I have been hearing a lot about "strong spark perk" can someone explain what a spark abilities are and how it would make Joe more of a power house than he is already, since I am not familiar with girl genius.

Short answer: it turn you into a mad scientist.

Long answer:
Sparks, as in "the spark of genius", is a hereditary condition that let you do SCIENCE!!!. The unscientific kind that build rayguns, clockwork robots, super serums, and dramatic light switch.



In reality, a spark is a (subconscious) minor reality warper, which is pretty much how his inventions work. Also comes with high intelligence, high charisma, a complexity addiction that would make Accord blush, and a general loss of sanity (the "mad" part of "mad scientist"). Through mad doesn't mean evil (in fact, the main character of girl genius is a pretty decent girl), so don't expect too much change from Joe's personality.

The PRT would probably classify a spark as a high level Tinker with a lower Master score (both the "minion master" kind and the "mind control" people kind - that charisma boost is no joke).

The fact that she was even able to navigate the command structure was evidence of the strength of her thinker power. It was almost paradoxical, useless against major threats in the city, but perfect for causing me trouble.

He wasn't ready for this. He wasn't ready to deal with this summit and whatever stupid plans Lisa and Brian had cooked up. He wasn't ready for whatever expansion of jobs or higher stakes missions they were pushing the team towards. And he knew the team wasn't ready either.

Joe: Maybe now that the Undersiders owe me their lives, they'll stop escalating and putting themselves in danger for no real gain?
Brian & Lisa: Tomorrow we steal Coil's identity and pay Joe off with the blood money. Let's see him try and micromanage our lives then!
 
To be fair, the reason of their nervous breakdown isn't Joe as much as they're all still not at their 100% after the whole Bakuda fiasco. That and Lisa is still trying to maintain some sense of control and everyone else in the Undersiders is getting dragged into her pace, which in turn is failing to catch up with Apeiron's pace.
Sure, but from a outside perspective they have one of the most sought after position.
 
In Coil's defense, the majority of his funds are legitimately acquired, just by illegitimate means.

Crime only pays when you can funnel the fruits of it through legal enterprise, since the majority of the world needs to believe the protection racket the Government runs is actually still working, or they just stop fucking paying.

You know this reminded me of some thinking I did. I was thinking about Joe hiring Brian to act as security for Garments shop once Coil is dealt with, which then made me realize Garment's business is perfect for any money laundering Joe needs to do. If Garment has any assets she shouldn't have, it's probably from some off-the-books deal with some hero or another, nobody is really gonna dig into it. In fact, as long as Joe can keep Garment's connection to Apeiron a secret, he can just give everyone a job at her place.
Heck, if worst comes to worst Apeiron defending Garment could be explained as "I was hired to take care of serious threats that the rest of her security detail couldn't handle, that is all I shall say about that contract."(Maybe have Garment/Delphine Mertens later state that said contract is a commission-ish thing, where they pay him every time he has to interfere, as to cause less concern about Garment's assets or whatever) or "Garment is a valued community member, I am free to find attempts to attack her business distasteful."

Compared to that, Tybalt more or less just seems to be a Case-53; maybe one that is more animal than person, but a Case-53 nonetheless. Given how the rest of the team laughs in the face of fitting into the normal understanding of how parahumans work, seeing a team member that is explainable by the common model of capes has to be a relief. Heck, there's already a newt-man with LSD skin and a snail-man that can spray goo sitting in a nearby booth. Further afield there's Sveta, who is literally just a face, organs, and masses of murderous tentacles. A 3 foot tall cat-man is uncommon, but compared to the rest of his team, an outright bastion of normality.

As things are, his team basically looks like Faultline's Crew if it were hooked up to a fusion reactor: a mercenary squad that is in the gray zone, leaning toward heroic, with a number of C53s.

There's misunderstanding potential aplenty here.

No one tell them that for a while there he was straight up a GEOM-expy, body ravaged and mind exisiting only through otherworldly power kept alive by a Throne of immense power.
Edit: Except unlike the GEOM, he then proceeded to get better and, oh yeah, created his crew of godlike beings to cover his weaknesses and act as companions.

I'm just bummed out that I don't have any friends I can nerdgasm over the latest chapter with.

To follow on everything already mentioned. A spark is a "minor" reality warper. A Strong spark has:
  1. Much more ability warping reality
  2. If sane-ish has more control over the effects said reality warping has
  3. More importantly, has the potential to "ascend". In the source material the main character begins to "have a second break through" into what others call "Queens" the only living example we meet being the Inmortal Queen of England, if you can, read the entire, ongoing comic (or check the linked part and following chapters) , the comic has been going on for almost 20 years at 3 pages a week, and has over 15 recopilatory books. It's a work of art.

Finally I wanted to mention, it's been stated in the source material that Sparks that break through in a controlled manner are much more sane (main character is the prime example), perhaps the previous perk and all the knowledge and training he already has serves as a partial break through, causing the "Strong Spark" being a "controlled break through".

If they become problematic enough Joe could put them on retainer and they could get payed for their inaction.

Don't Tinkers, and all Parahumans or possibly just Shards, warp reality though?

Specifically using the extradimensional and dimensionally polarizing/polarized nature of Shards to put materials and configurations/structures of materials. into exotic metastable states is rather important.

Wouldn't it be sad if you discovered that the greatest inventor of your galaxy, the one almighyy being that constructed the marvelous structure floating around your universe, was called Joe?
I can see it, we find some ancient artifact on some planet out in space that proves definitely that some alien species created humanity, and after hundreds of years of searching it turns out it was just one dude named joe. Not even a cool name like Gabriel or something completely alien, just joe.
