Well he is a tad jolly to be threatening, but there has to be something said for a giant machine man. What we really will need is someone with a decent Intrigue stat. None of our heroes have anything past 20, and those Intrigue DC feel high.

The OWCA might have a potential hero that would work here. I mean who would suspect Agent C on a mission in Shegos territory?
 
If we end up meeting Bill Cypher I'm going to immediately vote to meet with all the other villains and tell them about him. Cause in all honesty, I don't want to mess with that triangle.

My concern is based on the fact that he appears to effect the whole of Oregon, and the map from the source of this homebrew.

He's kind of memetic though where knowledge of the information makes you more likely to be effected.
 
Doof is many things, but "a reliable source on critical information" is not one of them. At least not yet. He's too eccentric to be taken seriously by most of the other major players, even if he winds up being right on something important. I doubt you'll have to worry about Bill for a while, but determining the legitimacy of magic and scouting out the Oregon Triangle are two major steps towards opening that can of worms early.

Proving magic is real and something you can work with will be useful either way, as plenty of Disney media supports magictech as a concept that can be utilized here. Gargoyles and Artemis Fowl are the two major standouts. American Dragon: Jake Long to a lesser extent, but I don't know if MiH is dipping his toes into that just yet.
 
We should probably be careful in buying companies, especially if Glomgold wants them.

Also should we make nice with Xanatos cause I doubt we have any reason to attack him.
 
A potential long term plan, once we've gotten Diplomacy, Intrigue, and Stewardship up, is negotiating Hawaii out from under the Galactic Federation. According to the DVV Gridlocked documents, it could be possible to invoke Earth legalese to counteract alien legalese- in this case, the Hawaii Admission Act.

If successful, we'll have established contact with a powerful and not immediately hostile faction (even if bureaucracy does define them), increased our public standing, and earned the loyalty of an entire state. If we fail, the worst that'll happen is we tick off some paper pushers. Well, the worst that could happen is a diplomatic incident inciting interstellar war, but that isn't too likely. Probably.

hmm... we would need a proper Diplomacy person for that, cause I can see Dr Doof, causing an interstellar War
 
Dr. Doof does put self destruct buttons on his inators so I wouldn't be surprised if he created a translator for his diplomat and accidentally blows up.
 
So, our current long term plans are:

1. Invent a power drain-inator
2. Negotiate Hawaii out from under the Galactic Feds
Etc..
