Here's a quick little plan I came up with. Basic idea is to get as much intel as possible of our surroundings through every available means, with the additional goal of getting power generation online as soon as possible. Once we have a better idea of where we are and what's around us, then we can prepare to start integrating the locals.

As for the title and city, well, might as well follow in Breen's illustrious footsteps and standard Combine procedure, respectively.

Scouting party to smaller signal clusters potential of villages. Potential of independent research outposts or other similar guarded sites instead of less protected sites. Sites such as cities tend to have less direct defenses and ability to respond to noted scouts compared to such outposts.
Viscerators useful anti-biological weapons, useful against low armored combatants and fauna without severe armament. Useful for ensuring transhuman elements remain active.
Power running out is extremely inadvisable, all free resources should be devoted to it.
Overwatch is superior for ensuring armed forces remain capable and coordinating efforts, extreme importance.
Analysis of local signals useful to understand reaction, potential of diplomacy increases with understanding of local language.
Psionic practice hopeful to ease potential manipulation of local variables, helpful should diplomacy get underway.
We are in command, thus Command is easiest designation, provides no further information to outside forces.
This base is the first in a unknown dimension/world. It is the entry point for all further interactions.

I'm a bit leery of sending out troops rather than scanners... on an unknown world, transhuman soldiers may be in very short supply. Perhaps we should wait a turn before the scanners are ready?

Intel is pretty important, considering we have no idea what planet we've landed on. Swamps are dime a dozen across Star Wars; maybe we're on Dagobah?

Dathomir is also pretty swamp-like, last I recall. It also has a native population, of which we probably are going to come into conflict with. If we're on Dathomir

Maybe replace Analyze Environmental Information with Initialize Overwatch Intelligence System (+1 Tactics Dice, +1 Free Dice)? I think getting as many dices as we can early on is more immediate concern (we desperately need scaling and tempo). We have enough of intel from other options already (plus Intelligence System can also give some intel, I think)
