If you're looking for a formal technique that is only a little bit weird and probably won't make everybody yell at you for manually interpreting the vote, one that I've seen is to take "vote chunks" that obtain support equaling some fraction of the support for their parent.
For example, if we say that an item needs support from a majority of the people that voted for its immediate parent - basically count a line's absence in some people's votes as votes to not do it following its parent - then "I'm her flagship" would have 20 votes to the 24 for "I summoned a friendly Wo?" and would make it in, "She must be Republican" has 13/24 and would make it, "it's been a really long day" has only 8/24 and would be cut, and "find out what wo wants" has 5/24 and would be cut.
This generally gets hairy with tall chains and votes that don't properly represent their conditionals and consequents; for example, there's a reasonable argument that "It's been a really long day" is actually a child of "she must be republican", as it only occurs in votes containing that previous line item and only really makes sense following that line, in which case it'd actually have 8 votes to the 13 for its parent and would make it in.
(also, unless you're suffering from device limitations, I'd recommending upgrading from the votetally program to Kinematics' NetTally. It's not only nicer to use (more features, UI doesn't get in the way as much), it's more correct in some common cases.)

Iowa's eye twitches as she deadpans, "A friendly Wo-class."
"I know, crazy," you look to the reformed Abyssal, "She said that I'm her Flagship!"
"A friendly Abyssal," Iowa grinds her teeth before shouting angrily, "Are you stupid, Porter?! Remember what happened with the last "friendly" Abyssal?!"
And with that, Iowa grabs her anchor and swings it downward at Wo, intent on crushing her head!
The Abyssal rolls to the side, avoiding the massive chunk of metal as it slams into the ground, cratering it like a missile impact. Wo scrambles to her feet and runs... behind you.
"Wo," she whimpers, peeking around you at Iowa. Aww, she's scared.
"Porter," Iowa growls as her turrets screech into place, all nine barrels aimed directly at you, "Move."
Yamato places her hand on one of Iowa's guns, pressing it down.
"Iowa-san," she tries to calm the Fast Battleship, "Please, even if she is hostile, we need to take her into custody, not kill her. We don't do executions."
Iowa glares at Yamato for a second, before huffing in frustration. Her Rigging rotates back into a neutral position as she faces away from you.
You sigh in exasperation. Iowa can be such a hardass sometimes.
"...Safe now, Flagship?" Wo whispers behind you, gaze innocent and inquiring.
She's so childlike... hard to believe that she's an Abyssal.
"Fascinating!" Akashi exclaims as she zips around Wo, examining the flustered Abyssal with a variety of tools, "She's most definitely a Wo-class Abyssal, but her Rigging is more reminiscent of an American Yorktown-class than the monstrosities that we all know and love! Porter, what did you do to summon her?"
You... stood in a summoning circle that was set up to call a Wo? You think. You say as much.
"Really?" Akashi blinks in surprise, then shakes her head, "Oh, no, I shouldn't try to replicate that here. Could end badly."
You agree on that.
"Alright, I don't see a problem with letting her walk around," Akashi nods before grasping the sides of Wo's Rigging, "but this stays here."
And with a pop, she pulls Wo's helmet off, leaving the girl without the ship.
Wow, Wo-classes look nice without the whole head thing. You kind of want to touch that long silver hair. It must be so smooth!
"And this goes on you," Akashi snaps a small collar around Wo's neck, before handing you a remote, "This is a tracking and pacification collar. If she makes any funny moves, you can shock her with this button here, and track her on this screen."
