When Xanatos revealed the Gargoyles it was visible that he had planned it rather rapidly without total optimization. Given that even know his planning has been shown to have gaps, it seems this whole mess with him and other magical factions came on and escalated rather quickly, preventing him from getting all his gambits ready in time.
