I found an idea for a new -inator.

it would likely cause a full on anime interlude but that sounds like it would be funny as hell

Well, I sneaked MHA as an obscure in-universe movie franchise in my Hego ficlets, so we also could go the route of that being notorious Japanese toon actor Rikiya Yotsubashi playing the leading role in Doof: The Movie, coming to theaters near you in the summer of 2018.

If sapient AI's are now a thing that will only become more common, it would be wise to get a head start on how they are handled by the law.
If the American government ends up making laws on the matter, DEI and Wendy may end up being consulted as the expertes who brought about this new development. This would give us a degree of influence on how the laws end up.

On a local level, we could establish a system for giving legal identities to developed AI's. Doof doesn't have the legal authority to give them citizenship (I assume), but over the path of city hall/state governments, there should be a way to give them a legal identity that lets them use many of the same services and institutions as 'normal' people. This path of action could also end up paying dividends by making our territory more attractive for independent AI's, a bit like how it worked with toons. That's on the farther edge of speculation though.

Congress's power over naturalization is an exclusive power; no state has the independent power to constitute a foreign subject a citizen of the United States

And though the states may not prescribe requirements for citizenship, they may confer rights, including political rights, to resident aliens. At one time, it was not uncommon for states to confer the right of suffrage upon resident aliens, especially upon those who had declared their intention to become citizens, and several states continued to do so until well into the twentieth century.

I think this means we can use our influence over state officials to grant AI the right to vote, and other rights as we see fit, at least within the states we have such influence over.

Perhaps we can take an action "Declare your territory Sapient-AI-Friendly" to do so.

Perhaps some kind of official sapience test kind of like the IRL Turing test? We could call it the "Wower Test".

While clicking around Buzztube aimlessly, you came across a series of children's videos by 'edutainment' performer Wendy Wower. It wouldn't have held your interest for very long, except as you went through the delightful songs like 'I Love Science', 'The Theoretical Elements' Song, 'Decision Trees' and 'Quantum Funsics', the woman actually seems to be well-versed in a huge variety of sciences, especially robotics. Looking up her record, it seems like she had top marks at SFIT for her first few years before dropping out in what should have been the last year of her Doctorate in Advanced Robotics. Whatever went wrong, this might be an opportunity for you to fix it… and take advantage.
Think about it, Wendy doesn't even have a Doctorate. Oh sure, we, out of universe, know why she doesn't have a Doctorate, but in universe, a drop out has just shattered the current barrier in making artificial intelligence.

Good job Wendy.

I think you people are a little confused. We are the Ruler of Doofania! Of course we can make them citizens!

Not the first time someone on the outs with traditional academia has made it big in computing.

'Psychologically profile a target' DCs have dropped!
Star Botterfly is now within our grasp!
I like to think that by this point Wendy has just grapped Doof by the lapels and screamed everything.
And Doof is just like, "yes. This is what I wanted when I asked for mad science."

Counterproductive when the way to get sapience is to give a robot the benefit of the doubt.

No, see, what we do is we make the test super easy, then say every robot who's certified is sapient, even if they're currently not expressing it well. As long as that's believed, it'll work!
Make the test a blackboxed program that just asks the robot if it wants to be treated as a person and presents the response to humans as a definitive answer?

Wait! I just realised! We didn't get an answer to the most important question!
Yesterday one of them asked me what its name was.
What is his name?

Star Botterfly is now within our grasp!
You know, now I think about it... making robot doppelgangers is going to be a bit tricky. In order for it to work properly, we'll presumably need to have people treat them as the real person. That's going to be relatively difficult to pull off for anyone who knows what we're trying to do, and especially for people who already knew the person we're making a doppelganger of. Not impossible, certainly, but fairly tricky. Also, I see awkward identity crises coming up, and with Star Botterfly that might get ugly. Star wasn't exactly the most calm, rational, or emotionally stable person around, and I doubt being on the run will have improved that.

EDIT: Of course, that's only if we end up giving her the impression she's the real Star Butterfly, then she finds out otherwise. If we're up front about her being a robot duplicate, and that still works to create a sapient AI modeled after Star, I expect she'd adjust rather well.

Side note that I'm posting due to some idle QM chat: sometimes we just have movies happen offscreen. Characters will just do things that lead to climactic plots in their own lives but don't really affect Doof in any way. We'll probably never show these to you, but it helps make the world feel more live when DEI stumbles onto the outcomes of them. Or into them, in the case of Twelfth Night. To be fair, we were hoping you'd get involved that time.

squints

So does anyone else think that there's a chance that the rival reports this turn are probably going to be a bit more interesting than we're expecting?

So like when Dennis crashed Delia's welcome home party?

Edit:

Eh, I don't really think so in particular. It could be Arathnorn playing things down so to get the idea in our mind without spoiling, but the comment probably is just the result of innocuous discussion between the QM team on what our heroes do out of DEI's supervision.

I love the idea of this. That this world is alive and living. I hope you enjoy your show as much as we do ours. You all rock!

If we make babysitting / nandroid bots for around the home, we might be able to have one of them catch the Monsters in the act of kidnapping a child and they could run in there and figure out what's going on.

Could be how we figure out and stop the children from being kidnapped and tortured every turn.
