Firstly, get Genghis Khan to begin assembling us a MIGHTY ARMY. I don't think we should divide his focus since it's possible, somewhat albeit unlikely, for us to get a crit success. Genghis has the best chance at rallying us a force to be reckoned with and even with open war off the table, it's more than a little embarrassing to be surrounded by opponents with their private armies when we don't have one.
I think we should make sure that Khan is able to speak English first before we do anything with him, and we should get him a horse for him to ride as well.
 
I would agree, but I think his English skills are mainly going to improve his intrigue and learning. I'm not willing to commit to another 3 months of Khan sitting on his hands while he learns to read. It is important, but not having an army is worrying and imagine how beautiful a crit success army would be.

This feels like rushing though, and if that fails then we're open to reprisals. We're smack dab in the middle of many other factions. No, we would be better off waiting then trying for some kind of sudden offensive.
 
Most exciting, JOURNEY TO CASTLE DOOFHAWK. Oh yeah, it's time for some magic. This trip has four main purposes.
1. I think we can all be confident rolling a '1' on the random table would've resulted in a surprise visit from Bill or some other horrendous eldritch entity. We need protection.
2. The inverse of 1, the government is either unwilling or unawares when it comes to magic and invasion is pretty clearly off the table when it comes to battling enemies. If we were to engage someone like Shego using magic, not only is she likely to be ill-equipped to handle it, the government can't very well incriminate us without acknowledging magic exists.
3. Look into Drakk's ancestors. Some of you may recall my earlier post where I mentioned Heinz Doofenschmirtz previously worked as an intern for Drakk Blad's Pretzel Factory. Two exciting possibilities here; firstly, we might be able to make touch with Drakk's relatives and use them as leverage (carrot/stick), either getting Drakk to flip or blackmailing him. Secondly, Doof says Drakk Blad was known as "the pretzel wizard of Drusselstein." Hmmmmm
4. Bonding time with Major Monogram! He covers for our weaknesses with relatively high stats in attributes we fail at. Not only that, but maybe a European vacation can help to smooth things over between us. The kind of summer vacation feel-good flick I'm sure this trip will turn out as might cause some lasting improvement in his loyalty. Oh, and Karl can carry the bags.

We do not have the heroes to do this right now, Khan needs to learn english, Goofy should finish recruiting Max, I want Ross on spy on our employees to make sure we do not have any spies or time bombs in our team. That leaves only Monogram and Coyote , not enough for this. As for your reasons

2. The government almost certainly knows magic exists. They are just propping up the masquerade and pretending it does not. If we all but knew about it at the beginning we can assume so does everyone else
3. That has nothing to do with going to Doof great uncles castle
4. dragging Major Monogram out to go out and get evil magic is much more likely to piss him off than make him like us, if you want that we should rope him into working with us to write that musical.

Plus, I said it once and will say it again, we are a scientist,mad science is our focus and specialty and right now we are barely on par or behind the other scientist warlords we need to double down on our strengths not try and open a new toybox before we have even finished looking at the top of our current one.
 
If we got a malus to actions due to language, I assume that would be depicted in the traits. For example the ???? says we are missing out on some of what Khan has gained from the serum because of the language barrier.

Similarly, if we were getting a minus to actions due to the barrier, that would probably be displayed. Since it isn't, I can only assume we'll get a bonus once Khan can speak English in four turns.

A PMC is a good idea, I'd like to make sure Genghis Khan can speak english before we have him do any actions first however.
Secondly, with the OS done and ENCOM failing miserably (seriously, a 2?!) we need to strike while the iron is hot. Immediate roll outs of the Compilinator (trademark pending) Operating System combined with a massive marketing campaign to ensure we're the ones people turn to. It wouldn't surprise me if others had their own operating systems they're looking to push so we need to grab their attention with an aggressive ad campaign. Remember, we don't need the best tech, we just need the best salesmen. We'll also have an 'X Factor' that I'll get to later
One of the biggest issues with ENCOM OS is not the fact that its awful and just bricked everyone's computers, but that the Master Control Program from Tron is using it to have access to everyone's files. Waiting a turn to put some extra security measures on it will be worth the lost sales/spread. Making our social media only work on it should make it's widespread usage by our populace inevitable anyway.
Thirdly, purchase Bueno Nacho. With the recent WoG that military incursions are all but impossible, our scope of actions for hurting Shego are very limited. We need to be more subtle and act quickly before Shego notices the singular chink in her defenses. There's virtually no way we don't crit succeed. As an added bonus, Bueno Nacho would give us access to plenty of chili for our company cookout!
There are so many important options in stewardship that we need to do, that getting a second action should be a higher priority than buying Bueno Nacho. While Shego is practically our nemesis, we do have some other things to worry about other than just hurting her operations.
Fourthly, continue to look into the massive wasteland. We got a little unlucky last time but I think we can expect the DC to be lower. Since this is going to be an intrigue action and Russ has a massive intrigue, he seems prudent to send. He's very, very unlikely to fail outright. I know some will bring up questions about his government allegiances, but this should not only serve as a litmus test to see if he's willing to take any intrigue actions (the only difficult intrigue actions are either illegal or investigating something the government is suppressing). Russ's attention might go elsewhere depending on options for his personal actions, but figuring out just where he stands is important to consider.
Making sure that our agents can operate without getting hurt in the wasteland should be our priority before we do any in-depth investigations. I have a feeling that Russ will be willing to help us out with the Wasteland since I have a feeling the Feds don't have a good idea what's happening deep in there either, and any info we get can be passed along through him. We'll just have to make sure to grab the shinies before selling our protective designs to the feds.
Fifthly, the 'X' factor for the Compilinator. Doofcoin. The perfect cryptocurrency for evil geniuses like us. Great for making purchases through back channels, anchoring spending both (both our own and other territories) to something the feds can't ruin, making diplomatic connections with digital factions (such as ENCOM, King Candy, etc.), and a host of other benefits that are sure to become apparent after we finish research. I'd like public opinion on whether to put LOVEMUFFIN on it. On one hand, it sure would make them feel important and learning is their best stat. On the other, they're not all that competent.
Crypto is dumb tho :V. But more seriously separating our income from the Dollar will put a lot more federal attention on us since we have also declared ourselves a sovereign state. That would be one of the last steps to being a legitimate challenge to the U.S. on the international stage.

1. I think there was a miscommunication. I'm not saying that magic would cause the game to reach a bad end, just that it might cause some serious setbacks to us and we should be prepared against it.

2. Which is why they have their hands tied if we were to attack an opponent using magic. They can't very well keep up the masquerade if they're going to acknowledge magical attacks.

3. Pardon? We're going to Drusselstein.

4. Who said the magic was evil? As for the musical, Doof has a track record of coming into conflict with his musical partners. That said, I would be willing to do it, but we should wait until he wants to write about something other than shoving us into a meat grinder.
 
Still want to direct Goofy towards finding Mickey and Donald. If they show up we will be pretty firmly established as a Toon haven.

I'd say the army serves as a deterrent rather than inviting people to attack. Right now, we are militarily weak. If someone wants something we have, they can just march right in, whereas with an army they might be tempted to try diplomacy first.
 
Couple of concerns
  • We need to do the stewardship administration action for an extra national action
  • Focus more on getting donald (and then other toons)
  • Eliminate organized crime
Also I think Scrooge is already in hiding in Doofania.

You knew that Xanatos was chaining you like a dog in an attempt to degrade you, you had refused his luxury accommodations and attempted to be bribed by him months ago.

You had refused his offer of leadership, employment, even the ability to rule over that land, Alaska, but most tellingly...and what seemed to make him more than a little upset, in fact you made him angry at the final refusal he offered.

You had refused his friendship and partnership.

That had been the last straw for the civility of the man, he had said. "If you will not be a guest...then you shall be a prisoner."

You haven't seen him since then, he no longer considered you worth his time.

The Food tasted funny...and you stopped eating it once you felt your senses dulled, the water was the only thing good for, but only just.

It had been two weeks since you last ate, your strength was failing, you knew it and he knew it now...it was only a matter of time.

But the worst part was the old wounds you had suffered in your life had returned, the lightning strike from the night Mordred was born, that burned your soul and rendered you in a feverish state for many years.

The Wound from Camlin nearly reopened, and even though you were not King of this land, you felt its distress and pain, as the dark forces at work worked to tear it apart at the seams. And not a single force stood to challenge these groups that squabled over the soon to be corpse of a nation.

That trademark arrogance reminded you of your worst days, when you felt so sure that you were right, despite Merlin's many teachings against guarding against unearned pride, and the dangers against it.

"Xanatos...the answer remains the same...NO...I will never bend my knee to a lowlife scoundrel like yourself, you may garb yourself in the finery of a King and that of an Honest, successful man, but we both know what you really are in the end." You said using all your strength to raise your voice higher than a whisper.

What was once a voice capable of rallying knights and armies to your cause had decayed into a low whisper, that of a beggar and a weak child. It reminded you of...so many days before you drew the sword from the stone, before you gained your confidence and your strength.

"I was hoping that time would make you more agreeable Lord Arthur." He said calmly as he seemed annoyed at the answer you gave.

But the quiet did not remain for long as you spoke. "Why did you keep me here? Why keep me alive? Should I escape,I could rise against you...I will rise against you with help from others that will conspire against you, so why take the risk? Why leave a potential threat in the open?"

That made Xanatos smile a great deal, like he expected your curiosity to get the better of you. "I want a great deal of things from you Lord Arthur, I know that during our last battle you threw Excalibur into the Sea, denying a very powerful magical artifact to me and you can get it back."

Ahh, you knew that he was salty about that...salty...is that what the youth these days said? But there was one more reason he was doing this, and Goliath told you what it was before that last battle.

"You want the Holy Grail...the Cup of the King of Kings, the very cup that can heal all wounds and supposedly grant-." You closed your eyes as you refused to bear witness to the smile that became apparent.

"Eternal Life, King Arthur, eternal youth to whoever drinks from it consistently." He said. "With that sort of power-."

"With that sort of power it will only bring you grief and despair...Immortality is not all its cracked up to be David Xanatos. I hope that you, for all your arrogance are capable of learning that." You said, cutting him off.

"So...what do you say King Arthur?" He said regaining some composure after your put down.

"No...I will never help you, No matter what you do to me...I WILL NEVER SURRENDER MY SEACRETS!!" You said with an authority that made him afraid of you.

He wanted to kill you...oh he truly wanted to kill you, but then he wouldn't get what he wants now could he?

This stalemate will have to continue for now.

Xanatos left you alone in this cell, alone and away from the sun.

"Merlin...I can't...keep this up, please anyone....I cannot keep fighting like this forever." You pleaded to Merlin's spirit whom you loved, and to God, whom you worshiped and to your friends who were lost to time.

This Battle would be Hard, and harder still, but you haven't given up…

Not yet at least.

But your iron will, your spirit was getting battered by the day.

AN: Being Arthur is suffering and Xanatos is keeping him alive for some questlines I assume.

Its not a good day for the Once and Future King.

But he hasn't given up...And I like to think He never will.

Also I'm assuming that there was a BIG BADASS Battle of Manhatten during Xanatos's rises to power.

Honestly, I agree that stewardship administration is vital, but we don't have any good stewardship heroes at the moment so I think it'd most likely fail, possibly even crit.
