...I'm almost convinced that if this was a serious risk, we'd see mention of it in the action.

Yeah, that.

Also, Russ probably won't care. He's probably been in a few and taken over a couple of criminal groups before while under orders from the U.S. Goverment. Like... right. At most, Russ just tells the gov that we now control all crime in Doofania... which means that all crime will be Doof level crimes. And that, if Doofania does rejoin the Union, that organized crime in the Tri-State area will be under the control of someone who isn't very malicious.

... also, we're sending Norm after them in my plan. Norm. It's quite possible that the remaining criminal elements in Doofania decide to emulate him. Heck, we might end up with the "Norm Mafia", a Mafia that acts exactly like Norm does, but on a larger scale.
 
Russ, Monogram, Goofy, and Max are going to be on quests, which should make it a lot harder for them to notice our assimilation of crime.
 
Also something to be considered with the possible malus to Russ. In this quest the QM has been pretty good about making all dice modifiers either plus or minus in numbers divisible by 5. So if Russ has a malus the bare minimum it would be is -5. That takes his 7 point difference down to +2. If the malus is any bigger then we start getting into negative modifiers like -3 and up.
 
also a reminder that Max has a bonus loyalty becouse we call ourselves evil which he thinks is cool. taking over crime might increase his loyalty instead of doing the opposite

It's not popular, we can easily clear the 'crush' action with even a second-string Martial hero this turn, and I for one am retracting my vote for your plan, though I'm not supporting the opposing plan because I strongly dislike how it doesn't include the Toon Railroad and effectively abandons that issue for this turn.

I mean, if the "moral" version of Maximize gained more traction, I'd certainly be willing to switch over to that. Either that or if someone confirms whether approval voting is allowed. Completing the railroad and Hawaii in the same turn sounds good to me.

Because I want to have a buffer when the drug pushers from Middleton and the guys from L.A. come to Doofania. So I'd prefer if we use them to gain info on then so we can better fight then. Plus, if we control Organized Crime, that means we can have most of the criminals in Doofania act... well, like Doof himself.

honestly i'm kinda non fussed on the whole assimilate vs crush issue. but i prefer assimilate slightly more than crush only becouse having all of orginised crime do our type of crime would be funny

If you want an accurate picture of the arguments involved with Assimilate vs Crush and the current thread sentiment, you should probably review the last 5 pages.

But here are some of the pro-Assimilate highlights, since you asked.

I mean, if we just stomp out Organized Crime there's a chance they'll come back later anyway, and with a shadowy criminal group running around, we're almost certainly going to have to keep bashing it back down until we take out every member of those other criminal groups. And, if we do take out organized crime, than the drug pushers from Middleton can simply take their place... basically meaning that we'll have to chase them out of Doofania without any criminal contacts. So it's best to get them in line and then throw them at our shadowy enemies.
Ok, but like, claiming the unknown intrigue hero is the main reason people are shilling Assimilate is rather misleading, since the focus of the arguments has been on making sure the Middleton Drug Rings or any of the like 5 separate hidden crime bosses that exploded onto the board last turn can't fill in a power vacuum in Doofania.

Yes, new heroes is nice, but the main point is keeping drugs and actually evil masterminds out of our streets.

Right, but if we control the less palatable aspects of crime, we can make them not happen, and replace them with petty evil more in line with our brand. (See the WoG quote a few posts up.)
I'm going to need to hear what chuuni crime is before I support/counter that because I'm drawing a blank.
Increased sentencing for criminals who do not commit their crimes while wearing trenchcoats? Protection rackets that actually provide protection, preferably by standing around wearing aforementioned trench coats? Deem all drugs unnacceptable except for weed, which can only be dealt out of featureless white vans parked in designated sketchy alleys after 8? It's not that hard to pick stuff out of the shallow end of the crime pool and then make it as cliche as possible.

The argument basically comes down to we'll never stop crime and crushing it now just means that we'll have to keep doing it whenever it pops up, creating a power vacuum in our underworld will draw other criminals attention, it will probably be harder to crush it in the future as the criminals adapt to our tactics and outside forces use them as a way into Doofania, controlling crime ourselves might give us a hero unit, gives us a way to learn more about the mysterious people in the underworld ans MiH has confirmed that Doof would be running his type of crime not suddenly getting into things like drug dealing

Except we're explicitly being told that crushing organized crime does make it harder, not easier, for other organized crime rings to move in on us. It's in the action effect descriptions. "Significant malus."

We explicitly also have better defense against them if we crush organized crime now so that new bosses can't just move in and take over an existing hierarchy. I'd rather just, y'know, be rid of those organizations.

Given that it's currently the winning vote, I'd have to disagree there. There's been a lot of argument and back and forth over assimilation vs crushing crime. Given my bias, I'm not the best person to summarize the highlights.
Historically we have repeatedly chosen 'crush' over 'assimilate' even though 'crush' was always harder. Right now, a lot of people are voting for 'assimilate' because it's bundled with something else they want (the Toon Railroad), but that doesn't mean they'd favor it in isolation.

If I were in @Habstab 's shoes, I'd be considering compromising on this issue; he's losing a share of his voter base.

It might be funny, but if a bunch of our hero units get pissed off and demoralized and drop loyalty even if they don't desert, it's going to be a major nuisance.
