The reason I believe Uber will succeed is because from narrative standpoint it would be more of interesting comparison. I see little reason to bring up two characters doing the same thing but with different approach and circumstances just for both of them to fail. Not only that, but imo it wouldnt be satisfying end for Uber's arc. Victor in his endless hubris tries to play god and gets played by a God. Uber however views the entire thing from much more practical point; he doesnt try to play god, he just wants May back in working order. If anything, Uber's foil should be Leet himself, to show that he strayed away from their friendship trading it and everything both of them ever stood for for a chance at being a Big Shot. I fully see Leet realizing how little of his friend left in there and just leaving Uber behind, either fleeing the city or going out with a bang making a grand statement; and Uber just there, with no one by his side.

They're actually partially not a problem for the Celestial Forge. They have nothing special about them other than their stolen tinker tech and a decent portion of the Forge has technomancy. Even the members that don't have other incredibly easy methods to use.

Yes, they are not a threat to the Forge. Nobody is a threat to the Forge unless Team March pulls out some really extreme bullshit, and fairly likely not even then. The DragonSlayers at least have the slight edge of being able to endanger Dragon, which Joe would consider a problem, but I'm pretty sure that's something Joe doesn't know.
 
So far Joe and CF have sold themselves to the public as a group of mercenaries that have some standards but are available for hire. It would actually be weirder if they never left the city, and in fact they are planning to anyway after the S9. The explanation that they are staying in BB in order not to panic the PRT doesn't hold up to scrutiny and is unnecessary.
No one actually believes at this point that the god mode supertinker who builds giant robots in his spare time, synthesizes exotic matter more valuable than room temperature superconductors, and heals Case 53s with the stuff he keeps in his pockets will have anything like a conventional mercenary's priorities.

And don't forget that his actual first public statements were "I need to tech up to stop a villain!" (his conversation with Amy) and "I'm here to bail out the small time teenagers who couldn't pay me off if their lives depended on it" (his confrontation with Bakuda).
 
It was covered in the update but the good scrying devices require spiritual energy to make so most of Survey's monitoring is on them with what's left being on the sites the Empire is going to hit and the Empire forces that are going to hit them. The Butcher also ditched all the bones and things like them to appear as a normal civilian and specifically picked that time knowing Survey's attention would be on the upcoming fight.
True but the Butcher has significantly less thinker support so I don't see why they couldn't have just had a stealth drone following her around.

Joe has a respect for the unwritten rules and wants to lead by example into having the world honor them. Having a drone constantly stalk a cape at all times is antithesis to that, no matter how unlikely it ever being discovered is. While Joe presumably does have at least some monitoring of the Teeth in general, them going in civvies defeated whatever monitoring Joe was doing, either intentionally through understanding Joe's stance on the rules, or through sheer luck of just deciding to go out of costume for whatever reason.
 
Question about Joe's new power; if he cranks it all the way up, is the Titan Hangar going to crank out ten Titan robots per (outside) day?
Because he already has more of them than he knows what to do with…
Maybe he should program in a police variant and sell them to BBPD…?

the fact that this not only seem plausible to do but even practical is hilarious. not only could he build 2 replicas easy but to mass teleport the entire city and it's population in the blink of an eye so that no one notices what happens and continue to walk about their day as joe spends between 1 to 5 minutes to clown leviathan (or 6-30 seconds for everyone in fake bb) and then put everyone back again with no one the wiser.

Doesn't the CF have something that can give people a license for anything? Demolition, construction, and various construction vehicles might be an option.

nah the point is that he can literally teleport the entire city with every single living thing being none the wiser into the workshop while replacing the space removed with a replica have a fight in that replica with the enemy he leaves behind, beat them and then put everything back where it should be with literally no one even realizing what happened including velocity at max perception
 
The CF has good forgery skills, but the only fiat-backed licensing is for vehicle operation.

That would still cause a large amount of panic because it suggest that Apeiron can be paid to act as a hit squad which would not be calming to a lot of people. the fact that the CF could deploy at any second because someone managed to get a contract with them is fucking scary. you have to understand from the POV from people in the world the only thing that keeps people from stressing about CF is that they don't do anything until you fuck with them.

the biggest problem is the statement of "someone paid me" is going to be under scrutiny and analyses of every thinker under the sun and if they detect that he is lying then the brittle illusion that CF is a passive reactive force is shattered. Joe doesn't what to risk lying to every thinker in the planet because it only takes a few for there to be panic. thats not even considering how it would raises the questions of who paid him and how did they pay for it?

No, the current problem is the opposite. Where instead of skipping the fluff, your murderhobo players suddenly decided to have an improv for a pointlessly extended torture scene while you, the DM, are helplessly trying to move the plot along but. They. Don't. Get. The. Hints.

But Taylor wasn't supposed to be at Winslow. That was one thing I remembered clearly. Professor Hebert specifically talking about her daughter starting at Arcadia the next year. Arcadia also had a reputation that extended into the suburbs, though pretty much in the opposite direction of Winslow. Professor Hebert had been so proud of her daughter for getting in and excited about Taylor starting at the school.

Except she hadn't. Clearly, something had happened. I didn't know what put Taylor on that course, but obviously it had been the wrong one. From what Survey had helpfully, and without any requests on my part, provided regarding Arcadia's admissions policies, Taylor shouldn't have lost her spot in Arcadia regardless of what happened after Professor Hebert's death. Some decision had sent her to Winslow and into this entire mess.
@LordRoustabout: FYI, 'Taylor was offered a place in Arcadia but went to Winslow to be with Emma' is fanon. In canon, she had the opportunity to skip a grade in middle school, but her parents decided not to in order to keep her with her friend:

Totally unrelated but does anyone know what happens to the powers if one of the former Butchers causes the current host to kill themselves by "accidentally" activating the power that messed them up the last time?
AIUI, per WoG, if the Butcher's power cannot go to their killer for some reason - e.g. death by endbringer or death by unpowered human - then it goes to the nearest parahuman.


Uppercrust's opening remarks were fantastic and so subtle they probably flew over the heads of most of the attendees but the PRT (think tank) is definitely going to notice he completely forgot to mention them directly.
While he never mentioned them by name, he made several comments praising the city's 'valiant defenders'. Unless you already know his opinion of the PRT, one would assume them to be part of that group.


Fortunately for her that worked out because Parian is so messed up she would only agree to a relationship were she had full absolute 100 % control over each and every decision which is very skeevy when you consider the age gap and possible cluster bleed. It doesn't apply here but it is also very skeevy that a fair number of self inserts know all this and then still try to get them dating.
'Skeevy' is a warning sign, not an inherent problem. Given the relationship worked out pretty well in canon, I can understand people not wanting to mess with success.


Secondly, sometimes I've seen her power misstated as delivering arbitrary shaker effects, but that leaves out the fact that she doesn't get to pick what those effects are, and every single one she's displayed is offensive or destructive in nature. She can make very exotic bombs, bombs that clearly use tech which would be better suited for constructive purposes, but a healing "bomb" that doesn't also give you cancer might be too far out of specialty for her.
I mean, the whole reason she has cancer in the first place is because she tried to pervert her bomb-making power into a healing effect, and 'healing cancer bomb' was the best she could do. I don't know why people think it would go any better the second time around...

This will raise several questions.

1. Who is able to get in contact with the celestial forge so easily? Aperion doesn't respond to messages on PHO, except for from Weld. The only other way to contact him would be through his website which is only available in the Bay area. But does anyone in the Bay have a specific reason to send Aperion after the Nine?

2. What was the payment? The Celestial Forge gives away million dollar magic whiskey bottles, what could you offer them to agree to give you a contract? Who has something Aperion wants at this stage.

3. Why the Nine? The reason Joe isn't going after them right now is because it isn't clear the Nine are heading to the Bay unless you're Survey. Dragon saw the data but couldn't tell, so whoever hired Aperion would need to know either that the Nine were coming or have a specific grudge against them.

If none if these questions have satisfactory answers the cover falls apart and Aperion isn't contract bound to not act, and is actually a loose cannon who can go anywhere, can wreck whole cities and you can't predict him. Sounds like an Endbringer without a schedule.

Even if you can answer the above questions you would raise two more that would cause a major panic.

4. If Aperion could find the notoriously elusive Nine so easily does this mean he can find and hit anyone at any time? Even if he only hits villainous targets that's going to put a lot of villains into panic mode since all they know is at anytime their enemies could contract Aperion to take them out.

5. If Aperion could be coming at you at anytime how do you stop him? Well the only thing that seems to have stopped him at this point is the hostages the ABB took, he hasn't publicly solved it. So if you want to stop Aperion take hostages.

Now this is obviously only one line of reasoning but the paranoid capes of Worm aren't known for their measured responses and subtle tactics.
