Here is up to date version of my plan "Star Hunt Part Two" (with the AI sub-vote temporarily removed until we figure out what we want to do with that or if we even want it in the first place). I believe this plan gets us the most of what we want, especially the cool and high priority stuff (CAPSTONE AI, super wrestling, etc) with minimal sacrifices compared to other plans. The only change I'm really considering right now is whether to delay the retreat to have Monogram do something else.
  • On one hand, it could be good to just get it done so we get personals for some of our key units that are doing nationals right now.
    • This argument means keeping things the same. Rate "Like" for this argument
  • On the other hand, now that Russ is back, if we get the Nemesis action out of the way, and successfully repair Feldrake's thingy, we could probably in the next 1 or 2 turns go on both the DoI quest and the next Feldrake tour quest on the same turn and do the retreat on said turn as well, getting at most 10 extra personal actions.
    • This argument means swapping Monogram to a different action (ODI, Silphium, Research the market, etc.) and probably Moseby's personal as well back to London instead of the Toons as the potential Russ synergy wouldn't be there. Rate "Funny" for this argument
    • Research the market would probably be the best action to assign Monogram to do because it's something that we need to get out of the way stewardship wise, and if Monogram is going on the DoI quest during the retreat turn, we'll need to use one of our 2 main stewardship actions to do the retreat action instead of Monogram, so taking one of the market research actions off of our stewardship plate makes it easier to fit everything properly.
Edit: With the second option getting twice the voters of the other I think it's fair to swap for now. The below plan has been updated per your feedback. I decided to go with "Establish a Bakaemono Supply Chain" as Monogram's action instead of Market Research because not only does it give us Income right before the income turn, but it also helps promote further investments into San Fran, and could reduce DC for diecast robotics, which can help us get that done once it's time.

We can't rely on Negaduck only setting off his plan two turns from now. The Feds are getting closer, and Word of QM says that things are getting unpredictable. Means that if we want to have a good chance of mitigation, we need a collab and we need it ASAP.
And yet your proposed plan does rely on Negaduck waiting another two turns.
If his plan goes live this turn then the colab action is wasted.
If his plan goes live next turn then both the colab action and the unfinished mitigation actions are wasted.

The time to deal with negaduck was three turns ago. We are too late and it is far better to focus on things we can deal with rather than playing catchup, which invariably leads to other things falling behind and necessitating more catchup.


We are trying to keep the BH6 crew alive. That takes actions.
We are dealing with Russ's nemesis, the Declaration quest and the Transmission Quest. Those take heroes.
We are trying to deal with Doom, and possibly Bobcat. That takes actions.
We are setting up to fight the hats. That takes actions.
We have the Zootopia deal and Glomgold's deal. Those take actions.
We want to get the 'Good vs Evil' brand going. That takes actions.
We want to develop AI and robotics. That takes actions.
We need more heroes. That takes actions.
We are apparently going to fight the franchise war. That takes funds.
And so on and so on.

Negaduck has other factions trying to deal with him. And whatever his plan is it isn't aimed at us specifically. Of all our problems he is the most likely to either be dealt with or to deal as much damage to our enemies as to us.
 
Part of the initial idea of going after Negaduck was that it could be a good way to get into the Fed's (and specifically Russ's) good graces...

But we could do the same with Russ dealing with Phantom Blot and doing the Declaration quest.

Something to remember about the Negaduck situation is that he's choosing to hold back his plan for now for maximum effect, he might well decide to trigger it early, and possibly aim it at us specifically, if he catches us Investigating and thinks that there's any risk at all of us stopping him.

If we want to, I don't know, set aside disaster relief funds for the aftermath, or even prepare a quick-response team, I'd be all for it. But running after Negaduck when he has nothing better to than wait seems like a great way to have him decide to kill time (and people) on our territory.

To be fair, given that it's our fault he's delaying, even odds he does that anyway. He's, uh....He's pretty petty like that.

Negaduck, last turn, said he'll have to reschedule everything. That he wants months and months of toon relations on a low boil. That implies he's not going to blow things up this turn. We've got time to set up the collaboration. I doubt the collaboration setup is going to set him off early, it's when we get close that Martial fallback DCs start happening. Next turn is iffier, but here's the wording on the outcome of the investigation action.
Outcome: Information on Negaduck's plan, specifically what if any part of it can affect you, potential to influence it at great risk, unlocks options to perform countermeasures if necessary)
These don't necessarily mean only National Actions. They might be a very dangerous quest, or choices to affect the event. Sure it would be better if Negaduck pushes it off until May/July, but this will still help us if he attacks next turn. I really, reaaaally doubt we're going to succeed a high DC Intrigue roll to figure out what Negaduck is planning, then have the Rival Reports go 'Yeah, too late to do anything about it, suckers!' We'll have a panicked response rather than being caught cold.

As for kicking it off early, that's not a good reason to not even try. There's no way to know that it's too late, that whatever we can get done next turn will be worthless.

The best time to plant a tree was earlier, but this is the best time we're going to get.

As for opportunity and action costs, if Negaduck attacks this turn, we're just going to have to collaborate with the Feds on something else. Oh no. We're only losing the Retreat, or whatever Monogram is going to be chosen to do. Our priorities are all taken care of. If we find out that Negaduck is going to be exclusively focused on screwing over Shere Khan, we don't have to do anything about it.

And in the best case, where we do have time to deal with it, great! Extra time is great, we'll be able to fiddle with our schedule and everything instead of needing to get it all done in a panicked rush.

Honestly, i'm not liking this weird framing. We don't....Actually have many enemies, in the broad sense? Like, there's Doom, sure, Toffee, Doris, but most of the other factions we don't really have as ENEMIES, ya know?

I'm disappointed with you, of all of or enemies you forgot the most insidious and powerful of them all. The one we've struggled against the most out of all of them...

They may not be enemies, but only Olympia is really an ally. Shego and Xanatos have the potential to be allies, but, quite frankly, getting there would probably take more work than the thread seems willing to put in at this point. We have better things to do at this point than trying to help randos who, even if they aren't enemies are competitors for business and resources.

I mean, for one thing, we know Negaduck's plan specifically involves Toons, which we employ quite a lot of, and also IT'S NEGADUCK, the odds of massive collateral damage are...Not low. Particularly since we know his plan involves both Dip and stuff designed to spread chemicals over a large area.

Unlocked quest, unlocked national actions, ability to interact with Negaduck's plot? The question of timing is very important here, as we may succeed at the investigation, then get hit with the plot in the Rival Report of that very turn.

Olivebirdy: I'm sorry, it's late at night for me and I'm a bit muzzy. Does this mean that we must watch in horror as we find out what's happening five minutes before it happens, or that we can have some sort of influence that we wouldn't have had without the investigation? Under the assumption that we succeed at the investigation the same turn as Negaduck kicks it off.
Argidoll: If you take an action relating to something, it gives you more leverage and control relating to that situation. It may not give you complete control, but something is not nothing.

The PR we'll get from doing something about Negaduck plus whatever extra leeway we earn from the feds far outweighs whatever PR we'll get from Good vs Evil branding.

We are going on the quests next turn, though admitted it might be wise to reserve a team if we think Negaduck is going to attack then.

We are still doing the wrestling and the AI and the Zootopia deal and the Russ action this turn. We're perfectly capable of doing a lot at once. I don't see why we shouldn't try to stay ahead of the impending bombing. It's better to prepare ahead of time, but preparing in the nick of time is much better than nothing.

The point of branding isn't just PR, it's to make money by getting customers to associate a need or want to one of our products. Just wanted to clarify that because people seem to continue to get confused about that, for example people who originally wanted to dive headfirst into a big branding thing before actually having a product to advertise.

Toffee and DOR-15 funnilly enough Doof doesn't really view as his enemies. It's not personal, not yet. Doofs Enemies are
A large and cackling image of Kat the alien invader stood poised with rocket launcher aimed at center stage, fedora still on his head. Judge Doom's image gave off an almost palpable aura of malice, despite itself being plastered over a barely-visible sketch of Syndrome in full monologue. Shego stood glaring as if daring the spotlight to continue with the show. The classic Uncle Sam poster was drawn pointing down at the stage, declaring 'I Want You' with no further explanation. Even Inquinator, that mangy bird, was skulking about in effigy, painted hands reaching into a bag of refuse as if to hurl some piece of garbage into the spotlight. Every foe or rival Doofenshmirtz had faced, every white whale or antagonist he had met, each and every one centered around the point on stage to which Doofenshmirtz unwittingly ran.
Though do note he froze himself before we learnt the hats are evil and not just a tool of evil

Then we'll have to collaborate on something else with them. Like making a moon base with our terraforming tech.

I could see a failed investigation roll setting off Negaduck early, or having him camp out in our backyard. A successful one will explicitly give us options. I don't think it'll be a failed roll, though. Say we're sending Russ to join the Feds (Thank you @Pawn Lelouch), that's a minimum of +88 on our side, and

[ ] Investigate Negaduck DC ??? 70+35+20+50(??!?!)=175

was the Feds' roll on their own. The DC, though likely to change, is currently 160.

I mean, to be fair, if you murdered Negaduck and claimed self-defense, no jury in the universe would convict you.
