Modifications are currently not available, you have to get started first.
The Harakles has 3 Small, 1 Medium and 0 Large Hardpoints, and under the Hardpoint menu, the Heavy HMG is considered as a Small Hardpoint that takes up 2 weapons slots... i hope that answers your question.
"Weapons" is a combat statistic that compares against armor when doing damage.

Also I should specify that even a Capacity 0 airship has two units of space, ostensibly to fit a unit of crew and two of supplies. Capacity*2+2 is your total space available (fixing that on the rules).

@veekie you have a bit more space, thinking about adding a wing of fighters to work with the ace? Could do licensed which would last for 10 battles/missions
