Say, did we ever figure out what the deal was with there being 2 Negaducks? Because I have a sneaking suspicion that the Scissors are just a way to hide blatant evidence of Negaduck being in two places at once via an obvious bit of Magic to pin the blame on.

This feels a bit like a Supervillain debut scheme, when they tend to be at their most dangerous to establish their cred to the audience. The narrative is complicated by Negaduck 2 having the backing of Negaduck 1 (and god, a Quest team of the two having 120 Martial would be horrifying), but if 1 is showing off his new partner, then it still sort of counts, and it could be a 'best of both worlds' situation for them, qualifying as both a debut and a long-term scheme, based on the main organizers.

I mean... ok. If I remember right there was "teo" negaducks one was darkwing split into good and evil side.. but I don't think *that* negaduck..acted...

..ok. this is. *werid* but one negaduck is much more violent then the other. ( if I remember right)

What if negaduck had megavolt remake that device and split *him* in two. Maybe to " get to kill darkwing all over again?" But other megaduck is just evil enough to be useful...

After all the only person he can stand is himself. Or heck he just shot darkwing with it again then chainsawed "good" darkwing

Alternatively he split his violent psycho side from his cunning plotter side so he could cause more chaos without the two mucking with each other.

Well, in terms of protection from crop dusters, we could finish the dinosaur militarization project and fight them off with a flock of laser pterosaurs.

Side thing but:
Now to arrange it. Describe the situation as an 'attack' on Doofenshmirtz personally, narrow the focus. Tie 'his' city to his sense of self. Use 'Doofania' a few times. Inform him of none of the other known targets. Highlight the potential danger to those Heinz cares about. Prime Heinz to follow the path he'd laid out. Ensure he understood the severity of the threat.
Seeing Xanatos lay out his thought process and then seeing it in action makes it look obvious but if we hadn't gotten it we probably would have slipped it under the radar
"Negaduck is planning something. Something catastrophic. And I believe he's designated you as a secondary target."
Leads off by directly attaching it to us, thus capturing Doof's immediate interest (as anyone would upon hearing, hey Negaduck is after you)
"Your city." Xanatos elaborated, looking you dead in the eyes and radiating sincere, somber concern.
Ties the city to it, and his emotions clue Doof in that yes, this is very serious
"I don't know." Xanatos replied, gently shaking his head. "I don't know why, or what.
A (probable) lie, but Doof doesn't know that, and it further drives home the point he wants to make.
What I do know is that he intends to send a member of the Fearsome Five to Doofania on their own prior to some sort of united effort elsewhere.
Catch the sneaky Doofania reference?
don't know where, or how big. I can promise you four months to make whatever investigations or preparation you can. Anything beyond that will be out of my hands. I wish I could do more, but my own efforts are still in progress."
He reels Doof in here. Gives him a timeframe to focus on, the "anything past that" part will make sure Doof focuses on it and gets on it, and the last bit gives the impression that "oh wow, I'd really like to help, but everything is in motion already", which ever so coincidentally makes us less likely to approach him and disrupt his own planning.
"I would start now."
This last bit ensues Doof has just enough time to parse the information and use it, but not enough time to step back and see the bigger picture.
It's simple, genius, and we absolutely would have missed it if we hadn't known he was trying to cut us out from the whole picture.

He's manipulating us by pointing out the things that are absolutely true and probably what we would be doing anyway. Nothing is wrong with what he's saying, but for Xanatos the key thing here is that Doof is staying in his own corner and not knocking over the Jenga tower. Which, well, this does. Look at the thread reaction focusing on how can we weather the storm that Negaduck's sending to us, not how we're going to get involved with Negaduck himself. The fact that he gets insight on how we deal with crisises is a bonus. Especially now that he doesn't have to deal with Danville. Either we win and he's just saved effort for other things in his action economy, or we lose and he goes "well, I tried to warn him"

Ok this seems like we should go hard offensive just to throw his plans out the window.

Just to remind the world that we are in fact the true lord of chaos.

I hard disagree on this, mainly because throwing it out the window means we're shattering the anti-Negaduck plans.

Why Xanatos's plan works, and why we're most likely going along with it anyway, is because all Xanatos is doing here is pointing out what he's learned, and saying what we should and in fact want to do. Nothing he says here is wrong, because Xanatos's goal here isn't to cripple us or anything. It's to keep us focused on our preparations so we don't stumble into messing with his by accident.

I guess I'll put it here because I'm seeing a lot of baseless guesswork.

Here's my best assessment of what's going on based on actual evidence.

The Cities:

The Fearsome Five + Negaduck = 6 total supervillains, 7 if we count Bradley Uppercrust AKA: The Xtremist as his own thing instead of a sidekick. It depends on whether Negaduck sees Bradley as enough of a full member of the FF to trust with his own attack.

"Eeeeeeeeh." you reply, wavering your fingers. "It's this new thing I'm trying out. Inspire the villains of tomorrow, lead them down the path of evil, yadda yadda." You rub the back of your neck. "Honestly, I don't think the kid is working out. I think I'll just murder him once he stops being amusing."

"What was that?" Bradley asks.

"I SAID I'M GONNA KILL YOU LATER!" You reply. "THAT'S NOT A PROBLEM, IS IT?"

I'm thinking no given their interactions but I could be wrong. Either way, I'll be proceeding on the assumption of 6 attacks.
That means, if there's one assigned to a city each, we're dealing with attacks on 6 or 7 different cities initially before whatever finale Negaduck has planned.

Here's my plausible list
  • Danville
  • New York
  • Duckburg
  • Cape Suzette
  • Los Angeles
  • Zootopia

My Reasoning:

"I don't know why, or what. What I do know is that he intends to send a member of the Fearsome Five to Doofania on their own prior to some sort of united effort elsewhere."

We have direct confirmation Danville is one of them. We can guess the rest based on Xanatos's thoughts and actions.

On the home front, he'd made enough promises to Macbeth that, between him and Owen, David was confident of his own security in the short term, as well as that of his legacy.

New York is probably another, given Xanatos reached out to Macbeth to act as personal bodyguard for himself and his son.
You don't make promises to Macbeth without reason, because the one thing he wants is killing Demona---that's a big commitment to make.

Reliable teleportation. And that meant a scale Negaduck had never been capable of before now. Two years ago, he'd waltzed into the most heavily defended location on the West Coast.

[...]

Dozens of Glomgold Enterprises couriers gone missing.

[...]

Glomgold had not been hard to convince, given the idle murder attempt two Halloweens ago. The paranoid old miser had helped him pass some beneficial laws, fortified his bunker with everything he could get his hands on, and prepared what was his to weather the storm. Unsurprising, and all he'd really hoped for.

Part of Negaduck's plan required preemptively breaking into the Money Bin during the Halloween event, and afterwards jumping some of Glomgold's employees. Xanatos saw fit to reach out to Glomgold specifically. It's not a stretch our third city is Duckburg.

Khan was a bit tricker, given the outlandishness of the threat, but he had come around. Societal breakdown was bad for business, and he had seen the extent of Negaduck's reach first hand. The man had improved Cape Suzette's air defenses, strengthened his own hand and, David assumed, prepared for the strong to triumph.

We can assume Cape Suzette is also a target.

Doom in his capacity as mayor was nowhere near enough of a factor to be worth informing. Both he and Bellwether would do as the government asked in this matter, and as was common the government understood exactly what David needed. What did need consideration was the potential role Cloverleaf as an organization would play in potential rebuilding efforts. Thankfully, Doom belonged to a small cadre of powerful eccentrics in this country with very obvious levers. He'd had to engage in a level of graft that made even his eyes water, as well as promise the introduction of the 25 lane highway, but he would have the asphalt and the concrete ready if it was needed.

And then Zootopia and LA round things out.

If It's 7 Instead of 6:

If Xtremist does get his own city, I can see one of two possibilities for an extra city on the list.

1) St. Canard itself.

???
[ ] Develop St. Canard?
DC 100
78+42+26+5=151
Great Success

The ex-prison city of St Canard has undergone significant revitalization over the past few months. Buildings have been rebuilt, streets have been cleaned, and evidence of the city's past is slowly being scrubbed away in an effort to prepare the city for some sort of new development. Exactly what that is, and if any real value can be gotten out of the charred husk across from Duckberg, remains to be seen.

We don't actually know who did this. It's a ???.

Wouldn't it be poetic if the Fearsome Five secretly organised for the city they ruined to be redeveloped, only to destroy everything again a few years later? Seems like something Negaduck would find amusing.

2) Washington

It's a high profile target that's really the only rationale. A nationwide attack *without* hitting the capitol would have something missing.

What We Can Rule Out:

Everything he needed from Shego could be obtained more easily through official channels, and it already had been. The government had remained the primary employer of Super citizens during the long reign of the SRA, simply choosing to keep such employment somewhat discreet. Black Ops Supers were some of the most secretive operatives in the government. Some of them had even kept their names from him.

Olympia, lucky for once in their ill-fortuned lives, were about as far from the initial splash zone as they could have hoped for. Either the issue would be resolved before they became involved, or they would be made aware in time.

Shego's territory is off the table, because Xanatos doesn't actually need anything from her, just her superheroes. If she was in the crosshairs, he'd have warned her like he did Doof, Glomgold, and Khan.

Olympia we get directly told is out of immediate danger as well.

There was something occurring in San Fransokyo that was beyond the scope of his current focus.

San Fran is also off the table---something's going down, but it's unrelated to Negaduck.

The Attacks:

We can guess with variable degrees of certainty what kind of attacks the Five are going to pull off based on the preparations Negaduck has made.[/QUOTE]

Here's my best guess:
  • Danville - ???. Bradley & ???.
  • New York - Attack On The Magus Bazaar. Negaduck.
  • Duckburg - Dip Air Raid/Money Bin Heist. ???
  • Cape Suzette - Night Howler Air Raid. Bushroot?
  • Los Angeles - Dip Air Raid. ???
  • Zootopia - Night Howler Air Raid. Bushroot?

My Reasonings:

If Bradley is involved he's coming to Danville. He is Max's nemesis after all.

Max has gained Bradley Uppercrust III as a nemesis!

Only one of these cities is on the East Coast---NYC. Negaduck is the only one who's been seen on both coasts. I'm willing to bet he's taking New York for himself.

The malefic mallard known as Negaduck was spotted several times on both coasts, committing various crimes of varying magnitude. No one was able to keep track of the fiend, moving across the country to cause countless felonies with no clear rhyme or reason. His current whereabouts are unknown.

Throughout Xanatos's interlude he's fixated on the magical community---if it's weighing on his mind it may be relevant to the upcoming crisis.
The big magical setpiece in NYC is the Magus Bazaar, and Negaduck has already attacked there.

You've received a report of something very… unusual occurring in the Magus Bazaar. Several dozen humanoids known for their role in the Metaworld Wars under 'Lord Phobos' were found dismembered, disemboweled, and otherwise mutilated in an alleyway. Their corpses were arranged to spell out 'AARRRGUARGHHHRRA!!!", exclamation points included.

I'm guessing he's going to stage some sort of attack on NYC's magical community, likely in the Bazaar itself.

Several crop dusters stolen, outfitted with advanced subsonic engines as was Cape Suzette custom.

Industrial vats of acetone, turpentine, and benzene hijacked, not even spaced out to provide the barest hint of deniability.

Those are the ingredients for Dip. Cropdusters drop chemicals. Dip is a chemical. You can see where I'm going with this.

There are two major Toon cities we know of; Duckburg and Los Angeles.
He's going to drop Dip on one or both of them.

"A solid third of my plan involved toon relations, and now it's not gonna be appropriate when I do something involving toons! Damn it, if I go ahead now, anti-toon sentiment will boil over! I don't want it to boil over, I want it on a nice medium heat simmer for months and months! I was gun cocked ready to go! I'm going to have to reschedule everything! Uuuuugh!" He looked around the diner and left a ten thousand dollar tip before stalking out of the front door.

It makes perfect sense that 2/6 of his planned attacks are dipping toons since "a third of his plan" involves toon relations.

Trying to work out the politics of the most evil hated toons in the world dipping their own kind would make toon-hating bigots' heads explode and Negaduck would probably find that really funny.

Reliable teleportation. And that meant a scale Negaduck had never been capable of before now. Two years ago, he'd waltzed into the most heavily defended location on the West Coast.

[...]

Dozens of Glomgold Enterprises couriers gone missing.

However, given his preemptive break-in at the Money Bin on Halloween AND the fact he's been abducting Glomgold's employees I'm willing to bet it's not just dip planned in Duckburg. He's probably going to have FF member sent there take another crack at the Money Bin---if he dipped Glomgold's boullion it'd tank the market on at least half a dozen precious metals which in and of itself would be a nationwide crisis.

Several mysterious deliveries of psychotropic precursor materials.

he has also taken large quantities of precursor chemicals that could be used to synthesize all sorts of unpleasant things… or maybe just drugs.

The other thing we know for a fact is, he's got a bunch of psychotropic drugs.

Now, what is the signature psychotropic drug of the setting?

Nighthowlers.

What are Nighthowlers? Plants.

Who is Negaduck's plant guy? Bushroot.

I think he's sending Bushroot to either Zootopia or Cape Suzette to airdrop night howler extract and cause a feral frenzy. More likely Cape Suzette, since Khan prepared air defences specifically which he'd need if they're dropping it from planes.

The Takeaway:

Half of the plan here is obvious.

2 of the likely cities he plans to attack have large toon populations: LA & Duckburg.

2 of the cities have large animal populations: Zootopia & Cape Suzette.

Both of these are hot button topics---the Pred/Prey situation is volatile, and toon stuff has simmered and bubbled over periodically.

I think Negaduck is trying to catalyse some kind of backlash that will outlast his initial terrorist attacks to make the country as a whole more dangerous---that's why he had to delay after the Flubber incident spiked anti-toon sentiment prematurely. His plan relies on starting from a basis of unease and then agitating that.

An attack in New York on the Magus Bazaar would also follow the same track---stimulating the existing tensions between mortals and magical creatures embodied in the Huntsclan's ongoing crusade.

The question is, where does Danville fall in?

We're a little bit of everything. Toons, OWCA animals, and we've been playing with magic.

If I had to guess, to make things rhyme, he's going to try something magic related here---though he might also target OWCA and/or Danville's Little Toontown.

OK, this is serious, guy. Negaduck is a serial killer and one of the most dangerous people on the continent, a class only the likes of Shego and Glooby can come close to touching. We do not want to fuck this up at all.

You're forgetting that Danville has a large Animal Population too. We have O.W.C.A.

We have to assume Toons and Monogram, and probably Kitsune will be at a serious disadvantage here.

It could also be irritation for what happened last turn. We forced him to delay his plans, so he is gonna make an example of us. Xanatos thinks we're the first target since his plan relies on Danville weathering long enough to warrant increased government intervention.

...Hey, anyone want to rejoin the feds. Like...Like right now? I feel like that might be very, VERY important in the near future. IN fact, I think it's probably a good idea to reach out to the feds for help.

Rejoining the feds mechanically only matters for Doof's mental state. Also we can collab with the feds without it.
