up, and they answer to no one but you.

Second Intrigue Action unlocked!

Spymaster position revealed!
Huh, apparently we did do it, my bad.
But should we think of adding some Ninjas to the spy network as well?

The getting Hawk in trouble with the law idea still bugs me.

Who here has a plan for actually, permanently defeating Doom? What is it?

Because assaulting his public image and costing him one advisor is nice, but it's basically just a distraction. I don't want to still be dealing with this guy 20 turns from now.

I want to either flip Hawk so he works for us, or work on all the AI stuff and the robo duplicate stuff and replace Hawk with a Hawk-bot.

We need to beat him for good, otherwise we are stuck devoting actions to this guy forever and as far as I can tell there are two real paths to that. Just straight up invading military style, in which case why bother with the Hawk stuff, invade now while his robot army is still in production, or intrigue stuff, and having one of his advisors on our side is a pretty solid chunk of progress as far as winning this intrigue style goes.

Edit:

Also, you know what's a lot more damaging to Doom's image then one of his advisors being shady?

A literal mountain of direct evidence of Doom and everyone who works for him being shady.

Pretty sure we can develop the replacement robots stuff in a turn, and that robot would presumably be able to just have recording equipment wired into it. Direct recording of his entire gang and Doom himself doing illegal shit is so much more damaging, and would be pretty trivial to get.

Regular flipped non robot Hawk could probably gather evidence fairly easily as well.

I have two ways to deal with the guy
Number one, DIP him. He's a toon he's the genocide type of evil. Just kill him.
Number two, expose him for the Rodger rabbit murders. In all likelihood he probably kept the Will from the movie. As well as trophies from his kills, it's a thing Killers do and I'm positive he has some lying around somewhere.

But beyond that I really do think we should get goofy's loyalty up so we can help him with that "dream goddess" or whatever are good friend's hallucination in the desert told us about. Because that cookies gotten me nervous.

At the moment we are just reacting to a bunch of stuff and getting ready for the auction with Xanatos.

Doom is still messing with us and getting rid of his intrigue hero helps mitigate him.

And hawks just self centered and greedy. We might get him to join us but he wouldn't be the slightest bit loyal and would probably betray us unless we put a lot of effort into him.

Getting him legitimately arrested makes Doom look bad as well.

The issue is that I think Doof isn't ruthless enough for an assassination, so we aren't giving Judge Doom a dip ourselves.

But... Proving he's a murderer should destroy his support, especially if we follow it up by using our suprior mastery of science to sabotage his robots. His own tough on toon laws would probably see him executed. Even if we can't prove the murders, if we can prove he's secretly a toon, that'll cause problems with the people who bought his propaganda.

Which says to me we need to send some intrigue heroes digging up dirt on him.

You plod into your office with a pleasantly relaxed stride. The endless deluge of duties and responsibilities have finally let up, giving you more time to focus on your mechanical pursuits. In fact, you're still in your bunny slippers, and you've only just arrived settled down in your office. You've only got the one appointment for today, with…

"Hey Janice." You ask after a further three mint bowl attempts. "Why do I have a 2:30 appointment for 'ninj-"

"NINJAS, ATTACK!"
"COMPLETELY EXPECTED!"

[ka-bluff]

"Wait." Binggure blinked. "We're Chinese?!?!"

You stare at them. "...Look, I'm not sure this is gonna work ou-"

"But destiny itself has guided us!" Jumong the shaman said. He held out what was clearly a fortune cookie from a local chinese restaurant.
These guys are fun.

"We even come with our own evil ninja minions!" Tobe declared, gesturing to the squad of ninja, several of which were poking some of your still-active traps with impressively terminal curiosity.
...Wow.

Also, Doom isnt really worthy of Doof doing anything more than weakening him.

I say we asist the Government in taking him down (when they can take him down) by providing the muscle through Intrigue (evidence) and Martial (for taking down his bots).
