DC170 or so, assuming you want it to work. You're a competing megacorp attempting to randomly slander someone in a separate market who uses actual mind control.

Absolutely not, there's nowhere near enough chaos being caused by that.

No, you cannot recruit more than one a turn. This is mostly for QM sanity reasons and keeping you from omega bloating your hero list.

In point of fact, Juniper has already met Gomez. Nothing particularly interesting happened, as far as them interacting goes, and I don't really see any particular reason to expect that to change if we push it. For that matter, it's arguable that specifying she "meet" Gomez is no longer a viable action.

As indicated above, you can't direct that action in any case.
 
We really shouldn't activate Inators anyways. We have enough problems as is, and we don't need the risk of a bad Inator making this worse.

As a result, this now looks pretty close to several other plans in Stewardship with Roddy in dino stuff and NOWCA in Sinatron. The main differences of mine are:
1) This plan takes the Dress Codes action with Juniper (odds are not terrible, actually, since we get something like a 50 bonus for a DC 85 roll, before XP).
2) Personal attention in Search for Agent Unknown, both to make sure that we make the best attempt possible to get back Russ and because I think that Gomez should react positively to getting Doof's personal attention this turn.

Also, since people mentioned potential compatibility between Max and Moseby, I've decided to go with a suggestion to shadow him.

In which we bypass Council veto by cutting a deal with Ludivine (requiring investigating sublight stuff within the next three turns) and we go all-in in terms of helping Olympia by burning our collaboration offer with Martin Smarty, which makes passing the action very likely.

Personally I just want to see more plans rebuilding the Avatar of Felldrake, we don't get any more World Tour quests until we do and those are a race we risk falling behind in
 
Fourth, we have three items that need to be handled ASAP, because we are on a timer with all three:
-If we don't grab Hopper's, it is likely to fall in the hands of Xanatos. Xanay has an interest in the restaurant industry and we saw Doc talking with Owen Burnett in the Olympia gala.
-Artemis Fowl is looking in our general direction and he is not the type to let the grass grown under his feet. If he is interested in our copy of the book, we need to do it before it gets stolen like the ZPE technology.
-Shego is looking at the Wasteland and on the track of the Tempest Domain. I'd prefer if we could do this with Wendy available, but needs must and I'd rather not let first contact in Shego's hands.

In fifth place, we have the ticking time bomb that is San Fransokyo and the dinosaur deal with Glomgold. Both are clear concerns for the close but not immediate future. I'd say that they are secondary concerns this turn.

Lastly, some of our old plans that keep getting delayed, like the extradimensional tech, the black ops hero ball (which I don't think we can afford to make right now, given the gaps in our lineup caused by the formation of the council).
So this is something I want to touch on to make sure I'm not misinterpreting anything. All of the following are Learning actions that are likely time limited and attached to a potential quest, contact, or deal.

The weird object is a copy of the People's Book and so is potentially something where concerns about Artemis Fowl stealing it exist.
Decoding the Transmissions are the contact point for Drossel who Shego is getting closer in on and we want first contact ideally.
The Digitizer Codes would allow us to get in on Alan's side of things and help out on a pretty big front that's been neglected.
Carnivore Domestication is part of the Glomgold deal.

Of these, Decoding and the Weird Object are the ones that probably have the tightest deadlines and we can get them to reasonably high chances of success, so doing them this turn makes sense.

Is research extradimensional tech an option that reasonably could fall under potentially time limited in practice? Since the Declaration of Independence quest is implied to be involving the Owl House and thus The Boiling Isles, whileit could be useful to have useful for Toffee/Star while we don't know how fast the global DC will be dropping.

Since if extradimensional tech and Digitizer are on relatively tight deadlines as well, is it a bad idea to tentatively plan go for Monogram floating on extradimensional, Alan on Digitizer (I assume his +20 procs or this seems like hell to complete), and Jumba on Carnivore next turn if Monogram's action is available to finish off this pool?

Goes back to my idea of having the hat people deal with the hat menace, puts Janna in Avatar repair rather than basic magic theory (I am assuming that she can do this wielding Lord Felldrake) and includes Juniper reaching a research agreement with Olympia.

Yes, I know that other plans are using the generic "Collaborate with Olympia" option, which have a lower DC, but I am not sure if those are valid, because we are supposed to specify what thing we are collaborating in.

We already tried once to do that but Alan refuses to do the action (he didn't tell us but its probably because he doesn't trust Doof with the knowledge of the Grid), we would need to either do it with a different hero or get the codes with the Solanaceae action
(NOTE: You can choose to Write-In any means you would like of dealing with Solanaceae. This option is just still available too.)

The GMs have been dropping tons of hints on how important heroballs are for a long time now, I'm not sure why so many other people are putting it off.

I believe it's a mixture of a desire to use Technor and Gomez this turn, as well as needing money and the only way to get some immediate funds being renting out the PMC

Martial is obvious. I am still opposed to forming a heroball this turn, and we need the money.

With Diplomacy, recruiting Cruella should not require assigning heroes, and Monogram guarantees us a success on fighting off Hats because he gets +10 on a roll with DC below 100. TECHNOR is the tricky one - I want to lay the groundwork for Doofrassic Park, and that logically requires negotiating with Glomgold before we invest time and effort into expanding.

Stewardship's simple - Sinatron deals with Olympia, and Hoppers brings us cash money. Dinosaurs will wait until we settle the terms with Glomgold.

Intrigue's simple - it deals with two immediate threats to our security and both actions are guaranteed to succeed.

Learning deals with Odd Transmissions, but the Weird Object and Artemis aren't critical right now IMO - I pick vehicle research instead because I want to sponsor SPLIT/SECOND next turn for more money, and it will synergize well with a personal. Also, Janus' trait should proc for +20.

Occult deals with Russ and takes a shot at BMT - Gomez will give an overall +31 bonus to Agent Unknown, and Janna's Occult is enough to clear BMT as well.

Personals are for character development, mostly because they're low stakes - we don't need a reroll on Agent Unknown thanks to Gomez, and -10 this turn might actually make things worse. We should advance personal storylines anyway, while this turn is relatively calm and there's time to spare.

Magical New York is a personal and valid, if I am reading this right.
For what we have seen that would be a valid action but wouldn't clear Goblin Fox
We have already tried doing something similar by letting Kitsune train Janna on the March/April 2017 turn while under Goblin Fox and that went great but the next turn (May/June 2017) she was still under Goblin Fox

It was either a mistake or:
Goblin Fox: Kitsune attributes her long life to making life difficult for others. After being assigned to an action where she does not inflict physical, mental, social, or spiritual harm to someone, she must cause harm or take a personal action on the subsequent turn. Examples of "harm" include violence, theft, sabotage, a PR attack, or other malicious behavior.
So if the personal she is assigned to is not one that fulfills those requirements Goblin Fox gets reapplied for the next turn

Recruiting Cruella is a DC 80. With no heroes assigned, it is essentially a coinflip whether she gets hired or not.
Oh yeah, my bad. I also remembered I didn't assign Max though, so this problem solves itself.
Likewise, trying to do Magic Theory (DC 75) with no heroes means worse than even odds.
By, like, 2 points. But... Yeah you're right, I'll reassign Gomez for Learning bonus.

Here is the plan that I believe will benefit us the most in the short and long run, and is part of a larger multi-step process to fulfill our promise to Janna and get Star back in the safest possible manner - after we've unlocked the secrets of the Fairy Book and BMT to take a big leap into the occult field, while also taking steps towards our Dino collaboration and other high priority objectives, like getting Russ back, and ensures we will have spare funds in order to do some critical actions that cost funds in the future, like hiring the Dickens.
