The Girl flinched at every sound and every sound and every sound an- No, no, stop, keep the thoughts in line, like soldiers hut two thre- NO, no. Had, had to find mommy. Where, where was mommy? this wasn't home. Images forced into her head, a world above a world of violence and hate an empire overReaching an- NO, no had to search for mommy, she had to be around here, had to find her, fast, too fast, fasssst enough to go boom, that's not right, no kid can flash like that, too much why did she think so much why couldn't she stop thinking psimon says forget can she please forget? Her name, what was her name? Need to find Mommy, mommy would know her name.

A newspaper was caught under a trashcan, the headline read 'The GCPD and The Batman bust the Black Skull!!' Gotham times? But. . . Mommy said that the batman manbat man who is a bat wasn't real! Was she real? where. Where was mommmy? where where where where where where where

Arkham Asylum, April 5th, 2010
The Batman followed Arkham's chief psychologist, Dr. Hector Hammond, through the low-risk ward, keeping a vigilant eye for anything unusual. His memories were punctuated by ambushes within the venerable institution's confines, reminding him never to let his guard down.

"Has there been any improvement in her mental state, Dr. Hammond?" Batman's voice reverberated through the sterile corridors. The squat psychologist glanced back, his face lined with worry before releasing a soft sigh.

"I'm afraid not, though she's made significant progress in actually speaking to us. Physiologically speaking, we've learned a great deal about her," he explained, his voice tinged with both curiosity and concern.
Batman's brow furrowed. "I assume this has something to do with the blood bags requisitioned from Gotham General?"

Her soft song reached them, carried through the Asylum's open architecture. It was a tune that danced on the edge of familiarity, haunting and almost professional, though the lyrics were utter nonsense. The doctor nodded absently, his attention riveted to her file on his tablet.

"It's been confirmed that she's a vampire of some sort, though not contagious. She lacks traditional weaknesses like sunlight or holy symbols. But I fear the price for those lacks might be more than we bargained for." Hammond's voice trailed off as they reached her door, solid oak with a plexiglass viewing screen.

She was facing away from them, lost in her drawings, though Batman doubted she was unaware of their presence. Her words broke the silence, her sentences as fragmented as a jigsaw puzzle, yet more coherent than when he'd first found her.

"Mind-shrinker, we'd like to verbalize with the man who is a bat unchaperoned if the not-big-head would permit!"
"I'll be fine, doctor. There are others who need you today," Batman reassured, his voice steady.

Hammond nodded, unlocking the door and turning to leave. "When you've finished, please inform the front desk. The Director dislikes not knowing when non-personnel are present."

Batman made a noise of agreement and entered the room, decorated like a child's room, fitting for its youthful inhabitant.

"Hello! Am I speaking to the man or the bat? It's sometimes hard to ascertain," she greeted, her voice an enigmatic whisper.

"The man," Batman replied curtly.

"Oh goodie! And has the scion of the Yuda and Selene been found as of yet? The Greeks hope to make dragon's teeth, but bone-men aren't typically loyal. The twin of the bowman, a one-armed bandit, is also enjoying their hospitality." Her smile was an intriguing mix of innocence and wisdom.

"Not as of yet, no," he answered, fighting his rising confusion.

"Oh phooey, though the sun has yet to darken nor the thaumaturge contained yet more. Kronos deceives me once again." Her cryptic words were weaving a pattern, and he didn't like where it led.

"Have you decided on a name?" Batman asked, feeling the answer weigh on him even before she spoke.

"Cassandra seems to be a pseudonym most meticulous. I hope the son of Marduk gets off the shelf soon."

A precog. It was a troubling revelation, sending shivers down his spine.

The conversation continued, the girl's fractured insights hinting at future events and hidden truths. Batman tried to decode her words, knowing there was vital information buried within her madness.

As he left the room, his mind whirred with possibilities and theories. The girl, Cassandra, was an enigma, her fragmented view of reality a jigsaw puzzle that needed solving.

I'm very interested in seeing this continue. Especially watching other people try to decipher
Malkavia.

Also don't WoD vampires burn, painfully, in the sun?
Yes they normally do, but I find writing characters with weaknesses so obvious and easily used in a superhero setting, uh, boring, I guess? It'd be like if every thing was made of fear for GL or the sun shone down kryptonite for SM. She's also the only WoD vampire on Earth-16, and has the concentrated bloodline of Malkav. There are other vampires on E16, and they're common enough that Arkham could compare the 'strain' in her blood against the more common types. Unsure of how I'd like to continue this, though it's somthing I'd like to write more of.
 
If anyone could understand a Malkavian, it'd be Batman. He deals with nutbars like the Mad Hatter and the Riddler, after all.

Definitely want to see more. Also want to see the Light's schemes falling apart, but that's mostly because I hate them.

The Watchtower, April 6th, 2010
Batman had scheduled a non-emergency meeting of the more analysis inclined members of the Justice League minutes after leaving Arkham, but he'd had to postpone near immediately. Nigma had broken Buddy Standler out of the Star City Hospital for the Mentally Ill and given the poor man a more lethal variation of his 'Condiment King' equipment.

Thankfully nobody had been seriously injured, but it was an unusual escalation from Nigma's usual. The obvious lethal intent of this stunt had gotten Nigma, after his recapture later that night, incarcerated in Blackgate in lieu of his usual stay at Arkham, and Mr Standler was returned to the SHMI without being seriously harmed.

"RECOGNIZED: 02, BATMAN."
He stepped through the Zeta tube to the conference room, seeing that everyone he'd asked for the night before had arrived. Geovanni and Diana sat at the far end of the table, while Clark was seated closest to the zeta tube.

Clark looked up from the newspaper (Daily Planet, front page article by Lois Lane, typical Clark) and folded it. "So, what's this all about, Bruce?" He was also the first to speak, and the other League members present echoed his sentiment. Batman made his way to the projector at the front of the room and turned it on, the screen filling with the fanged smile of Cassandra.

"On March 10th, at approximately eleven at night, I encountered a child of no more than thirteen, who seemed to be in the midst of a nervous breakdown, I brought her to the hospital and was informed on March 17th that no family of hers had been found, and that she'd been remanded to the low-risk ward of Arkham Asylum. I visited her at the time, and she appeared to be incapable of communicating in any real fashion, her words were barely understandable and seemed to be randomly strung together. On April 3rd, her Psychologist contacted me and asked to meet with him as soon as was convenient. On April 5th, I visited the Asylum. I'm unsure of how to explain what occurred succinctly, so I've brought the recording, beginning with my conversation with Doctor Hector Hammond, and ending with my conversation with Miss Cassandra." He pressed a button on the side of the projector and the recording played.

Diana was the first to speak after it finished playing.
"So, this vrykolakas child is an Oracle of some sort, I take it?" Batman let her words hang in the air for a moment before replying
"That's the assumption I've made based on what I was able to glean from her speech patterns."

Clark spoke slowly, an unusual seriousness in his tone.
"Could you bring it back to the 'Scion of Selene' part?" Batman obliged
"Oh goodie! And has the scion of the Yuda and Selene-" Clark leaned back in his chair, looking like he'd just seen a ghost "Stop."
"What is it, Clark?" Giovani fiddled with the button on his cuff, the kryptonian's unease making the magician feel much the same.
"Yuda was the name of Krypton's moon. Selene is another name for the Earth's moon, yes?" Clark looked to Diana, who nodded, understanding dawning.

"Dragon's teeth, a method to create disposable soldiers. . . You don't think..?" the amazon sounded faintly horrified, and Batman felt much the same.

Clark stood up and left the conference room, the only noise made was the zeta tube announcing his departure.
"Madonna!" Giovani groaned into his hands
Batman turned to leave as well. Bruce's friend needed someone right now.

Mount Justice, July 24th, 2010

In Diana Prince's normal course of life, the Man's World usually didn't occupy much of her free time beyond League missions and her Ambassadorial responsibilities. But Cassandra's unease on Themyscira had pulled her away from her usual pursuits.

The young vrykolakas girl was distinctly uncomfortable among the heavily armed Amazons of Themyscira. Diana's mother insisted on the guards, already growing fond of Cassandra, fearing harm might befall her on the Isle. But Diana suspected the true cause of discomfort lay elsewhere.

As she lowered her book (Percy Jackson and the Olympians, a humorous depiction of the gods that made her smile), Diana observed Cassandra assembling an intricate lego construction on the main table. A playful idea from Barry had turned into an obsession for Bruce, spending over a hundred thousand dollars on lego. It had proven to be an effective way for Cassandra to focus her precognitive gifts without undue strain.

Though no actionable intelligence had been gleaned so far, the constructions provided some insight into areas that denied the League's entry. It also helped keep Cassandra's mind lucid. Well, lucid enough.

Diana's soft chuckle escaped as Cassandra, rubbing at her eyes, asked for a bedtime story. The girl's speech was often whimsical, filled with references to otherworldly concepts.

"Of course I'll read you a bedtime story. How does Tomorrow Most Likely sound?"

"Exquisite, a fine tale to lure one to dream. One hopes John Dee lets the Endless free soon."

Diana's smile remained fixed, but Cassandra's mention of John Dee was noted with care.

The Watchtower, Later That Day

Clark's concern over Match, one of the two clones rescued from Cadmus, filled the room. The clones had faced severe issues, and though one named 'Connor' was recovering, Match remained hypersensitive to touch and sound.

"I don't want him to spend his whole life in a padded closet," Clark said, his voice heavy with worry.

"We're here for you, Clark. If you ever need anything, don't hesitate to reach out to us," Diana reassured, placing a comforting hand on his shoulder.

After Clark's departure, Diana found herself discussing with Arthur and Bruce how to introduce Cassandra to others her age. The considerations were many, each ward's unique perspective and experience needed to be accounted for.

"I think she's ready for limited contact with some of the sidekicks," Diana suggested, thinking carefully of Cassandra's comfort.

Bruce and Arthur agreed, and they settled on a plan to introduce her to Kaldur'ahn, taking into account her sensitivities.

"In a week, to give Cassandra some time to prepare herself," Diana concluded.

Her charge might struggle with strangers, but Diana was determined to ensure that Cassandra felt cared for and understood.

Vampire Clans of Earth-16
The clans of Earth-16 don't have a singular source such as those of the WoD setting, and none are descended directly from the One Above All like the clans of WoD (with the sole exception of Clan Tremere).
As such, most are weaker on average than the average WoD Vampire. The advantage that some have over the WoD vampires is that they spread far, far faster. Contracting Vampirism functions much more like an actual disease on Earth-16, rather than the near-ritual that is the Embrace in the WoD. This will be updated as clans are mentioned in story.

Clan Neró-aíma was first formed by cultists of Oceanos as Atlantis sank, their prayers to the Old Titan answered as a transformation into a hideous new form. Those who are made into vampires of this clan quickly morph into a new, more disgusting form, inspired by whatever sea life or amphibians that live nearby. Universally slimy and reeking of death, Neró-aíma are slow and incapable in any kind of physical confrontation, but they make up for this weakness with a great affinity for darker magicks, blood magic and demonic pacts being among the most popular. The Sorcerers of Atlantis are specially trained to counter the foul rituals the diseased minds of the Neró-aíma conjure forth. Thankfully, those of this clan remain a minor threat to the world at large.

Hall of Justice, July 31st, 2010

Kaldur'ahn felt a mix of curiosity and apprehension as he prepared to meet Cassandra, the vrykolakas child. His King had assured him that she was merely a girl with an odd way of speaking, and he should make an effort to see past her condition to understand who she truly was. Still, memories of battling twisted vrykolakas haunted him, and he found it challenging to separate those images from this child. For his King, however, he would try.

Stepping through the zeta tube, he announced, "B-02: AQUALAD," and was immediately struck by the sight before him.

A nearly life-size replica of the Hall of Justice stood before him, intricately constructed from Lego bricks. Cassandra was there, engrossed in adding to the scene. He recognized miniature figures of his fellow sidekicks, including a storming-out Speedy.

Cassandra's soft voice reached his ears, "Oh, the son of the manta and the sea has come to sojourn amongst the bricks of Brigit! Hello, I am Cassandra."

Kaldur'ahn paused, deciphering her metaphorical language, as his King had warned.

"Hello Cassandra, I am Kaldur'ahn. Might I ask what you've built here?" He asked, hoping his response was appropriate. Her smile confirmed he'd chosen well.

"We-I have molded the bricks of Delphi to perceive that which might maybe be, or might not. Vectors, velocities, in motion like the future! Life will change, that is life," she replied, nodding as if imparting wisdom, and turned back to her construction.

Kaldur'ahn's eyes wandered, observing other creations around the room: an erupting volcano, a cheshire mask, partially destroyed Star Labs, a red brick school, a golden cracked helmet.

"You're incredibly skilled with these, ah, lego bricks, Cassandra." Despite his initial apprehensions, he was impressed with her talent.

"Mhmm, the future in brick, the Norns weep!" she replied. Kaldur'ahn felt a connection forming; he believed they would get along just fine.

Mount Justice, July 31st, 2010

Diana cherished the evening, reading Fellowship of the Ring to Cassandra, nestled in her lap. Tolkien had been her pen pal, and sharing his works brought her joy. A chuckle escaped her lips, startling Cassandra, but she quickly apologized and continued.

The Batcave, August 1st, 2010

Batman's serious gaze met Dick's as they sat in silence. Finally, Dick spoke, "So, uh, Bruce, why exactly did you have me go through all of those profiles?"

Batman answered thoughtfully, "Diana has recently taken custody of a girl around your age. Normally, this wouldn't be a concern, but the girl, Cassandra, is neurodivergent. And I realized that the only people who think in unusual ways you've met are violent psychopaths. So, I had you read through the research, so that when you meet Cassandra, you wouldn't default to the same fight or flight response you'd have if you met, say, Zsasz."

Dick's confusion cleared as he understood, though he still asked, "So, she's not like, violent or anything right? Not going to start cackling and take the mayor hostage?"

Batman's head shake and exasperated response settled the matter, "No, she isn't and won't."

Does she have Dementation then. Because that's a scary discipline.

She does drink blood and have more strength than you'd ever expect
She does have Dementation, but it's a weapon of last resort, as that's the kind of thing that most heroes, or non-villainous individuals in general consider "a big no-no"
Yeah to be fair to Robin, Cassandra could probably punch a physically enhanced meta-human in half, one of the main reasons Wonder Woman volunteered to be her primary caregiver. Cassandra subsists off of a lot less blood than most Earth-16 vampires, only needing it once a week as opposed to once a day like they do.
 
Manageable psychosis and not even needing enough blood to kill a person, and that once a week? She must be pretty young.
Which is probably for the best.
 
Man the Lego bricks work around for a young oracle is pretty genius, and it seems that the sets she's building are very clear. It's hard to misinterpret the fact that doctor fate is going to have trouble soon for example.

the Matango are kinda neat, mushroomy schollars.
i'm imagining Croc befriending a few of them, the mushrooms in the sewers giving a bit more security, with them not caring about his appearance.
the Chupacabra are likewise neat, even if the clanbook seems to be gone

So, Earth-16 vampires have varying degrees of 'oh god kill it kill it now', but none can be considered good. When an E-16 vampire succumbs to their disease, the soul leaves the body, captured by whatever higher power inflicted this strain on the world in the first place. The body is no longer the person, and there is only one clan that retains any semblance of a conscience (will be revealed later). The rest are sociopaths conditioned to be extremely loyal to the clan.

Cassandra can use most any discipline that is available to Malkavians, but she is a child and it often won't occur to her to let, say, Wonder Woman know that she can instantly transport them both somewhere. In general, Cassandra is comparable to a second-generation vampire in power (the ones sired directly by Cain), but she won't be very efficient in the use of that power because of the fact that she's both Mallavian and a child.

While a lot of it seems very clear cut, such as dr. Fates helmet being cracked, it could be Cassandra seeing the incident that caused it in canon, or it could be because Klarion takes a sledgehammer to it tomorrow. The league is working in the background to double check basically everything they can recognize from her work, but they are being subtle about it. The do not want to expose to their enemies (The Light primarily) that they have a high-power pre-cog, because the precog becomes priority target no. 1. I'm trying to balance between the adults not being useless in this and there being an actual conflict for Cassandra and friends.

what made you choose that instead of the "the vast majority of vampires are just really really focused on drinking and anything else comes second to that unless specifically trained " bit?

and if the soul is no longer in control of the body, who is?
are they more puppets for a disembodied demonic species?

It's not that they're focused on drinking and only drinking, it's that without enforced loyalty to their clan vampires are inherently self interested beings that would gladly screw over those who share their strain for the smallest benefit. It's more or less a safety measure to keep clans from imploding. Without the soul (in this specific au, I make no claims for wider dc lore) one cannot have empathy or compassion for other sapient beings. The vampires soul is 'replaced' by the essence of an extremely unimportant servant of whatever deity or demon invented the strain, with the exception of the clan that's a spoiler. The reason this is done is because a mortal soul is an extremely metaphysically potent thing, and old mostly forgotten beings like Oceanos are able to maintain their hold on reality solely through the vampiric infection.

Cassandra was verified by the Martian Manhunter to very keenly feel compassion and empathy, which is the main reason why the league is so willing to go to bat for what is usually a raging monster behind a civilized mask. I'm open to answer any questions as long as it doesn't spoil later plot points, but I'm stuck on mobile data so it might be a bit before I get to it.
 
so all people in this au with low or no empathy have something wrong with their souls?

Nooot really? You can be low empathy and have a fully functioning soul, but you can't lack a soul and have empathy. The Joker, for example, is full-souled being, but he's a remorseless serial killer with zero morals.
